We are Carminda Mac Lorin, Raphaël Canet, Pierre Lemay, Louis-Philippe Lizotte, Henri-C. Baudot, and we are involved in the initiative to propose Quebec as one of the venues for the next WSF.

 

 In response to the emails of Jai Sen, Peter Waterman and Michel Lambert, here are some clarifications that may answer some of the questions we have received (especially about who we are, what do we think about the virtual aspect of the WSF 2015, our relationship to the People's Social Forum 2014, amongst some others).

**Who are we?

We are an open group created in May 2013 by a dozen people involved in various networks (like Uni-Alter, a collective of activist researchers with an extensive knowledge about the Social Forums process; Occupy; Idle No More; VIA22; cultural and community sectors, and many working within Quebecois civil society organizations). Many of us were in Tunisia during the last WSF (some very engaged within Global Square), and the majority were involved in the organization of the two Quebec Social Forums (2007 and 2009), and the recent grassroots social movements that have emerged in Quebec since 2011 (some of our names can be found here : http://fsm2015quebec.wordpress.com/appuyez-la-candidature-du-quebec/). We share the opinion that having a polycentric Forum in 2015 with a location in the Global North (and specifically, Quebec) would be good thing for many reasons (especially as it would have a major impact on regional social movements and raise greater awareness about the necessity of fundamental change at the core of the economic system).

 

We are a group of people who want to contribute to the World Social Forum process, acknowledging the importance of input from youth and from new perspectives developed within what are often called "new  grassroots social movements post-2011" - especially in the ongoing search for less hierarchical organizational structures and communications tools that will empower and reinforce our actions within a larger process (and not only the biennial WSF events).

 

In that sense, the virtual space is totally complementary to the physical one : InterOccupy (a platform based in the US that is used by tens of thousands of people) and Global Square (a series of online and in-person meetings and assemblies linked to "grassroots movements post-2011" proposing an open space during the last WSF in Tunis) are networks that already acknowledged our initiative and the discussions will continue, to determine what their concrete contribution for broader and more continuous communication will be.

 

We have also been in contact with Pierre George (an active contributor to the extension of the WSF)  http://openfsm.net/projects/sfexintercom ) and hope to be able to closely support the work himself and other people have already done. Thus, the virtual extension of the WSF 2015 seems fundamental, as cyberspace is already a central arena for our actions with different local/global networks like Squares, 15M/Indignados, Real Democracy Now, Occupy, YoSoy132, around Turkish and Brazilian struggles...

 

Our approach is somehow different from what we've seen for the last World Social Forums, as this group was created by persons deeply involved in different networks (including organizations, and less structured groups or networks), and not only by persons representing institutional structures.

 We have begun a process of reflection and mobilization that has been well received by different groups of North American civil society (like the World Association of Community Radio Broadcasters, consisting of around 4000 radios, InterOccupy, NoVox Togo, among others in Quebec and the world, and the city of Montreal has shown interest in this initiative: http://www.ledevoir.com/economie/actualites-economiques/377031/montreal-le-porto-alegre-du-nord), and we would like to keep working to confirm this intuition of a collective will to hold a WSF in the North (hopefully as a polycentric event).

 

We acknowledge and wish to respect the Charter of principles, and strongly believe in what the WSF can encourage, as a space of mobilization and creativity, for a world less and less dominated by capital and any form of imperialism.

 

The open facilitation/mobilization team was created during the consultative meeting held on May 5, 2013, organized in order to broaden the discussion on the relevance and feasibility of a World Social Forum 2015 in Quebec.

 

And since then, we are receiving enthusiastic feedback (the mobilization process will take force as the summer finishes, but you can have a glimse of the groups that have confirmed their support here : http://fsm2015quebec.wordpress.com/appuyez-la-candidature-du-quebec/liste-des-groupes-appuyant-linitiative-fsm-2015-quebec/), and will seriously take that into account all the constructive critics when presenting the nomination of Quebec to the International Council.

 

**People’s Social Forum 2014 & the World Social Forum 2015 in Quebec

Many of us are also involved in the People's Social Forum (PSF), attending their organizational meetings in Quebec since the creation of our collective (and even before for some). As you can see in our Blog (http://fsm2015quebec.wordpress.com/), we support the PSF process and are encouraging broad participation in its activities through our communications.  We think that the PSF and the WSF are part of the same long-term process, and that we need to work together.

 

As Michel Lambert has said, timing in Canada is key, as federal elections are scheduled for October 2015 (one year after the PSF of August 2014, and a few months after the WSF event, that we would like to propose for August/September 2015).  Furthermore, the energy that came out of Quebec's Spring 2012 is the proof of the actual vitality of Quebec, that is now flourishing through diverse projects even if it seems less spectacular in the media.

