La Confederación Intersindical está trabajando en un espacio unitario llamado Plan de Choque Social que, con más de 500 organizaciones adheridas en todo el estado español, lleva desde el inicio de la pandemia exigiendo medidas que pongan la vida en el centro. Desde la diversidad estamos sumando esfuerzos porque no vamos a consentir que esta crisis sanitaria, social, económica y de cuidados se convierta en una nueva excusa para aumentar el deterioro ecológico y climático, el empobrecimiento de la clase trabajadora y la vulneración de los derechos fundamentales. 

Consideramos que las medidas que se han tomado para hacer frente al impacto económico y social se quedan cortas en la protección de la mayoría de la sociedad, excluyen a los sectores más empobrecidos y no han tocado los privilegios de las élites ni los beneficios de las grandes empresas. Dejar en manos de la patronal y otros poderes económicos nuestras vidas y derechos provoca graves consecuencias sociales. 

Durante los últimos tres meses hemos planteado propuestas urgentes desde los sindicatos, organizaciones y plataformas antirracistas, feministas, ecologistas y sociales para hacer frente al colapso que suponían un rumbo diferente y otro modelo. A la vez, el apoyo mutuo y la autoorganización popular han llegado a dónde ningún Gobierno lo hacía para hacer frente a la emergencia.

Por estos motivos, el pasado sábado 20 de junio convocamos una jornada de movilización descentralizada y plural confluyendo con otras movilizaciones en defensa de la sanidad pública o que exigen #RegularizaciónYa de las personas migrantes. 

Defendemos una salida justa a la crisis que necesariamente debe incluir como mínimo estos cinco ejes:

• Repartir los trabajos y la riqueza.

• Gestión pública de todos los servicios públicos y los bienes comunes. 

• Garantizar la vivienda digna. 

• Garantizar y defender los derechos y las libertades de todas. 

• Rescatar a las personas y no al IBEX35

La pandemia ha arrojado aún más luz sobre las desigualdades sociales dentro de cada país y, junto con ellas, sobre las desigualdades informativas, el acceso a la información y el ejercicio de la libertad de expresión. Dentro de ellos, las desigualdades de género y raza también se fortalecen. Las redes de comunicación popular, los medios libres y las radios comunitarias han sido fundamentales, no solo para informar a la población sobre cómo protegerse de Covid-19 sino también para denunciar las condiciones reales en las comunidades más pobres y lejos de los grandes centros, qui permanecen invisibles por los medios tradicionales. En algunos países, este papel también se cumple mediante medios de comunicación públicos, donde no han sido desmantelados ni controlados por los gobiernos.

En los países del Sur Global, la parte más pobre de la población es también la parte que no tiene acceso a Internet y, en consecuencia, no puede trabajar o estudiar a distancia. Con eso, no logra cumplir ni el aislamiento social. Así, arriesgan sus vidas y, en el caso de la educación, estarán aún más distantes, desde el punto de vista de su formación, en relación con las clases ya privilegiadas. Los que tienen acceso a internet enfrentan otros desafíos. Con la creciente mediación de otros aspectos de nuestras vidas por las aplicaciones y las grandes plataformas, para trabajar, para comprar alimentos, también crece la recopilación masiva de datos personales. En este contexto, los datos de salud, que son super sensibles, están aún más expuestos, por ejemplo, en aplicaciones y políticas para el control de la movilidad y el monitoreo de la salud.

Otro fenómeno relacionado con la comunicación que se expande con la pandemia es el de la desinformación, de las "noticias falsas". Desde la indicación de medicamentos y tratamientos que pueden poner en peligro la vida de millones de personas hasta la negación de la gravedad de la pandemia, como lo hicieron líderes políticos como Donald Trump y aún lo hace el presidente de mi país, las "noticias falsas" siguen siendo una arma de lucha política e ideológica, que ahora cuesta vidas concretas. Considerando que tales desafíos se insertan en un contexto en el que las compañías más grandes del capitalismo global también son gigantes de la comunicación y la tecnología, como Facebook y Google, el Foro Social Mundial es un espacio fundamental para discutir el papel de los nuevos monopolios digitales y cómo enfrentar su poder económico y político para formar opiniones, moldear gustos y comportamientos e influir significativamente en las elecciones.

