 remarks about an agenda proposal

* Culture Commission ): gather support from Communications Commission, the former home of Culture, to restructure its position within the IC as its own Commission.

On the Culture Commission, I already expressed my view during the last chat.  But I don't think it should be discussed as one of the main points in our communication strategy meeting, for 2 reasons:
- it's not the role of a commission as such to lobby for the creation of another.  It is up to IC members to do that - and I'm willing to be part of a group that takes up that discussion to make a clear proposal
- I think inside comcom there has been a space opened to promote the artistic / transformative / transculturale / knowledge / youth involvement dimensions, but it has not been facilitated or animated.
A small budget was reserved but not spent.  In a sense it has been a suggestive potential part to develop, but had no group building or plan of action (besides the proposal of a cd of music, but maybe that is a but limited and could be a "product" at the end of a process involving several wsf related groups.)  I don't absolutely want to imply anything here - just saying that the space is there, it needs to be occupied and cultivated.  Or separated, if you wish.  But it is not because it wasn't "accepted" by anyone.  On the contrary.

Thanks  for your consistent contributions. I am working with many deadlines and with weak internet inside Maraba, the second city in Para which is becoming the capital of accelerated economic development in Brasil (the industrialization of the Amazon), and all its desperate socio-cultural-ecological effects (huge youth violence, destruction of the rivers, indigenous peoples preparing for armed struggle/suicide protects, and shattered social movements). I give this background to explain my silence, but I have copied the '2011 draft plan' and will read it tonight, and have worked over the past weeks to mobile a cultural network response to the questionnaire.
 
I have several concerns to share as a contribution to the agenda, adding to input 4 which summarises our discussion. Most of our discussions focus fully (and understandably) on the digital/website dimensions of communication, and little on other human dimensions. From a few conversations inside the IC (and inside Belem and Dakar), this techno-centric politics can overlook many other opportunities at a local level which is what motivates and impacts, and of course, can exclude huge populations. My question is when can we strategically discuss the relation between digitial and non-digital communication? 
 
The other question is an answer to a concern about a Commission of Culture (in preparation of the Agenda for the 24th), and I fully take thepoint. In this proposal, I was simply voicing the recommendations/demands from two consecutive WSF assemblies. The issue is how to generate clarity and action around a still entirely neglected/marginalised area inside the IC and the WSF?

  Regarding the two points you raised

1/ Discuss the relation between digital and non-digital communication-

My perception is that Digital communication is a matter of life and death for the Wordly aspect of social forum process, and that  is used massively by middle class and young people,  who are a respectable share of wsf actual and potential particpants

Digital communication modalities can be positively influenced by the values inside WSF ( that depends of faciltating work in designing websites and supporting them , and WSF2011 has been in my opinion a counter example of this

Also Digital communication can be, simply and meaningfully, coupled with presential and remote intercommunication in the context of a social forum event.

It can be argued  that appropriate digital commnication stimulated by event organizing committees or self organized intiatiives or by comcom initaitives,  can trigger more face to face or remote intercommnication

and there consideration developped in 2/  follow directly. Of course other view on this are welcome


2/ About culture  and other ways of communication-

as you mentionned in a recent mail, we have been, you and me, in dialogue in summer 2009 about cutlure in WSF   and i have not changed my views expressed to you then, at least  for want of new elements  - i had suggested a scenario of developping  an initiative pormoting cooperation towards effective aternatives forms of participation in some activities inside wsf , partneering with orgnanization willing to test them in their activities-

I had proposed to cooperate inside a group on this in autumn 2009  and  also  i have sought to  enter into collaboration, beyond Dan single person, aiming at stimulating  digital assembly of culture space post Belem  or preparing distance intercommunication situation for IDEA belem event in 2010  - also a space was provided   in comcom  plan (see the working plan )

For 2011-12 an  initiative could be designed, between some cultural activists committed to WSF despite its limitatons(you have long arms to find them),  and approaching during  2011-12 WSF calendar events organiszing committees.along the lines described above. If there are other ideas ; welcome

This could  allow to accumulate pragmatic and postivie collective experience inside wsf context that could be promoted concretely inside IC and among WSF participating organizations

This concrete unexplored  background and my experience/perception about WSF process make me cautious about developping general considerations on culture inside IC  when we are not yet able to develop those partial but meaningful steps

Consequently from 1 and 2  i share the view expressed by input 3  on  framing  " culture issue"  in the may 24th comcom meeting agenda by just reviewing /udpating the "other communicaiton " item in the working plan

  I don't think my questions/preoccupations have been addressed in the reformulation of the agenda for the 24th. On the specific point you present, Dan, this is what you proposed in the April 20th chat "A quick further proposal:
At the last skype meeting, I agreed to prepare a brief document for an IC discussion about alternative cultural methods (based on established popular education dialogic democratic forms) which could dynamise our internal and external communication, and argue for an independent 'commission on culture', if needed.
I did not do this as I think this argument exists in the Culture and education Assembly document. I propose this for the IC agenda too."

Can you send this brief document proposal?  And again, my understanding is that this is a point for the IC agenda.  Why do you think we need 1h and 1/2 discussion in comcom strategy meeting?  This is not a polemic question, it's just straightforward to understand how you think a discussion in the comcom can help your argument.

I believe we need to hear other views, here . In brief, I would argue that 90 minutes understanding the totally under-discussed and misunderstood (in the IC and perhaps in ComCom) relation between culture, methodology and communication would both help us step out of the dead paradigm the WSF is imprisoned within, formulate relevant proposals for Communication at this time, and contribute to our unity as an ethical pedaogy.
 
We do not need to focus specifically on the formation of a Commission of Culture, but we do need to profundly reflect on the culture of our communication, otherwise we risk simply being pragmatic and failing to even complete small tasks well.
