A meeting was held on February the 19th by the Maghreb Machrek Social Forum Committee, where the preparation for the World Social Forum 2013 was discussed. The meeting, prepared by the NGOs in the Maghreb region, brought together more than forty NGOs from Tunisia, Morocco, Western Sahara, Algeria and Libya.<br>






 <br>
The Committee approved the decision to hold the next World Social Forum in March - April 2013, in Tunisia.<br>
 <br>
The Committee agreed that conditions were ripe for organising this conference, with a decisive factor in this assessment deriving from the previous Conference of the General Union of the Tunisian Workers (UGTT), which has since extended its leadership in the wake of the Tunisian revolution (ten out of thirteen new members have been elected). The UGTT announced its decision to fully participate in the preparation of the World Social Forum in Tunisia. Furthermore, the presence of the Deputy Secretary General of the UGTT at the meeting held on February the 19th confirmed their commitment to the cause.<br>






 <br>
The Committee has concluded that the option of a shared World Social Forum previously envisaged is no longer necessary. Instead, it deems itself able to hold the WSF 2013 in Tunisia on its own. This WSF will be prepared through numerous initiatives, many of which have already been scheduled. This Forum will discuss Migration in the Maghreb (Oujda in Morocco), the Maghreb Machrek Forum of Women, Morocco; a Forum on the revival of trade unions in the Maghreb Machrek region; a seminar on Religion and politics, probably in Egypt, a meeting on Western Sahara, an international seminar on migration December 18, 2012, the Forum of Solidarity with Palestine in Porto Alegre, November 29, 2012, etc..<br>

The Committee affirmed its intention to invite those from new NGOs (movements of the Arab Spring, the revolt in Southern Europe; Occupy Wall Street, London, Montreal; social and student movements in Chile, Senegal, Croatia , ..) to come and organise joint meetings in Tunisia.<br>






 <br>
The Committee has decided not to organise a major  Maghreb Machrek Social Forum in July 2012. Nevertheless, it will be holding a major international event in Tunisia, Monastir, from July the 13th to the 16th 2012, during which there will be an opportunity for the Founding Assembly debates on Maghreb Machrek Social Forum . The Committee intends on welcoming group of migrants across the Mediterranean; to arrange a meeting with these new movements to prepare the meetings at the WSF.<br>

The Committee has set up a facilitation group in Tunisia. It has confirmed its intention that the organisation of the WSF 2013 will be managed by the Tunisian Committee as part of the Organising Committee of the Maghreb Machrek Social Forum. iT IYTh  Th The Committee has highlighted its determination to carry out this work in accordance with the International Council. It will establish committees (methodology, finance, strategy, communication, expansion) that will work closely with the corresponding committees of the IC. <br>

Subsequently, the Committee will ask the International Council if the international secretariat can be involved in the preparation and if Helio can work in constant liaison with the Committee including having a group on the ground, with the Organising Committee and the Tunisian WSF.<br>

The Tunisian Committee of Organisation has started preparations for the event. The new president of the Tunisian Republic, Moncef Marzouki, announced, at the request of the Tunisian Committee of its intention to receive him next week. This first meeting will be followed by an official meeting between the President of Tunisia and a delegation from the International Council and FSMAGH where the draft of the WSF 2013 will be presented in all its aspects, both political and organisational. The Tunisian Committee began preparing by holding presentation of the WSF for all the Tunisian social movements. <br>

Additionally, the Committee has written letters that will be sent next week to the Tunisian ministers of Foreign Affairs, Interior, Social Affairs, Culture, Transport and Tourism to inform them of the decision to hold the World Social Forum 2013 in Tunisia and to meet up with them about it. <br>






 <br>
The Committee which will be organising the WSF proposes to organise the next IC meeting in Tunisia during the international event from July the 13th to the 17th, 2012. The suggested agenda of the conference includes the preparation of the WSF 2013 in conjunction with other NGOs in Tunisia and in the region. Moreover, it is also proposed that the agenda includes, as determined by the IC of Dhaka, a political debate on the global situation and condition of the WSF’s course of action. This debate will take place just after the mobilizations of Rio +20. It will be organised with the participation of NGOs that have played a role in the animation process and participants of the new NGOs that will be invited to prepare the WSF 2013. <br>

We propose to the IC to ask the WSF Organising Committee to organise the next International Council meeting in Tunisia, from July t 15th to t 17th, 2012.<br>

Le 19 février, une réunion du Comité d’organisation du Forum Social Maghreb Machrek a discuté de la préparation du Forum Social Mondial 2013. La réunion, préparée par les associations des migrants du Maghreb en Europe a réuni plus de quarante associations de Tunisie, du Maroc, du Sahara Occidental, d’Algérie et de Lybie. <br>

Le Comité a approuvé la décision d’organiser le prochain Forum Social Mondial en mars ou avril 2013, en Tunisie. <br>