Dear colleagues and comrades, 


Solidarity greetings from Madrid, Spain. Thank you very much to the International Committee of the World Social Forum for opening up the space in order to discuss strategies forward. I agree that new winds and changes are very much needed to renew the forms, spaces, participation and leadership of coordination and articulation for international solidarity and global justice movements. 


(A) What is the strategy of your organisation, taking into account the current pandemia?


The corona crisis is calling all of us to action. Many of our groups and organisations have started new campaigns, presented policy proposals to the governments and parliaments and are organising actions. In Spain we are organizing a platform "Plan de Choque Social". While we try to intervene in the fast paced developments of this crisis, the threat of new neoliberal policies looms large. There are plenty of signs at the EU, international level and at the national level that we could soon see ourselves involved in the fight against the neoliberal crisis policies we saw just 10 years ago. We think this is a useful moment to hold a call among those of us who have worked on the last crisis together in various networks. To get in touch again on these issues and exchange perspectives and activities; To discuss the current reaction of the governments and international power centers to the corona crisis and our views on it. Maybe it's not necessarily to work towards common actions and global meetings, as resources are slim. But getting in touch and reactivating our exchanges would be very useful. Would it be useful for local movements another global day of actions where we all get out in the streets?


(B) What is the international dimension of this strategy and how can it contribute to a topic of global interaction? Can the World Social Forum be useful for the global strategy of your organisation?


1. Any leadership of a WSF or any new global platform needs plurality. Black Lives Matter protests around the world is an other very important example and reminder that black people, indigenous people, feminist and LGTBI+ movements and youth movements such as climate justice movements like Fridays for Future should be in the leadership of any new attempt for a WSF. Putting anti-colonialism in the centre of our attention and political agenda and supporting the fight for justice in relation to the past and current crimes of colonialism, slavery and genocides is linked to our fight current crimes like the border regime and racism in our societies. 

2. International forums or gatherings can not be any more the most relevant element of international coordination and articulation.

 Virtual coordination will play an important element of international networking. This can also reduce the gap of those organizations and movements with more and less resources. Any international coordination should be based on local and regional coordination and articulation. We need to guarantee that different roles in international networks such as coordination or speakers are changed and shared every certain time. 

3. Some key issues of our international coordination and common agenda for mobilization: social and environmental justice - new economic and development paradigms (climate justice, feminist ecnomy, food sovereignty, against extractivism, restore biodiversity and ecosystems, etc.), antiracism and anti-colonialism, peace and human rights, authoritarianism and neofashism, struggles against mega-projects, transnational corporations, financial system and drop the debts (stopping the current bailout of the same economic and financial powers who were bail-outed in the crisis of 2008/9) as well as trade and investment regimes.

Bonjour tout le monde,

Je participe à la présente rencontre élargie du CI du FSM au nom du Conseil international pour l'éducation des adultes (ICAE) dont je suis membre de son comité exécutif. Face à la crise sanitaire, sociale et économique qu’entraîne la pandémie de COVID-19, qui se poursuivra encore pour plusieurs mois, il n’y a pas de sortie de crise déterminée. Plus que jamais, les mouvements sociaux doivent se coordonner pour proposer des perspectives qui rompent avec le retour souhaitée par un système économique mondial de prédation. Toutefois, s'il est important d'agir localement, étant donné le rôle des États-nations dans le contexte de la crise actuelle, au niveau mondial, les mouvements ont des difficultés énormes pour poursuivre des activités, non seulement à cause des limites des déplacements, mais beaucoup à cause de la réduction drastique du financement. C'est le cas d'ICAE qui aura beaucoup de difficultés à participer à des activités que pourraient envisager le CI du FSM. Néanmoins, nous resterons disponibles et tenteront de mobiliser les réseaux affiliés pour s'engager avec les autres mouvements dans le plaidoyer de propositions alternatives à la crise de la mondialisation néolibérale.


