There is no doubt that this is the crushing failure of a system based on finance and the commodification of humanity, life and the planet. The regressive policies pursued by many governments are aggravating the living conditions of the peoples in favor of an increasingly rich minority. Yet, we are numerous and numerous to act in the face of rising inequalities and poverty, climate change, the regression of democracy in France, in Europe and in the world. The associative, social and citizen movement, in all its components, from local to international, plays a major role in countering the rise of a deleterious climate on all levels. We have a great responsibility to sensitize citizens and convince them to mobilize, to commit, to act more and more. It is necessary to show that it is possible from now on, starting from initiatives and experiments at different scales of our territories, to build the alternatives to the dominant model and this in the interest of the greatest number. But for the impact of all our various actions to be stronger, we need to come together, to support one another. It is for this purpose that more than 300 organizations of social transformation and solidarity, associations, unions, independent media, collectives, networks, decided to organize together a Solidarity Summer University and rebellious social movements and citizens. This university, the first of its kind, has three main objectives: to train activists and new audiences, to promote the convergence of movements, and to give back, to share alternatives, to do together. More than 1500 people are expected from 22 to 26 August to participate in a hundred or so different activities presented in the program: common highlights, plenaries and forums, organized by the steering committee. workshops, seminars, training modules, proposed and organized by all the organizations /// meetings of networks and collective spaces planned on specific times. The activities "outside the walls" and the cultural, festive and convivial times, will be the occasion for the participants to cross testimonys of active resistance to arbitrariness and fatalism, which make the history and the actuality of the city of Grenoble, in the magnificent setting of the three alpine massifs that shape the Y shape of the agglomeration So many activities that will allow us to address the major issues of the moment, whether migrations, struggles emancipation, the defense of public services, housing, education for international solidarity or the fight against global warming! The answers that we carry or will carry together must be at the height of these stakes, and by participating in this summer school we count on you to contribute! The editorial steering committee 3

What finance do we want? Amphi 3

As it currently operates, finance is disconnected from the basic needs of society. What should citizens do to make this change? This seminar seeks to provide information and to open the debate on this essential issue. It includes three sessions: session 1 analyzes why the big banks became toxic and the necessary reforms did not take place; session 2 shows that there are alternatives to traditional, land-based banks that already operate in France and beyond our borders; Session 3 is devoted to citizen and solidarity finance, which is an alternative and a field of experimentation essential to the success of the ecological and social transition. Speakers: Bernard Horenbeek (La Nef), Guillaume Viandier (Finansol), Dominique Plihon (Attac), Eric Toussaint (CADTM) Organized by: Attac, La Nef, Finansol, CADTM, CGT banks, Secours Catholique

Together, defend human rights and the environment against the power of multinationals! Amphi 1

Around the world, there is a surge of citizenry against the impunity enjoyed by multinationals in terms of human and environmental rights violations. Under the pressure of its civil society, France is particularly pioneering on the subject with its law on the duty of vigilance of March 27, 2017. A year later, it is time for a first assessment: what opportunities open to citizens? What limits? This law, however, does not stop the constant offensives of some multinationals against the right to inform and denounce: criminalization, gag orders, directive and law on the secrecy of the businesses ... They also deploy an intense lobbying against any attempt of regulation of their activities, whether in terms of environmental or social standards. At the international level, the intense lobbying of the latter also hinders a historic initiative. Indeed, social movements, civil society and some states are more than ever united to obtain a binding treaty currently being negotiated at the UN, which would force multinationals to respect human rights. What are the challenges, issues and perspectives for this treaty? This seminar will therefore analyze these issues as well as the avenues to explore to mobilize, even more, civil society and public opinion. Intervenant.es: Global campaign to claim the sovereignty of peoples, dismantle the power of multinationals and put an end to impunity, CCFD-Terre Solidaire, CGT, Ethics Collective on etiquette, France Latin America, Transnational Institute Organized by: Action Aid France - Solidarity Peoples, Friends of the Earth France, Attac France,

How to win the battle for tax justice? Amphi 4

While the scandals of tax evasion multiply (LuxLeaks, Panama Papers, Paradise Papers ...), the public authorities continue to take measures that are very far from being up to the stakes. How to end for good Thursday 23 8 the tax evasion of multinationals and ultra-rich? What are the demands of civil society to achieve true tax justice? How is the work of journalists, whistleblowers and activists essential to put pressure on both the beneficiaries of tax evasion and the public authorities? In what way have the mobilizations of civil society made it possible to move the lines? Speakers: Laurence Blisson (Judicial Union), Anne Guyot-Welke (Public Finance Solidarity), Pauline Leclere (Oxfam France), Dominique Plihon and Raphael Pradeau (Attac France), Lison Rehbinder (CCFD-Terre Solidaire), Laure Rousseau (Sherpa) Organized by: ATTAC, OXFAM, Solidaires Finances Public, Union of the judiciary

