- Structural groups
- are changing and designed to hold together the wsf caring community without generating too much bureaucracy - staying tasks focused along protocoles agreed in detail - they partially renewed each time /with clear protocols ( 50% renewal and no one can stay more than 3 sucessive time
- Functionnal groups
- ( are commissions) - sustaining general view of wsf process and proposing policies implemented by initiatives and mixed groups
- Each participant in the community is expected to be participating in at least 3 groups one structural - one functionnal and one inner or mixed

movement rules this is to foster ownership and participation in several groups and cross breed between groups among all participants in the community
- 50% formal membership renewal at each meeting -
- 3 consecutive participation max for a given person-
- 2minmum absence between participation .
- alternance at minimum between structural and functional participation -
- 14 groups of up to 10 people = room for 150 people

- DIALOGIC EXPERIENCE dialogic experience of wsf process participants workplan among IC members to help participants have best possible use of the forum experience –in their activities
- EXPANSION geographic / thematic expansion of the process ( not of the ic deal with by membership review group) workplan among IC members to expand the process towards actors and regions where it is weak ment
- INFORMATION ABOUT WSF communication outside wsf process workplan among IC members to produce material and exchange tips on how to communicate wsf process towards non militant people
- RELATION WITH MEDIA relation with media workplan among IC members to develop proactive relations with mainstream media ( alternative media are considered participants in the process)

- meeting Agenda group with previous consultation of all community prepare the agenda on content and including the plenary session linked to other structural groups – propose practical solving of problems – 30mn agenda slot on agenda and forms at the beginning of session – agenda group is liaising between all other groups for the preparation of the meeting
- wsf process Contribution mutual review group make sure review takes place along agreed protocol before and during the meeting and facilitate 2h agenda slot and publish resulting contribution booklet - see a detailed description
- Decisions & workplan implementation review group take care of note taking during meeting and make sure decisions are formulated clearly for on line follow up and implementation facilitate the final 45mn agenda slot on meeting output review and follow up till next meeting
- Emergency & Evaluation group be alert on line between meeting to consult about how community may tackle unexpected situation happening between meetings, without speaking in its name)- facilitate 30mn agenda slot at the beginning of meeting on how the picture looks if needed –- make an evaluation of how the IC is operating during the cycle
- Extended participation support group : prepare and organize and monitor the extended participation of remote IC members in a given meeting along clear enough protocol -facilitate 15mn agenda slot at the beginning of meeting to give situation of remote participation
- Membership /quorum/staffing/ review groups make sure that the basic rules are respected for organisation membership in and out – presented independents in and out – functional and structural groups in and out – facilitate 30mn agenda slot at the beginning of meeting
- support Resource review group? Resources are those staff or volunteer human ressources contributed by next wsf preparing committee and a wide enough array of organizations) - cense them outreach for them allocate them between structural and functional groups – solve conflicts –follow up till next meeting - facilitate 2 x 15mn agenda slot at the beginning and end of meeting