Hello everyone,

I participate in this enlarged meeting of the CI of the WSF on behalf of the International Council for Adult Education (ICAE) of which I am a member of its executive committee. Faced with the health, social, and economic crisis caused by the COVID-19 pandemic, which will continue for several months, there is no definite exit from the crisis. More than ever, social movements must coordinate to offer perspectives that break with the return desired by a global economic system of predation. However, while it is important to act locally, given the role of nation-states in the context of the current crisis, at the global level, the movements have enormous difficulties in pursuing activities, not only because of the limits of travel but a lot because of the drastic reduction in funding. This is the case of ICAE which will have great difficulty in participating in activities that the CI of the WSF could envisage. Nevertheless, we will remain available and will try to mobilize affiliated networks to engage with other movements in the plea for alternative proposals to the crisis of neoliberal globalization.


Hola todo el mundo,

Participo en esta reunión ampliada del CI del FSM en nombre del Consejo Internacional para la Educación de Adultos (ICAE) del cual soy miembro de su comité ejecutivo.  Ante la crisis sanitaria, social y económica causada por la pandemia COVID-19, que continuará durante varios meses, no hay una salida definitiva de la crisis. Más que nunca, los movimientos sociales deben coordinarse para ofrecer perspectivas que rompan con el rendimiento deseado por un sistema económico global de depredación. Sin embargo, si bien es importante actuar localmente, dado el papel de los estados nacionales en el contexto de la crisis actual, a nivel global, los movimientos tienen enormes dificultades para realizar actividades, no solo debido a los límites de viajar, pero mucho debido a la drástica reducción de fondos. Este es el caso del ICAE, que tendrá grandes dificultades para participar en actividades que el IC del FSM podría prever. Sin embargo, seguiremos disponibles e intentaremos movilizar redes afiliadas para comprometernos con otros movimientos en la petición de propuestas alternativas a la crisis de la globalización neoliberal.

5/ Mirek Prokeš, Prague Spring 2: Central/Eastern Europe:

 strict measures against Covid-19 mean far less casualties. Now trying to keep unemployment low, compensations for individuals, parents, companies, municipalities. Big investments planned in order to recover the economies. BUT: hate speech growing up, fear images of enemies, no international solidarity in our societies, even more and more money pumped into the new arms race instead into universal basic incomes and into coping with the climate change. Are they planning (the last) war? - because Eastern European governments invite US soldiers (Poland), buy unnecessary and expensive US arms and breaking ties with Russia and China…

We plan a physical meeting of Central/Eastern European movements near Budapest, 4-6 September. We also plan a physical Eastern European preparatory conference for WSF 2021. The conference will take place in Prague on 5-6 December 2020.

We need to work together globally in an active WSF so we support the idea of an Assembly of Social Movements in order to effectively coordinate the struggles on a voluntary basis. IC should be also responsible partly for raising funds (not a local collective only) and should take part in shaping the physical meeting of WSF with global priorities - not only thousands of local ones with the same priority as the world peace and climate.

 


6/ Greetings to all from the Iraqi Social Forum 

(Ali Sahib, Coordinator, isf.iraq x gmail.com and the Iraqi Civil Society Solidarity Initiative (Martina Pignatti, martina.pignatti x unponteper.it among members of the ICSSI board). 


The Iraqi Social Forum keeps being alive in spite of the worsening Covid situation and the security challenges: bombings from Turkey, Iran and targeted killings from the USA as you know, and the resurgence of Daesh through clandestine cells. Many Iraqi Human Rights Defenders and common people have been killed or detained during the Iraqi revolution from October 2019 onwards but civil society keeps planning for social justice. Activists still strongly believe in the formula of Social Forum to link up, build wider movements and work online nowadays till public events will be possible again. 

We recently organized online thematic forums on Water Rights (see report here:  Solidarity in Times of Covid-19: Read the Report of the Mesopotamian Water Forum Virtual Assembly – Iraqi Civil Society Solidarity Initiative (ICSSI)) and on Peace Movements (Facebook page: منتدى السلام في نينوى Nineveh Peace Forum). Thematic chapters of this forum are active in many cities, like with the Najaf Social Forum. Within the WSF space we built international solidarity links with others like the Norwegian Social Forum but this process needs FACILITATION. Without an international and multi-lingual secretariat this potential will keep remaining untapped. Those who lead this process need to take responsibility and deliver facilitation to a secretariat led by a new generation of activists. Good luck to those who may want to work in this direction. If you need support from the Middle East, we are open to discussion.