What spaces of political engagement for youth in social movements today? Room D103

Actors and actresses of the international solidarity and the social movements, permanent.es of associations, activists, young engaged.es or in search of engagement, movements, we invite you to a seminar which questions the new forms of engagement in social movements and international solidarity, and the generational renewal of our organizations. How is an engagement path built? With regard to what political project? At which scales? From theoretical analyzes and experience sharing, we will seek to identify together what today is / should be the driving force for the commitment to a social transformation. Three stages will be proposed: the first step will be to define from our experiences what we mean by commitment, by political project and by international solidarity; a second time that will question our methods and our approaches (narrative experiences of engagement in different contexts); Finally, in the light of what has been discussed, we will think about the spaces to be strengthened for the construction of a common project, the alliances to be imagined in specific contexts of engagement, the spaces to be built in the face of institutional discourses. Speakers: Gustave Massiah, Céline Meresse, Lorna McCallum, Annick Coupé, Geneviève Azam, Sébastien Bailleul and representatives of other organizations Organized by: Exchanges and Partnership, Attac France, Attac Spain, El Cantière, IPAM, CICP, Ambazada

Retreats: Understanding the systemic reform that is coming to be ready to mobilize Room B 103

After brutally reforming the labor code, unemployment insurance, vocational training and apprenticeship, the government will undertake a radical reform of the pension system, considered complex and inequitable. It is a matter of setting up a single regime where "a euro contribution will give the same rights regardless of when it was paid, regardless of the status of the contributor." In this system, entitlements are recorded in points on a notional (virtual) account opened for each contributor and transformed into a real pension at the time of retirement using a conversion coefficient calculated from the retirement age and the average life expectancy of each generation when they retire. It will show that contrary to what the government claims, this system leads to less solidarity, less justice and less efficiency. We will discuss: proposals of the trade unions for a system that ensures real solidarities, degradation related to the reforms of the last 20 years, stakes of a new system by points Thursday 23 9 contributions of theoretical knowledge exchanges of know-how and training experiences to act convergence and construction of joint initiatives or notional accounts as envisaged by the current government. The pay-as-you-go pension that ensures intergenerational solidarity is the fruit of struggles, their degradation and the new threats to the system require a broad mobilization. Speakers: 1. The fundamentals R.Perrot, E.Staëlen, 2. Financing J.-M. Harribey, D. Rallet, 3. The Macron G.Oberrieder project Organized by: Copernic Foundation, Attac, Economists dismayed

South: questions about continuities and ruptures in current and future migrations, and reflections on alternative policies, beyond national borders. The afternoon will be devoted to an exchange of experiences on citizen mobilizations in the face of the policy of non-reception of the government notably in Briançon, the Roya, Calais and other places. What reception conditions for exiles and exiles? What access of migrant workers to work? What to face the repression of the citizens volunteers ("crime of solidarity")? What initiatives against repressions, evacuations and evictions? Organized by: Attac, CADTM, CRID, ADEROC, La Roya citizen, All migrants, UJFP, Attac 06, Solidaires Thursday 23 10

Crisis of progressivism, popular resistance and turning right in Latin America Amphi 6

While the crisis of the Bolivarian Revolution in Venezuela is deepening and there is an ebb of "progressive" governments, the return of the rights and conservative forces is consolidating in Latin America. electoral (Argentina, Chile), but also through institutional coups (as in Brazil), supported by the oligarchies in place, and with the support of the United States. What lessons can be learned from the end of the progressive cycle for the anti-globalization movement? Where are the popular, indigenous and feminist movements in building post-capitalist alternatives in the region? The situation in Mexico and Colombia also remains extremely serious, in the context of a social war that does not speak its name. This module will aim to establish a collective reflection on ways to express our internationalist solidarity with the resistance in the region. He will combine round tables, including with our Latin American guests, small group and plenary debates, and screening discussion around a Latin American militant documentary film. Speaker: Florencia Partenio (Feminist Coalition of Argentina and Southern Feminists Network), Emilio Taddei (Argentinian sociologist), Franck Gaudichaud (France Latin America - FAL), Laurianne Bouvet (FAL), Christophe Aguiton (Attac), Gérard Fenoy (FAL) Organized by: Attac, France Latin America, Argentine Women's Coalition and Southern Feminist Network

Popular education in questions (1/4) Room C 101

This first workshop, co-animated by three associations, will aim to take stock of what popular education is. Beyond the techniques of popular education that we will experience from this first workshop as well as during the three practical workshops; we will be interested in the posture and goals of popular education by detouring its history. We will try to collectively develop a definition of popular education and determine its main pillars. In connection with the workshops of Friday (p.27), Saturday (p.39), Sunday (p.45)! Speaker: Philippe Merlant (Naje), Gleda Nzalankazi (Sarting Block), Nolwenn Neveu (Attac) Organized by: Attac, Starting Block, NAJE

