WSF CI/IC explorations

This is a proposal of form made as an input in the discussion on consultation started here http://openfsm.net/projects/cifutur/cifuturg2-consultation-discussion.

Before going through this "WSF CI/IC explorations" form below, the reader is advised to read some of the 23 contributions here http://openfsm.net/projects/wsfic_fsmci/wsfic-icfuture-home . This will give elements on the context in which this wsfic/ci consultation is proposed

The form is a succession of 15 questions covering topics such as : scope , mission, name , type of membership, size, decision process, expected meeting outputs, meeting time allocation, contribution stimulation, type of groups

Many of the optional answers proposed to those 15 questions are reflecting 5 main possible new ways listed below (*)
These serve as "mind provokers" when compared to current experience in IC/CI .

1/ Consider "DUAL MEMBERSHIP", to include "independents" persons ( eg 2011 movement activists) presented by member organisations
2/ Consider replacing "liaison group" by several "STRUCTURAL GROUPS", each with a limited scope, to spread collective ownership of CI/IC operation
3/ Consider replacing "commissions" by more "FUNCTIONAL REVIEW GROUPS" ( more because several groups are porposed on the communication scope), each focusing on updating a working plan
4/ Consider instituting a public peer to peer "WSF CONTRIBUTION REVIEW among IC/CI members", and give more IC/CI meeting time to concrete contributive work
5/ Consider implementig the various functional working plans mentionned in 3/, through "CONTRIBUTION GROUPS", which are open also to sf event organizers and active wsf participants, in order to allow outreach and inmersion of IC/CI in a wider community

So, going through this "WSF CI/IC explorations" form is meant as a moment for exploring older and newer ways in WSF CI/IC stimulating the reader to think further through the different answers proposed . Also, each question comes with a "COMMENT BOX" that allows to collect new ideas and comments.

INFORMAL ONCE IN 2 YEARS - An open meeting every two years at the end of a WSF event just to decide where next WSF will be ( question - is this realistic ? it would require 2 ,5 years anticipation for the wsf event organizer groups to have a convincing proposal set up - what if no group shows up? )
INFORMAL - An open assembly meeting several times in between WSF events , WITHOUT formal membership
FORMAL - A permanent body meeting several times in between WSF events, WITH formal MEMBERSHIP
FORMAL & DEMANDING - A permanent body meeting several times in between WSF events, with formal membership and demanding in and out criteria

6 - WHO CAN BE MEMBERS/INITIATORS/STIMULATORS in this WSF CI/IC (whatever their names)?

In a closed membership scenario, who can be formal members of WSF CI/IC? ( select one option)

REPRESENTATIVES – (current situation ) Only representatives of organizations are formal members
REPRESENTATIVES & INDEPENDENTS ( "dual membership" scenario) - independent individuals “presented/proposed” by at least 3 IC/CI members organizations, and complying with certain in and out criteria, can be formal members and be as numerous as representatives. They participate in consensus decision in plenaries and groups , unless otherwise requested by 3 organizations

7 - SIZE & COMPOSITION of WSF IC/CI Body

What are your views about size / composition / membership ceiling? ( select one or two ideas )

HAVE A RATHER LOW CEILING AS OF NOW - e.g. 50 ORGANISATIONS make request to go out in consideration of dynamics of WSF process and acting of the organization - organizations can propose “independents” as a way to semi-formally keep organizations with a long contributive record in the IC still be around and leave space for new ones
HAVE A HIGH ANNOUNCED CEILING - e.g. 200 organizations and develop ways to handle size in meting ( extension - lower cost of accommodation )
CONTINUE WITH NO CEILING - the membership is still manageable without ceiling for a few years after taking out the inactive organizations- let us address this when it becomes necessary

8 - VOCABULARY ISSUE in a closed membership scenario

TRY TO LIMIT USE OF WORD “MEMBERS” - it is relevant to use a vocabulary helping to include more "participants" in this "WSF CARING INITIATIVE", through cooperation with the formal IC/CI members in OPEN CONTRIBUTIVE GROUPS . Develop usage of other terms which show active commitment of said "members" and not just their status - like STIMULATORS SUPPORTERS INITIATORS PROMOTERS etc
USE QUIETLY WORD “MEMBERS”- the reality is that there are members, and their commitment and their inclusive practice are key to the positive perception and particpation of more people around them

4 –Decisions and rules

The use of consensus decision is not questionned in existing discussions. So, this part is focusing on whether, in adual membership scenarion explored in part 3 above , the "consensus decision capacity " is equally given to all members or not

DECISION BY ORGANIZATIONS ONLY- Only organization representatives can be part of “negative consensus”

6 – Basic IC/CI Operation & members Contributions

WSF IC/CI is a self instituted body claiming to be a facilitator of WSF process, Thus the level of contribution of each of its members and the effective agregation of those contributions in a collective vision and strategy are a key elements in the analysis of WSF IC/CI relevancy and legitimacy - A contribution review protocol has been sketched http://openfsm.net/projects/wsfic_fsmci/wsfic-icfuturecontribution-3 - More questions relating to those contributionn are available here (@@)

13 - STIMULATING CONTRIBUTION OF WSF IC/CI MEMBERS

Which can be the stimulating factors for more contributions by WSF IC/CI members? (select ideas you agree with)

NO NEED TO STIMULATE contributions - the contributive capacity of WSF IC/CI membership is enough, based on past ten year record

Start a NEXT MEETING WORKING GROUP started at the end of each meeting with 30% non local membership

Reserve a MINIMUM SHARE OF FEES RAISED IN A CYCLE among members through internet to NEXT MEETING SOLIDARITY FUND with clear-cut guidelines about usage of those fees

7 - Working Groups Operation

Working groups are the vehicle of the collective work inside WSF IC/CI - STRUCUTRAL GROUPS replacing LIAISON GROUP http://openfsm.net/projects/cifutur/cifuturg2-possible-working-groups-to-care-about-wsf-process CONTRIBUTIVE GROUPS open to wsf active particpants

A/ COMMISSIONS 2 - continue with the functional commission as they are
A/ FUNCTIONAL REVIEW GROUPS / F-GROUPS - (replacing commissions) institute permanent functional review groups replacing commissions (similar to commissions but with a narrow scope and a high changing rate of members – their task is to review a functional work plan based on contribution announcement by IC/CI participants and propose launch of contributive groups
B/LIAISON GROUP 2- continue with a central group
B/STRUCTURAL GROUPS / S GROUPS- ( replacing and complementing the missions of liaison group) institute groups to care about the basic protocols for holding the CI community together (– membership- contribution – resource – agenda - evaluation)
C/WORKING GROUPS - continue with groups only at moment of ic lmeeting with ic members
C/WSF CI CONTRIBUTIVE GROUPS / C-GROUPS ( inner groups or open groups) - develop mixed group with up to 50% of non IC/CI members in them - working mostly on line - decide that all other tasks than functional review and structural tasks should be performed between meetings by specific inner or mixed groups