Autonomie locale, solidarité globale et innovation méthodologique

La pandémie actuelle a approfondi la prise de conscience générale des impasses du système dominant sous toutes ses formes (sociale, économique, écologique, politique, culturelle). Elle a permis la floraison de multiples alternatives à tous les niveaux, du plus local au plus global, comme nous l’avons déjà vu au tournant des années 2000, au moment de la naissance du FSM, mais aussi suite à la crise financière de 2008. À chaque fois, le pouvoir hégémonique a réagi violemment par la guerre et la répression des mouvements d’émancipation. Nous assistons actuellement à cette réaction violente du système aux États-Unis, au Brésil et ailleurs. Un système qui réagit à la critique de son modèle hégémonique en écrasant les aspirations à des modes de vie et d’organisation alternatives, autonomes, originales.

Comme nous avons pu l’expérimenter lors de la réunion virtuelle du 27 juin, il y a beaucoup de groupes qui souhaitent s’exprimer pour partager leurs luttes locales et spécifiques. 

Mais nous vivons au sein du Conseil international du FSM le paradoxe de la convergence : un discours qui reconnaît la richesse de la diversité des visions, des tactiques et des solutions et une volonté d’unification du mouvement derrière un agenda commun, un sujet politique massifié, un comité organisateur/réformateur qui définit les grandes orientations. Beaucoup trop de débats internes et d’énergie sont consacrés à cette question politique du pouvoir du CI et de sa charte, et pas assez au développement des méthodologies et des moyens d’interconnexion.

Le FSM en tant qu’espace de rencontres, d’échanges et de construction d’un réseau mondial d’alternatives, fonctionne. Certes avec de nombreux défis logistiques et technologiques mais il suscite l’enthousiasme de ceux qui y participent. Le CI en tant que lieu de pouvoir ne fonctionne pas. Il est de plus en plus déserté par les mouvements et fait l’objet de luttes idéologiques et trop souvent personnelles.  

Le rôle du FSM (espace), du CI (comité mondial) et des Collectifs organisateurs (Comités locaux) est de rendre possible la rencontre et le dialogue entre les mouvements et les alternatives locales (les luttes concrètes pour la transformation sociale), pour que se construise cette solidarité globale, par et pour les mouvements. Ils le font en développant des méthodologies inclusives et participatives qui sont sans cesse à améliorer. La pandémie actuelle et les mesures de confinement qu’elle impose doivent nous permettre de saisir les opportunités technologiques de mise en contact qu’elle offre, tout en évitant de creuser davantage les fractures numériques et linguistiques qui nous séparent.  

Les communautés, collectifs et mouvements savent très bien comment mener leur lutte. Ils n’ont pas besoin de se faire dire quoi faire. Ils ont besoin de rompre leur isolement face au pouvoir dominant. Dans cette perspective, le rôle du FSM est de permettre la mondialisation de la solidarité avec les mouvements en lutte. Il n’est pas de construire un sujet politique unifié, ni un programme commun.     

Par l’innovation méthodologique et un réseau de communication efficace, le FSM doit permettre de renforcer l’autonomie locale des communautés, des peuples et des alternatives (souveraineté) grâce à la solidarité globale des luttes et des mouvements d’émancipation (coopération).

Local autonomy, global solidarity and methodological innovation

The current pandemic has deepened general awareness of the dead-ends of the dominant system in all its forms (social, economic, ecological, political, cultural). It has allowed the flowering of multiple alternatives at all levels, from the most local to the most global, as we have already seen at the turn of the 2000s, at the time of the birth of the WSF, but also following the financial crisis of 2008. Each time, the hegemonic power reacted violently with war and repression of emancipation movements. We are currently witnessing this violent reaction of the system in the United States, Brazil and elsewhere. A system that reacts to criticism of its hegemonic model by crushing aspirations for alternative, autonomous, original ways of living and organizing.

As we were able to experience during the virtual meeting on June 27th, there are many groups that wish to express themselves to share their local and specific struggles. But we are living within the WSF International Council the Paradox of Convergence: a discourse that recognizes the richness of the diversity of visions, tactics and solutions and a will to unite the movement behind a common agenda, a massive political subject, an organizing/reforming committee that defines the main orientations. Too much internal debate and energy is devoted to this political issue of the power of the IC and its Charter, and not enough to the development of methodologies and means of interconnection.