For free emancipation Room C 103

Free is not a social measure, or charity, it is primarily a political measure. The spirit of the times transforms any public service, any good produced by our activity in market representation. Faced with this, the experience of gratuitousness denies the liberal dogma by facts, produces a space in which everyone is equal, creates situations in which the government of collective life is modified in the sense of 'emancipation. Speaker: Magali Giovannageli (former President of the Agglomeration Community of the Pays d'Aubagne and Etoile), Patrick Le Moal (Copernic Foundation), René Ollier (Solidaires Haute Normandie), a speaker from the Collective for free public transport in the Grenoble conurbation Organized by: Collective for free public transport in the Grenoble conurbation, Copernic Foundation, Solidaires haute Normandie

Explore our powers and privileges in our groups and beyond Room B 101

We want to open a space to experiment together on issues of power and privilege, in a caring and constructive way, and to think together about what we can do from where we are. We wish to address as we go along terms that are important to define these realities. We will work together to explore the concepts of power, privilege, prejudice, discrimination, oppression and intersectionality. We are aware that a two-hour workshop is a very short time to reflect on these issues, to deconstruct our privileges and to draw practical tools to fight against oppression. We propose that this time be a discovery or a deepening of these notions as well as a time of exchange on our realities and our questions. Coordinated by: Diffraction Thursday 23 12

French companies complicit in Israeli colonization! Room D 101

The colonization of Palestinian lands is the main obstacle to a just and lasting peace. Colonies are illegal under international law. They constitute a war crime. However, several French companies are directly involved in colonization: French banks with ties to Israeli banks and companies involved in colonization, companies in the public transport sector engaged in projects to strengthen colonization in East Jerusalem, distributors of products from the colonies. We will show you the current citizen campaigns to denounce them and to force them to stop their activities. In connection with the "strolling" outside the walls of Friday at 10am (p.51) and with Saturday's workshop at 2:15 pm (p.42) Speaker: Anne Tuaillon (AFP), Olivier Schulz (BDS France) Organized by: France Palestine Solidarity Association (AFPS), BDS France

Water, soil, agriculture: what if it were essential for the climate and our future? Room C 102

In France soils lose 0.8% of carbon per year. But carbon is humus, it is the ability to store water. The more productive agricultural soils, the more they need fertilizer and irrigation. Life is largely destroyed (weights of earthworms divided by 20 in cereal soils), the water cycle is broken, the absorption of water is slowed down. It is urgent to change agriculture, to break with chemistry and GMOs. Agriculture must work with nature, for a healthy diet, living soil, storing carbon and reducing the greenhouse effect. It is urgent that our world does not go into the wall. Organized by: Common Water AuvergneRhône-Alpes, Water Coordination Île de France, Citizen Science, National Federation of Organic Agriculture, Attac Hautes Pyrénées, Water Commission Attac

How to weigh as a citizen to build a public water service and respectful of resources in its living area (and in France)? Room C 104

Despite higher costs for the taxpayer, opacity in decision-making and, often, poorer quality of service, water multinationals continue to convince elected officials and keep the key water sector in place. their lap. While the privatization of dams is preparing, citizen mobilization is bearing fruit: pushed by increasingly numerous and organized collectives, a growing number of communities are opting for the remunicipalization of the water sectors Thursday 23 13 contributions of theoretical knowledge exchange of know-how and experiences training to act convergence and construction of common initiatives and sanitation in France and in Europe. In addition, water, biodiversity and climate are linked and the convergence of water-related competencies leads to a transversality / interdisciplinarity in the management of this vital resource. So, how, in the context of the coming municipal elections, can citizens be the drivers of a transition to public and sustainable water management in their community? Organized by: Île-de-France Water Coordination, Auvergne Common Water Water CoordinationRhône Alpes, Common Water Water Coordination France, France public water

How to build indigenous / non-indigenous alliances for the rights of indigenous peoples, climate justice and Mother Earth? Intersectional and Distributed Action Strategies Room B 105

The manufacture of humans; GAFA at post-humanism Room D 102 In the face of threats to societies and to the Earth, those who have already seceded, in particular by refusing to pay the tax share of their contribution to societies, imagine and implement experiments in human fabrication, augmented humanity, made of artificial intelligence and fusion of bodies and machines, of a cyborg humanity. Even if this ideology feeds on fantasies and fantasies, it has real effects. This workshop aims to understand this movement to resist it. Speaker: Geneviève Azam Organized by: ATTAC, Foundation Sciences Citoyennes, Basta and between noon and two ...