 

Holding a WSF here would give us another impetus for convergence and mobilization that would go beyond the traditional cleavage Quebec/Canada/First Nations, working in the same direction than the PSF. The WSF 2015 is proposed one year after the PSF, and we are confident that if we work in collaboration, this time it will be enough to gather the resources needed for the organization of the WSF.

 

The People's Social Forum is a very ambitious and inspiring project that will need the mobilization of most of the Canadian civil society from now until August 2014. As we have already stated during the meetings of the PSF in Quebec, we aim to support this process as we can.

We also engage ourselves to acknowledge the efforts deployed by the PSF and the links created throughout Canada and beyond, in order to be prepared to give a continuity to the process of the Social Forums in this part of the world, specially from September 2014 to August 2015.

 

Visas and accessibility to Canada will be important issues to this nomination. International mobility is undoubtedly a challenge in each WSF (Peruvian or Chinese people cannot more easily go to Africa, than come to Canada). We want to fight this battle there in front, even if we are aware that our action at this level might be very limited. But it seems fundamental to bring this debate into the public arena.

 

 In addition, we hope that 2015 will be a polycentric WSF Forum as in 2006, and it will encourage the participation of more people internationally.

 

We are looking forward to talking with those who are preparing to nominate their countries (specially our Indian comrades, and maybe others?) for the next WSF, and to all who are already thinking about the WSF 2015.

 En respuesta a los correos electrónicos de Jai Sen, Peter Waterman y Michel Lambert, aquí hay algunas aclaraciones que pueden responder algunas de las preguntas que hemos recibido (sobre todo acerca de quiénes somos, qué pensamos en el aspecto virtual del FSM 2015, nuestro relación al Foro Social de los Pueblos 2014, entre algunos otros).

** ¿Quiénes somos?

Somos un grupo abierto creada en mayo de 2013, por una docena de personas que participan en diversas redes (como la Uni-Alter, un colectivo de investigadores activistas con un amplio conocimiento sobre el proceso de los foros sociales, Occupy; Idle No More; VIA22; sectores de cultura y de comunidad , y muchos de trabajando dentro de la sociedad civil quebequesa). Muchos de nosotros estábamos en Túnez durante el último Foro Social Mundial (algunos muy comprometido en la Plaza Global /Global Square),( http://www.global-square.net/globalsquare-reports-from-the-world-social-forum-2013-tunis/ ) y la mayoría estaban involucrados en la organización de los dos Foros Social Quebec (2007 y 2009), y los recientes movimientos sociales de base que han surgido en Quebec desde 2011 (algunos de nuestros nombres se puede encontrar aquí: http://fsm2015quebec.wordpress.com/appuyez-la-candidature-du-quebec/ ). Compartimos la opinión de que tener un foro policéntrico en 2015, con una ubicación en el Norte global (y, específicamente, Quebec) sería bueno por muchas razones (especialmente en lo que tendría un impacto importante en los movimientos sociales de la región y crearia una mayor conciencia sobre la necesidad de un cambio fundamental en la base del sistema económico).

 

Somos un grupo de personas que quieren contribuir al proceso del Foro Social Mundial, reconociendo la importancia de las aportaciones de los jóvenes y de las nuevas perspectivas desarrolladas dentro de lo que son a menudo llamados "nuevos movimientos sociales de base post-2011" - sobre todo en la búsqueda permanente de estructuras de organización menos jerárquicas y herramientas de comunicación que permitan potenciar y reforzar nuestras acciones dentro de un proceso más amplio (y no sólo a los eventos del FSM bienales).

 

En ese sentido, el espacio virtual es totalmente complementaria a la física: InterOccupy (una plataforma basada en los EE.UU. que es utilizada por decenas de miles de personas) y la Plaza Global /Global Square (una serie de reuniones y asambleas en linea y en persona relacionadas  con"los movimientos de base post-2011", proponiendo un espacio abierto en el último Foro Social Mundial en Túnez) son redes que ya reconocieron nuestra iniciativa y las discusiones continuarán, para determinar cuál  sera su contribución concreta para la comunicación más amplia y continua.

También hemos estado en contacto con Pierre George (un contribuyente activo a la extensión del FSM http://openfsm.net/projects/sfexintercom  y  esperamos de ser capazes de apoyar de cerca el trabajo que el y otras personas ya han hecho. Por lo tanto, la extensión virtual del FSM 2015 parece fundamental, ya que el ciberespacio es ya una arena central de nuestras acciones con diferentes redes locales / globales como Squares, 15M/Indignados, Democracia Real Ya, ocupe, YoSoy132, alrededor de luchas turcas y brasileñas .. .