The WSF, as a space for meetings, exchanges and the construction of a world network of alternatives, is functioning. Certainly, with many logistical and technological challenges, but it inspires the enthusiasm of those who participate. The IC as a place of power does not work. It is more and more deserted by the movements and is the object of ideological and too often personal struggles. 

The role of the WSF (space), the IC (world committee) and the Organizing Collectives (local committees) is to make possible the meeting and dialogue between movements and local alternatives (the concrete struggles for social transformation), so that this global solidarity can be built by and for the movements. They do this by developing inclusive and participatory methodologies that are constantly being improved. The current pandemic and the containment measures it imposes must allow us to take advantage of the technological networking opportunities it offers, while avoiding further widening the digital and linguistic divides that separate us. 

Communities, collectives and movements know very well how to fight. They do not need to be told what to do. They need to break their isolation face to dominant power. In this perspective, the role of the WSF is to enable the globalization of solidarity with movements in struggle. It is not to build a unified political subject, nor a common program.    

Through methodological innovation and an effective communication network, the WSF must make it possible to strengthen the local autonomy of communities, peoples and alternatives (sovereignty) through the global solidarity of struggles and emancipation movements (cooperation).

Autonomía local, solidaridad global e innovación metodológica

La actual pandemia ha profundizado la conciencia general de los bloqueos del sistema dominante en todas sus formas (sociales, económicas, ecológicas, políticas, culturales). Ha permitido el florecimiento de múltiples alternativas a todos los niveles, desde el más local hasta el más global, como ya hemos visto a finales de la década de 2000, en el momento del nacimiento del FSM, pero también tras la crisis financiera de 2008. Cada vez, el poder hegemónico reaccionó violentamente con la guerra y la represión de los movimientos de emancipación. Actualmente estamos siendo testigos de esta violenta reacción del sistema en los Estados Unidos, Brasil y otros lugares. Un sistema que reacciona a las críticas de su modelo hegemónico aplastando las aspiraciones de formas alternativas, autónomas y originales de vivir y organizarse.

Como pudimos experimentar durante la reunión virtual del 27 de junio, hay muchos grupos que desean expresarse para compartir sus luchas locales y específicas. Pero estamos viviendo en el Consejo Internacional del FSM la Paradoja de la Convergencia: un discurso que reconoce la riqueza de la diversidad de visiones, tácticas y soluciones y una voluntad de unir el movimiento detrás de una agenda común, un tema político masivo, un comité organizador/reformador que define las principales orientaciones. Se dedica demasiado debate interno y energía a esta cuestión política del poder del CI y su Carta, y no lo suficiente al desarrollo de metodologías y medios de interconexión. El FSM, como espacio de encuentro, intercambio y construcción de una red mundial de alternativas, está funcionando. Ciertamente con muchos desafíos logísticos y tecnológicos, pero despierta el entusiasmo de los que participan. El CI como lugar de poder no funciona. Está cada vez más abandonada por los movimientos y es objeto de luchas ideológicas y demasiado a menudo personales. 

El papel del FSM (espacio), del CI (comité mundial) y de los colectivos organizadores (comités locales) es hacer posible el encuentro y el diálogo entre los movimientos y las alternativas locales (las luchas concretas por la transformación social), para que esta solidaridad mundial se construya por y para los movimientos. Lo hacen desarrollando metodologías inclusivas y participativas que se mejoran constantemente. La actual pandemia y las medidas de confinamiento que impone deben permitirnos aprovechar las oportunidades tecnológicas de contacto que ofrece, evitando al mismo tiempo que se amplíe aún más la brecha digital y lingüística que nos separa. 

Las comunidades, los colectivos y los movimientos saben muy bien cómo luchar. No necesitan que se les diga lo que tienen que hacer. Necesitan romper su aislamiento frente al poder dominante. En esta perspectiva, el papel del FSM es permitir la globalización de la solidaridad con los movimientos en lucha. No se trata de construir un sujeto político unificado, ni un programa común.    

Con la innovación metodológica y una red de comunicación eficaz, el FSM debe permitir el fortalecimiento de la autonomía local de las comunidades, los pueblos y las alternativas (soberanía) mediante la solidaridad mundial de las luchas y los movimientos de emancipación (cooperación).