Responsible research and citizen actions: why and how to reinforce each other to succeed in the democratic and ecological transition Room C 103

Science, as it is produced today, particularly around disciplinary hyper-specialization and orders mainly from the commercial sector, can not respond to ecological and social issues. In addition, technologies are invading the world to the point of penetrating to the depths of life. There is therefore an urgent need to rethink this techno-scientific system that requires a leap forward to our societies. The objective of the workshop will be to discuss the purpose of scientific research, based in particular on a Manifesto written by Citizen Science and the reflection initiated during a cycle of symposia. To encourage a take on Thursday 23 15 contributions of theoretical knowledge exchange of know-how and experiences training to act convergence and construction of common initiatives ethical awareness of the players in the world of science and rebuilding trust between science and society, involvement of organized civil society is crucial. With Global Change and AITEC, we will illustrate this question in a transverse and thematic way to open the discussion with the participants Speakers: Jacques Testart, Dominique Cellier, Aude Lapprand (Citizen Sciences); Jean-Pierre Chanteau (Grenoble Alpes University); Marc Delepouve (FMTS); Edgar Blaustein (Global Chance) Organized by: Citizen Science, Global Chance, AITEC.

Rethinking Official Development Assistance Room B 101

This workshop aims to question the need to rethink public development aid in a medium-term context where Emmanuel Macron has committed to increase it to 0.55% of GNI by 2022 and short term with an ongoing parliamentary mission to "modernize" ODA. Apart from the fact that the aid announced never corresponds to the aid actually received, the nature and objectives of this aid are never questioned. Is ODA an instrument of neocolonialism? Does it depend on it? Nearly 60 years after the end of colonial empires, can we take stock? What is the role in this framework of development NGOs? The workshop will focus on exploring the relevance of a "de-colonization of North-South solidarities" by focusing on the achievements / successes of South / South cooperation. Speaker: David Millet in animation (Cooperative social ecology) Organized by: Network Out of Colonialism, Political Cooperative Social Ecology

Stop big useless projects, live well in a sustainable world Room B 102

Why concretize the land rather than cultivate it and preserve biodiversity? Why always want to go faster when it is urgent to slow down? Why push for energy consumption when there is need to reduce it drastically? The world in which we live is more and more unsustainable: in the face of this obsession with growth at any price, more and more destructive projects are emerging as social experiences rise up against this world at the end Thursday 23 16 de breath and sketch out other solidary worlds. These experiences are linked by the hopes they hold and the ways in which they set up to achieve them. We will discuss these different issues with activists engaged on their territory in struggles against all the big useless projects of Bure, Notre-Dame-des-Landes or the STEP / MidCat gas pipeline in Occitania, through reflections on democracy, climate justice, respect for ecosystems, good living, short circuits ... Towards new state obligations: the climate at the helm of the courts! Room B 105

Colombia's Supreme Court ruled on April 5 that a group of 25 youths, along with the Dejusticia association, have sued the Colombian government, accusing it of not protecting their rights to life and healthy environment. In this judgment, the judges devoted the rights of nature: the Amazon becomes subject of right, equipped with means to defend these rights. In Colombia, Pakistan or the Netherlands, judges have ordered the public sector to do more for the climate with concrete action plans. In the face of the climate crisis, a legal revolution is taking place: States must face the new climate and acquire new legal instruments to preserve natural commons and fundamental human rights. What about this movement in France and in Europe? What are the evolutions that our law could know in order to ensure a right protecting nature and humans? Speakers: Coline (CliMates), Marie Pochon (NAAT), Emmanuel Poilane (France Libertés) Organized by: Our Affair to All (NAAT), End Ecocide on Earth, CliMates, France Freedoms

Water, climate, biodiversity: and if the management of the great water cycle was the key? Room D 102

Despite higher costs for the taxpayer, opacity in decision-making and, often, poorer quality of service, water multinationals continue to convince elected officials and keep the key water sector in place. their lap. While the privatization of dams is being prepared, citizen mobilization is bearing fruit: pushed by increasingly numerous and organized collectives, a growing number of communities are opting for the remunicipalization of the water and sanitation sectors in France and in Europe. In addition, water, Thursday 23 17 contributions of theoretical knowledge exchange of know-how and experiences training to act convergence and construction of joint biodiversity and climate initiatives are linked and the convergence of skills related to water, pushes to a transversality / interdisciplinarity in the management of this vital resource. So, how, in the context of the coming municipal elections, can citizens be the drivers of a transition to public and sustainable water management in their community? Speaker: Daniel Hofnung (Water Coordination Ile de France) Organized by: Water Coordination Ile-de-France, Common Water Water Coordination AuvergneRhone Alpes, France Water Public (Presence), Common Water Coordination France

FORUMS 17h-19h

Migrations: local actions and collective mobilizations at the national, continental and international levels Amphi 2