Nuestro enfoque es algo diferente de lo que hemos visto en los últimos Foros Sociales Mundiales, ya que este grupo fue creado por personas profundamente involucradas en  diferentes redes (incluyendo  organizaciones y grupos o redes menos estructuradas), y no sólo por personas que representan a estructuras institucionales .

 

 Hemos iniciado un proceso de reflexión y movilización que ha sido bien recibido por los diferentes grupos de la sociedad civil de la región (como la Asociación Mundial de Radios Comunitarias, que consta de alrededor de 4.000 radios, InterOccupy, Novox Togo, entre otros, en Quebec y en el mundo , y la ciudad de Montreal ha mostrado interés en esta iniciativa: http://www.ledevoir.com/economie/actualites-economiques/377031/montreal-le-porto-alegre-du-nord ), y nos gustaría seguir trabajando para confirmar esta intuición de una voluntad colectiva para sostener  un FSM en el Norte (con suerte como un evento policéntrico).

 

Reconocemos y queremos respetar la Carta de principios, y creemos firmemente en lo que el FSM puede alentar, como  espacio de movilización y creatividad, para un mundo cada vez menos dominado por el  capital o por cualquier forma de imperialismo.

El equipo de facilitadores / movilización abierto fue creado durante la reunión consultiva celebrada el 5 de mayo de 2013, organizada con el fin de ampliar el debate sobre la pertinencia y viabilidad de un Foro Social Mundial 2015 en Quebec.

 

Y desde entonces, estamos recibiendo retroalimentación entusiasta (el proceso de movilización se reforzara  como termina el verano, pero  se puede tener una idea de los grupos que han confirmado su apoyo  aquí:  : http://fsm2015quebec.wordpress.com/appuyez-la-candidature-du-quebec/liste-des-groupes-appuyant-linitiative-fsm-2015-quebec/),y tomaremos  seriamente  en cuenta todas las críticas constructivas en la presentación de la candidatura de Quebec para el Consejo Internacional.

 

** Foro Social de los Pueblos 2014 y el Foro Social Mundial 2015 en Quebec

Muchos de nosotros también están involucrados en el Foro Social de los Pueblos (PSF), asistiendo a sus reuniones de organización en Quebec desde la creación de nuestro colectivo (e incluso antes en algunos casos). Como se puede ver en nuestro Blog (http://fsm2015quebec.wordpress.com/), apoyamos el proceso de PSF y animamos  una amplia participación en sus actividades a través de nuestras comunicaciones. Creemos que el PSF y el FSM son parte de un mismo proceso a largo plazo, y que tenemos que trabajar juntos.

Como Michel Lambert ha dicho, el momento en Canadá es clave, ya que las elecciones federales están previstas para octubre de 2015 (un año después de la PSF del mes de agosto de 2014, y pocos meses después del evento del FSM, que deseamos  proponer para agosto / septiembre 2015 ). Por otra parte, la energía que salió de la primavera de Quebec 2012 es la prueba de la vitalidad actual de Quebec, que ahora está floreciendo a través de diversos proyectos, aunque parezca menos espectacular en los medios.

La celebración de un Foro Social Mundial aquí nos daria otro impulso para la convergencia y movilización que iría más allá de la división tradicional  Quebec / Canadá / Primeras Naciones, que trabajando  en la misma dirección que el PSF. El FSM 2015 esta propuesto  un año después del PSF, y estamos confiados  de que si trabajamos en colaboración, esta vez va a ser suficiente para reunir los recursos necesarios para la organización del FSM.

Foro Social de los Pueblos es un proyecto muy ambicioso e inspirador que necesitará la movilización de la mayor parte de la sociedad civil canadiense a partir de ahora hasta agosto de 2014. Como ya hemos dicho en las reuniones del PSF en Quebec, nuestro objetivo es apoyar este proceso como podamos.

También nos comprometemos a reconocer los esfuerzos desplegados por el PSF y los vínculos creados a través de Canadá y más allá, con el fin de estar preparados para dar una continuidad al proceso de los foros sociales en esta parte del mundo, especialmente a partir de septiembre 2014 hasta agosto 2015.

 

Visas y accesibilidad a Canadá serán cuestiones importantes a esta nominación. La movilidad internacional , sin duda es un reto en cada FSM (los peruanos o chinos no pueden ir más fácilmente a África, que a Canadá). Queremos luchar esta batalla en frente, aunque somos conscientes de que nuestra acción en este nivel podría ser muy limitada. Pero parece fundamental para llevar este debate a la arena pública.

 Además, esperamos que el 2015 será un foro FSM policéntrico  como en 2006, y va a fomentar la participación de más personas a nivel internacional.

Esperamos  hablar con los que se preparan para nominar a sus países (en especial a nuestros compañeros indíanos, y quizás otros?) para el próximo Foro Social Mundial, y para todos los que ya están  pensando en el FSM 2015.
