INTRODUCTION

This is a text version proposal of form made as an input in the discussion on consultation started herehttp://openfsm.net/projects/cifutur/cifuturg2-consultation-discussiontext is downloadable here

Before going through this "WSF CI/IC explorations" form below, the reader is advised to read some of the 23 contributions herehttp://openfsm.net/projects/wsfic_fsmci/wsfic-icfuture-home .This will give elements on the context in which this WSF IC/CI consultation is proposed

The form is a succession of 15 questions covering topics such as : scope , mission, name , type of membership, size, decision process, expected meeting outputs, meeting time allocation, contribution stimulation, type of groups

Many of the optional answers proposed to those 15 questions are reflecting 5 main possible new ways/changes/alternatives listed below (*)These serve as "mind provokers" when compared to current experience in IC/CI.

YOUR VIEWS on CURRENT EXPERIENCE OF IC

IC/CI has had a rather poor self record of operation /self image since 2010/11. What can be causes, according to you?

·POLITICAL CONTEXT/SCOPE - has changed and WSF event or WSF process usage /relevancy is less clear to IC/CI members than it was in 2001

·FUZZY SCOPE - the “duty of contribution” linked to being a members of IC/CI is not clear enough to many members, they stress more “council “ than “contribution”, and “contributive action” has not been enough in focus during meeting in general

·AWAY FROM BRAZIL & NO OFFICE FUNDING - Dwindling central funding and fading away of Brazilian leadership have made more visible the lack of self-orientation of IC/CI

·STALL SINCE 2009 BEFORE NEW POTENTIAL STAGE OF WSF PROCESS - after establishing minimum rules for one WSF event organizing , IC/CI - has not been contributive enough during 2009/2010 year of action and after, in a new potential stage of WSFprocess, where it could help connect many events

·LOW OUTPUT CENTRAL GROUP – “Liaison group”, instituted 2007, has not proved able to stimulate & connect creatively commission work , nor to focus agenda of IC/CI meetings on practice and contributions. its mainly silent existence has even amplified passivity of the rest of IC/CI membership

·INEFFICIENT MEETINGS - Agenda of IC meetings is not dedicating enough time to define practical contributive tasks and organize the way to perform them in between meetings

·MEMBERS SUBAVAILABILITY - many IC/CI members are not enough vision of what to do or not available/motivated enough for IC/CI tasks in between meetings

·MEMBERS ONLINE WORK CAPABILITY - IC/CI membership are massively over 50 year old and have difficulty to work collaboratively on line in groups between meetings, even if they are motivated

  • HAVE A RATHER LOW CEILING AS OF NOW - e.g. 50 ORGANISATIONS make request to go out in consideration of dynamics of WSF process and acting of the organization - organizations can propose “independents” as a way to semi-formally keep organizations with a long contributive record in the IC still be around and leave space for new ones
  • HAVE A HIGH ANNOUNCED CEILING - e.g. 200 organizations and develop ways to handle size in meting ( extension - lower cost of accommodation )

The use of consensus decision is not questioned in existing discussions. So, this part is focusing on whether, in a dual membership scenario explored in part 3 above , the "consensus decision capacity " is equally given to all members or not

How are consensus decisions made inside IC/CI( select consistent options you agree with)

  • DECISION ARE BY CONSENSUS (no one leaves the process if a decision is taken = negative consensus) and decision in any working grup linked to IC can be validated or infirmed by a decision made in plenary
  • DECISION BY ORGANIZATIONS ONLY- Only organization representatives can be part of “negative consensus”
  • DECISION BY ORGANIZATIONS & INDEPENDENTS IN GENERAL - Independent members can also be part of negative consensus decision making -However the "organization only" option is activable IN PLENARY if requested by at least 5 organizations