France and European countries are facing a crisis of reception policies for foreigners. While a wide variety of actors working, sometimes for a long time, at different levels (local, national or international) has been brought to light, they have been faced with the need to coordinate their action. During this forum, we will have the opportunity to identify issues and concrete solutions that will enable those concerned and those involved in the field and advocacy to strengthen their links and work better together. Speakers: Marie-Christine Vergiat (MEP), Marta Peradotto (Carovane Migranti), Sidibé Mamadou (Co-ordination Officer Without Papers 75), Maëlle Boudet (EGM Lyon), Jean Vettraino (Secours Catholique-Caritas France)

What alternatives to free trade and trade war? Amphi 3

The proliferation of free trade agreements has devastating effects on the countries of the South and North. These agreements are rejected by the majority of the populations because they aggravate the inequalities, contribute to deteriorate the sanitary and environmental norms and allow the multinationals to escape any form of regulation. European leaders are at a standstill when they propose to revive free trade agreements in response to the trade war launched by Trump. They do not see that their neoliberal policies, based on competition between countries, are responsible for the coming to power of populist and xenophobic political forces. For the altermondialist movement, an alternative conception of exchanges between peoples, based on solidarity, is not only possible, but necessary. Speaker. e. s: Mehdi Abbas (University of Grenoble), Amélie Canonne (Aitec), Jean Blaylock (War on Want) Facilitation: Dominique Plihon (Attac)

Coping with Restrictions on Civic Space and Democratic Regression Amphi 4

Today the social movements testify to a reduction of the democratic space in France, in Europe and in the world. In many cases, the democratic state even manages to legalize this restriction (prosecution-gag order, state of emergency ...); Elsewhere, democracy is puppet. Yet, we fight for his defense. In France, our movements are always demanding more democracy, the opening of democratic spaces. The Polish, Rumanian, Bulgarian civil societies ... see in Europe the opportunity of a formidable democratic space, a spring to establish a new society, rid of its totalitarian demons. There is therefore a strong demand for more democracy and thus more space for participation for civil society. But what are we talking about exactly? What is democracy, what do we really ask for? More participation? More liberties? Less repression? Speaker. e. s: Benjamin Sourice (author of the book "La démocratie des places"), Laurence Blisson (magistrate and secretary general of the Judicial Union), Julien Talpin (CNRS researcher on the politicization of the working classes and participatory democracy; editor-in-chief of the magazine Participations), Laurent Duarte (coordinator of the international campaign "Let's turn the page") Facilitation: Rachel Knaebel (Bastamag) and more ...

Attacks on the public service , and public services have never been so topical and so frontal. What are the effects of attacks against the public service (job cuts, recourse to variable bonuses, the end of the CHSCT ...), the privatization of public services and their remoteness (regionalization) for women and in terms of equality? What are the reflections to be carried out in terms of struggles on key public services, that of health, of dependence, (for example in the Ehpad), of early childhood, where the gendered dimension of these struggles, in fact led by women, often stays in the invisibility? Speakers: Thérèse Villame (Attac), Assumpta Barbens (IAC trade union, Catalonia), Murielle Guilbert (Union syndicale Solidaires), a speaker from the Copernic Foundation Organized by: Attac, the IAC trade union of Catalonia, l Trade Union Solidarity and Copernicus

The role of the media in social mobilizations. The case of the new demonstrator counting tool 12h - Room C 102

Many media are not satisfied with the numbers - and their differences - of social mobilizations, as estimated by the police and the organizers. That's why on March 22, 2018, a media collective organized its first count. The result, and the debates that it has triggered, show the interest of this singular approach, but also the improvements to be made to it. "De-fetishize" the figure in the treatment of a social movement. To be able to produce one's own estimate is not to depend on each other's evaluations, and on a large gap that contributes to "binarizing" a mobilization. It also helps to focus on the essentials. There is no question for Mediapart to reduce a movement to a banal count of its participants.es We try above all to give it meaning: who is present in the procession? Where do the protesters come from? Are they any of the militant activists or citizens who are usually not very mobilized? The genesis and evolution of this initiative, its constraints and its Friday 26 26 flaws, its questionable methodology but just discussed ... and we believe that these Summer Universities are an ideal setting to discuss it again. As part of the special day "independent media" (p.49) Coordinated by: Mediapart

From the formal sector to the informal sector: women's rights at work 12h - room D104

Long invisible in social movements fighting for workers' rights, women are often the first to be affected by exploitation and discrimination at work. In the formal sector, especially in industries, women are victims of many human rights violations (sexual, reproductive and social). In the informal sector, they are the first to be affected by the precariousness and hardship of work and especially the lack of recognition of their skills and their work force. Often found at the intersection of different forms of discrimination (sexism, but sometimes racism and because of their social class), women workers are mobilized to assert their rights. During this workshop, testimonials from women workers will help us better understand the daily reality of these women and their ways of mobilizing to fight against these discriminations, without prioritizing them. Organized by: Réseau Class Race Gender Network, Action Aid - Peuples Solidaires, Attac France