Le Comité a décidé que les conditions étaient réunies pour l’organisation de cette session. Un élément déterminant de cette appréciation découle de la tenue du dernier Congrès de l’UGTT (Union Générale des Travailleurs Tunisiens) qui a renouvelé sa direction à la suite de la révolution tunisienne (dix nouveaux membres sur treize élus). L’UGTT a annoncé sa décision de participer pleinement à la préparation d’un Forum Social Mondial en Tunisie. La présence à la réunion du 19 février du Secrétaire Général Adjoint de l’UGTT a été une manière de confirmer l’engagement de l’UGTT dans le processus. <br>

Le Comité a considéré que l’option d’un Forum social mondial partagé, qu’il avait envisagé, n’est plus nécessaire. Il s’estime en mesure de tenir le FSM 2013 en Tunisie. Ce FSM sera préparé par de nombreuses initiatives dont plusieurs sont déjà programmées. Il s’agit d’un Forum des migrations au Maghreb, à Oujda au Maroc ; d’un Forum Maghreb-Machrek des femmes, au Maroc ; d’un Forum sur le renouvellement syndical dans la Région Maghreb – Machrek ; d’un séminaire sur Religion et politique, probablement en Egypte ; d’une rencontre sur le Sahara Occidental ; d’un colloque international sur les migrations le 18 décembre 2012 ; du Forum de solidarité avec la Palestine libre à Porto Alegre le 29 novembre 2012 ; etc. <br>

Le Comité a affirmé son intention d’inviter massivement les nouveaux mouvements (les mouvements du printemps arabe ; les indignés d’Europe du Sud ; les « occupy » Wall Street, London, Montréal ; les mouvements sociaux et étudiants au Chili, au Sénégal, en Croatie, ..) à venir organiser des assemblées communes en Tunisie. <br>

Le Comité a décidé de ne pas organiser un Forum Social Maghreb-Machrek majeur en juillet 2012. Mais il a décidé d’organiser un événement international d’importance en Tunisie, à Monastir, du 13 au 16 juillet 2012, qui serait aussi l’occasion d’une Assemblée constitutive du FSMM et de débats sur la région Maghreb et Machrek. Il prévoit d’accueillir la flottille des migrants en méditerranée ; d’organiser une rencontre avec les nouveaux mouvements pour préparer les rencontres à l’occasion du FSM.<br>

Le Comité a mis en place un groupe de facilitation en Tunisie. Il a confirmé sa volonté que l’organisation du FSM 2013 sera prise en charge par le Comité tunisien dans le cadre du Comité d’organisation du Forum Social Maghreb et Machrek. Il a mis en avant sa ferme volonté de mener ce travail en symbiose avec le Conseil International. Il mettra en place des commissions (méthodologie, finances, stratégie, communication, expansion) qui travailleront en étroite coopération avec les commissions correspondantes du CI. Il demandera au Conseil International que le secrétariat international soit associé à la préparation et que Hélio puisse travailler en liaison constante, y compris en partie sur place, avec le Comité d’organisation tunisien et du FSMM.<br>

Le Comité tunisien d’organisation a entamé la préparation de l’événement. Le nouveau président de la République tunisienne, M. Moncef Marzouki, a annoncé, à la demande du comité tunisien, son intention de le recevoir dès la semaine prochaine. Ce premier entretien sera suivi d&#39;une rencontre officielle entre le Président de la Tunisie et une délégation du FSMAGH et du Conseil International pour présenter le projet du FSM 2013 dans tous ses aspects, politiques et organisationnels. Le Comité tunisien a entamé la préparation en engageant la présentation du FSM à tout le mouvement social tunisien. Il a aussi préparé des lettres qui seront envoyées la semaine prochaine aux ministres tunisiens des Affaires étrangères, de l&#39;Intérieur, des Affaires sociales, de la Culture, du Transport et du Tourisme pour les informer de la décision de tenir le Forum Social Mondial 2013 en Tunisie et pour les rencontrer à ce sujet.<br>

Le Comité d’organisation du FSMM propose d’organiser la prochaine réunion du CI en Tunisie au moment de l’événement international du 13 au 17 juillet 2012. Il propose que l’ordre du jour de ce Forum comporte la préparation du FSM 2013 en liaison avec les mouvements tunisiens et de la Région. Il propose aussi que l’ordre du jour comporte, conformément aux décisions du CI de Dhaka, un débat politique sur la situation mondiale et l’état du processus des FSM. Ce débat aura lieu juste après les mobilisations de Rio+20. Il sera organisé avec la participation de mouvements qui ont joué un rôle dans l’animation du processus et de participants des nouveaux mouvements qui seront invités pour préparer le FSM 2013.<br>

 Nous proposons au CI de demander au Comité d’organisation du FSMM d’organiser la prochaine réunion du Conseil International, en Tunisie, du 15 au 17 juillet 2012. <br>