WORKSHOPS 14h15-16h30

An observatory and a laboratory to strengthen the actors of Education for Citizenship and International Solidarity (ECSI) Room C 104

The ECSI is little known to the general public and poorly identified by other actors of social change. However, a great diversity of actors sets up inspiring educational actions whose objective is to favor the individual and collective contribution to the construction of a just and sustainable world. The challenge of collecting data in ECSI and their treatments to increase its visibility and readability is therefore essential. How to facilitate this culture of mutualisation and better communicate the meaning of ECSI actions? Moreover, if experimenting is part of the daily life of the actor of ECSI, innovating puts him in a more voluntarist position, forcing him to leave his usual area of intervention. How to support this posture and allow the ECSI to better respond to the challenges of social transformation that it aims? The workshop will present and discuss the spaces and tools proposed within the OPEIRA project: Observe, promote, experiment and impulse in ECSI by bringing together the actors. Speaker: Anne Kaboré Leroy (Educasol), Lise Trégloze (FADM), Alice Duplay (Festisol) Organized by: Éducasol, Federation Craftsmen of the World, Festisol, School of Peace

MODULES 9h30 to 16h30

Critical thinkers of capitalism Amphi 1

This module will be devoted to presenting the thoughts of Karl Marx, Simone Weil and André Gorz, both critics of capitalism and carriers of an emancipatory project for workers and humanity. 9: 30-11: 15 Gorz: André Gorz is a thinker at once critical of the work and precursor of anti-capitalist political ecology. There is continuity between Gorz's philosophical thought and his socio-ecological problem: it is the freedom of the individual that leads to social emancipation. 11h15-13h Weil: After a reading of texts by Simone Weil chosen by Coraly Zahonero of the French Comedy: "The experience of necessity" is for Simone Weil the concrete experience of work, in the big industry or in the countryside. It draws a philosophical reflection on the need for work and on the ways to regain its anchor and meaning. 14h15-16h Marx: Are the critical concepts of capitalism still relevant for understanding globalization and the social and ecological crisis it causes? Marx's conception of work: should work be freed or freed from it? Is the proletariat still the subject of the revolution or does it need a revolutionary subject? Speakers: Geneviève Azam, Françoise Valon, Jean-Marie Harribey, Françoise Gollain, Pierre Khalfa, Coraly Zahonero, Stéphanie Treillet Organized by: Attac France, Copernic Foundation, academic institutions

Will everything fall apart? Eco-feminist resistances and construction of alternatives Amphi 6

The multiplication, intensification and permanence of "crises" (climate, environmental, social, financial, nuclear, geopolitical, etc.) gradually gives way to the idea that our future would not be marked by an alternative between transformation sustainable and catastrophic, but with a darker horizon: that of collapse. A horizon not distant, but close - contemporary - that would mark a point of no return, a quick, deep and irreversible shift of our societies. How to think of strategies and mobilizations in the face of this prospect of collapse? Should we resolve to "everything collapses"? Yet there are alternatives, be it eco-feminism, buen vivir, de-growth or the commons. Should we give up the very idea of alternatives, with their strengths, their limits, their contradictions, which reflect the diversity of the worlds in the making? Speaker: Benedikte Zitouni, Marta Music, Florencia Partenio, Émilie Hache Organized by: Attac France, 350.org, Collectif Les Terrestres, Solon Foundation, Movement Review, Focus on Global South

September 15, 2018, will mark the 10 years of the collapse of Lehman Brothers, the tipping point of the financial crisis. Despite the promises, none of the fundamental problems in the financial sector have been resolved and the specter of another major financial crisis is resurfacing. Harmful and deregulated, the system Saturday 25 25 contributions of theoretical knowledge exchange of know-how and experiences training to act convergence and construction of joint financial initiatives represents a threat to our collective future, both from the point of view of its stability, of our jobs and public services, than the preservation of the planet and the financing of the ecological transition. One of our main challenges is therefore to regain control of finance, using the political, economic and financial levers, whether they are already available or need to be invented, to speed up the ecological and social transition without delay. . After a presentation of the stakes, this seminar will focus on setting up mobilizations to build a world "Zero harmful finance, zero tax evasion, zero fossil". Organizations: 350.org, Friends of the Earth, Attac, CRID, Finance watch, South PTT, Catholic Relief Intervenant.es: Maxime Combes and Wilfried Maurin (Attac France), Clémence Dubois and Victoire Guillonneau (350.org), Grégoire Niaudet (Secours Catholique), Olivier Petitjean (Observatory of Multinationals), Lorette Philippot (Friends of the Earth)

Social and environmental commitment: yes! but for whom and by whom? The challenges and practices of new audiences in the ECSI D 103

NGOs, associations of civil society, collectives ... but also youth neighborhoods, rural areas, social workers, Mr. and Mrs. Toulemonde: commitments flourish in every corner of our society; how can we open our organizations to those audiences we never touch? Our organizations, which are committed to a fair, responsible and supportive society, tend to lock themselves in spite of themselves in an associative community that is only frequented by our favorite publics. But social transformation concerns everyone, and it is done at all levels! It is still necessary to find methods and positioning to make our messages accessible, and especially to open our organizations to new commitments, to new audiences, to the activists of the future! We will try to identify to which audiences it is necessary to turn to strengthen the struggle for social transformation, and seek to change our postures, our speeches, methods, media and organizations so that people from all walks of life can find an echo in our actions and converge theirs with us to build a more just and united world. Let's go to the boarding methods and postures to adopt to do with the commitments of all! Speakers: Young people involved in our organizations (volunteers, activists), ZEP- Priority Expression Zone, Le Monde course, Youth We Can, Amnesty International, Oxfam (youth centers), Student Solidarity Associations, professional.le.s ... Right to the City and struggles in the neighborhoods: defend our homes! Amphi 5

50 years after the publication of the Right to the City, the question of the place of the inhabitants in the control of their living conditions and their urban environment remains more than pregnant. Many neighborhoods are affected by processes of gentrification, real estate speculation, financialization or urban renewal leading to the eviction of the working classes from the center to the outskirts of metropolises. Faced with these dynamics of urban exclusion, struggles of inhabitants are organized, multiplying initiatives and resistances. Whether it is the urban renewal policy, or more recently the ELAN law, today we are facing the destruction of social housing and the worsening of the social situation, especially in the poorer neighborhoods. Based on participants' experiences, this meeting aims to articulate our struggles, discuss our common strategies and build action campaigns. We will discuss the prospects of the struggles of inhabitants in the popular neighborhoods often related to the project of urban renewal. We will also extend the exchanges following the activities organized for the 50 years of the Right to the City in several cities (Marseille, Lille, Paris, Nanterre, Lyon, Grenoble ...). Organized by: AITEC, Réseau Appuii, Popular Urbanism Workshop (APU) Fives, APU Villeneuve, Collective against Imposed Demolitions, Common Language, National Coordination Not Without Us, Habitat in Motion, Municipal Action Group (GIM), A city center for All Marseille

Nuclear weapons: today prohibited, tomorrow the elimination Room B 101

Does the possession of the nuclear weapon ensure world security? France claims to ensure its theory on Saturday 25 25 35 contributions of theoretical knowledge exchange of know-how and experiences training to act convergence and construction of joint initiatives of nuclear deterrence, perpetuating it for decades to come. What exactly is it? Is world peace so based on this terror? It's also a lucrative market for the finance lobby. His employment in a conflict would have very serious consequences for the future of humanity, which could call into question his very existence, according to the ICRC. The Nuclear Weapons Treaty sets a new standard for international security. 122 states especially of the South voted for it, the Western world and especially the big nuclear powers sulking it, and even acting on the states which voted, so that they do not ratify it.what actions of citizens, but also of states, towards ratification of the treaty and its entry into force? The process of dismantling nuclear arsenals is provided for in the treaty. It is also a matter of citizens. Organized by: The Peace Movement, Armaments Observatory, Pugwash France, Cities for Peace

How to resist creatively? Civil Action and Disobedience Training Room B 103

How can we give ourselves the means to act concretely against the abuses of multinationals, against the construction of new useless big projects, against inequalities and discriminations? How can David act against Goliath? How to organize to mount a group of activists, to prepare disobedient actions having a strong media impact and which make react the multinationals or the public authorities? How to mobilize creatively? Faced with the collapse of conventional modes of action, we need to invent new repertoires of collective actions. Faced with the hardening of the ecological and social crisis, individuals, collectives, and activist and associative organizations must find instruments that allow all to take action. This module, which aims to be as participatory as possible, aims to to question the notion of civil disobedience, to think collectively about new modes of action and about the key elements that can be used to build creative activism through artivism. Speakers: Charlotte Dupré (Attac France), Arthur Lauvergnier (Attac France), Valentine Pignon (Action Aid) Organized by: Attac France, Action Aid Solidarity Peoples, Diffraction, 350.org

The era of the post-truth: what we are led to believe. Room B 102

In the world of research, the media, as in that of the whole of society, establishing and recognizing a truth of facts is the only way for the exchange of contradictory points of view and the construction of new objectivities. At a time when several factors contribute to a threatening situation (global warming, political populism, conspiracy favored by the multiplying effect of social networks Saturday 25 36, general lobbying, etc.) we are confronted with a plethora of information, whose hidden or obscured sources hinder any possibility of controversy and, what is undoubtedly worse, leads to devaluing the very notions of truth and objective knowledge. What is so called post-truth gives more importance to emotions and beliefs than to the reality of proven facts. It seeks to shape and influence public opinion, for which it exists and to which it addresses, by playing on fears and demagogy. From the denial industry, (tobacco lobbies, pharmaceutical industry, phytosanitary industry, etc.) that fabricates a lie on purpose to sow doubt, through the trivialization of a soft fraud in science, the era of the post-truth has many aspects. Faced with this, only citizen actions are effective, it is up to civil society, the world of education and of course the research community and the media to disseminate the scientific truths, to illuminate the joint action. Speaker: Maryvonne Holzem, Marc Gustave, Virginie Duval, Michel Goldberg, biologist Organized by: Citizen Science Association, Les Petits Débrouillards, Ritimo, House of World Citizens of Nantes, Starting Block Formation