En una reunión tenida el 19 de febrero de 2012, el comité de organización del Foro Social Magreb Machrek ha discutido de la preparación del Foro Social Mundial de 2013. La reunión, preparada por las asociaciones de inmigrantes magrebíes en Europa reunió a más de 40 asociaciones de Túnez, Marruecos, Sáhara Occidental, Argelia y Libia.<br>






 <br>
El comité aprobó la decisión de celebrar el próximo Foro Social Mundial en marzo o abril de 2013, en Túnez.<br>
 <br>
El comité consideró  que las condiciones estaban reunidas para la celebración de esta sesión especialmente después del último congreso de la UGTT (Unión general de los trabajadores tunecinos) en la que se renovó la dirección tras la revolución tunecina (10 nuevos miembros sobre 13).<br>






 <br>
La UGTT anunció  su decisión de participar plenamente en la preparación del Foro Social en Túnez que se afianzó con la asistencia del secretario general adjunto de la UGTT a la reunión del 19 de febrero  confirmando de tal modo el compromiso de la UGTT en dicho proceso.<br>






 <br>
El comité considera que ya no se plantea la opción de un foro social mundial compartido, que estaba previsto dado que se está en condiciones de celebrar el FSM en Túnez en el 2013. Dicho foro contará con muchas iniciativas que ya están programadas. Se trata del foro de la migración al Magreb en Oujda (Marruecos); del foro del Magreb-Machrek de mujeres  (Marruecos); del foro sobre la renovación sindical en la región del Magreb - Machrek; de un seminario sobre religión y política que se celebrará  probablemente en Egipto; de una reunión sobre el Sáhara Occidental; de un simposio internacional sobre migración en el 18 de diciembre de 2012 y del Foro de solidaridad con “Palestina libre” en Porto Alegre el 29 de noviembre de 2012; etc..<br>

El Comité manifestó su intención de invitar a nuevos movimientos masivos (movimientos de la primavera árabe, los indignados de Europa del sur; los “occupy” Wall Street, Londres, Montreal, movimientos sociales y estudiantiles en Chile, en Senegal, en Croacia,..) para organizar reuniones conjuntas en Túnez.<br>






 <br>
El comité decidió no celebrar un Foro Social del Magreb-Machrek en julio de 2012, pero decidió organizar un evento internacional de importancia en Túnez del 13 al 16 de julio de 2012, que sería también la oportunidad de celebrar una Asamblea constituyente del FSMM y debates sobre la región del Magreb y el Machrek. Se tiene previsto alojar la flotilla de los migrantes en el mediterráneo, organizar una reunión con los nuevos movimientos para preparar reuniones en el marco del FSM.<br>

El comité ha creado un grupo de trabajo encargado de la  organización en Túnez y ha confirmado la voluntad de que comité tunecino se encargue de la organización del FSM 2013 en el marco del Comité de Organización del Foro Social Magreb y Machrek. Esta labor se llevaría a cabo en simbiosis con el Consejo Internacional mediante la creación de comisiones especializadas (metodología, finanzas, estrategia, comunicación, expansión) que trabajarán en estrecha colaboración con las comisiones correspondientes del Comité Internacional. El comité solicita que la secretaría internacional esté asociada a la preparación y que Helio pueda trabajar, incluso in situ, con el comité tunecino de organización y el FSMM.<br>

El nuevo presidente de la república tunecina el señor Moncef Marzouki anunció a petición del comité tunecino su intención de recibirle a partir de la próxima semana. Esta primera entrevista será seguida por una entrevista oficial entre el presidente tunecino y una delegación del FSMAG y del consejo internacional. Se pretende mediante este encuentro presentar todos los aspectos del FSM en lo referente a la política y la organización. El comité tunecino  de organización ha iniciado ya los preparativos mediante la presentación del FSM al conjunto de los componentes del  movimiento social tunecino. Preparó asimismo cartas que serán enviadas la semana que viene a los ministros tunecinos de asuntos exteriores, asuntos sociales; de la cultura, del transporte y del turismo para informarles de la decisión de celebrar el FSM en el 2013 en Túnez y para reunirse con ellos en este respecto.<br>

El comité de organización del FSMM propone celebrar la próxima reunión del CI en Túnez del 13 al 17 de julio de 2012. El orden del día de dicha reunión incluye la preparación del FSM 2013 con movimientos tunecinos y otros de la región. Además, se propone incluir un debate político y el estado de proceso de los FSM sobre la situación mundial de conformidad con las decisiones del CI de Dhaka, una política de debate sobre la situación mundial y la situación del proceso del FSM. Este debate tendrá lugar justo después de las movilizaciones de Río + 20. Será  organizado con la participación de los movimientos que jugaron un papel en la animación del proceso y de participantes de nuevos movimientos que serán invitados a preparar FSM del 2013.<br>

Proponemos al CI que pida al Comité Organizador del FSMM organizar la próxima reunión del Consejo Internacional, en Túnez del 15 al 17 de julio de 2012.<br>