WORKSHOPS 9:30 to 11:45

Get out of the debt trap Hall C 103

The official discourse on the public debt is based on a lie: it does not come from an orgy of public spending, but from the organized erosion of tax revenues. Three mechanisms at the heart of the neoliberal system deepen deficits: tax competition between countries, tax giveaways and tax evasion for the benefit of multinationals and the ultra-rich. By borrowing on the financial markets at often excessive interest rates to finance these deficits, the states have sunk more. Debt is instrumentalized today by the authorities to impose the austerity policies on the population while those responsible for the debt are not worried. There are solutions to get out of the debt trap, provided that neoliberal policies and the domination of the financial markets are challenged. Speaker: Pierre Khalfa, Dominique Plihon, Eric Toussaint Organized by: Copernic Foundation, Attac, Injured Economists, CADTM

Agreements and Disagreements on Living Income Room B 104

To calmly approach this new paradigm, it is necessary to lay the foundations of the debate, to share information and to distance ideological presuppositions and processes of intention. Basic Income, Universal Allowance, Income of Existence, Decent Income Guaranteed, DIA ... What are we talking about? What are the invariants or common points, but also the differences behind these different names? What really opposes the supporters of the ER Saturday 25 37 contributions of theoretical knowledge exchanges of know-how and experiences training to act convergence and construction of common initiatives and those who advocate the liberation of work and the RTT? Can we separate income and work? Is this income the right or the best tool to eradicate poverty, to emancipate from forced labor while ensuring access to decent work for all, to strengthen social protections and solidarity, gender equality and civic responsibility, to better distribute wealth, to free oneself from the relations of domination, to overcome capitalism and allow sobriety and ecological transition? Speakers: Patrick Viveret, Jean Marie Harribey, Sebastien Groyer, Denis Vicherat, Guy Valette Organized by: The MFRB (French movement for basic income), The citizen archipel dare happy days, The citizen cooperative of popular education , Utopia, Copernic Foundation

Syria, revolution and wars Room D 102

Migrations: what solidarity? What other migration policy? Room C 104

Since 2008-2010, European migration policies have been based on fear of migrants, deterrence, outsourcing, confinement and an increasingly restricted right of asylum. It is urgent to re-visit the basic questions: where do the migrants come from? The economic and geopolitical responsibilities of the countries of the North? What principles and values should be based on any other migration policy? Which reception policy? asylum? With which rights? So many questions that dodge the Bill Colomb / Macron, an Act designed to close doors and borders to migrants, make it more and more difficult and asylum and stay, return the maximum of migrants directly in their country of origin (readmission agreements) is in the EU country where their fingerprints (the "Dublines") have been taken, and in the meantime they lock up the maximum in detention centers.Speaker: Martine François (RESF / Attac), Daniel Delpeuch (Cimade Isère), Jo Briant (CISEM spokesperson - Isère Coordination of Solidarity with Migrant Aliens) Organized by: CISEM (Iséroise Coordination of Solidarity with Foreigners) migrants), La Cimade Saturday 25 38

How far do you have to change to live in a sustainable society? Room D 104

We are rapidly reaching the limits of a sustainable world, with terrible social and environmental consequences. It is necessary to radically transform our modes of production and consumption. But concretely, what does this really mean? How to make this change? We can not be satisfied with a transition that would replace fossils and nuclear with renewable energies. But what does "consume radically less energy" imply? how far should we go in deconstructing our modes of production and consumption? Which route should we take to succeed in drastically reducing our consumption, particularly with regard to energy and non-renewable resources? How to reorganize in a democratic way to reclaim our territories, produce locally the energy, the food that we will need; how can we assure everyone a way of living with dignity without plundering the resources of other peoples? Speaker: Mathilde Szuba (research professor in political science), Laure Dobigny (researcher in sociology of energy), Aurelien Boutaud (expert consultant on ecological transition), Nicolas Sersiron (researcher in extractivism) Organized by: Attac, Friends of the Earth, Momentum Institute

Should we go towards a self-financing of actors and actresses of the social movement? Room B 105

All those who invest in an approach that does not meet the entrepreneurial requirements find themselves in great difficulty to carry out their project. However, we do not demobilize: with associations including employees and volunteers, a self-managed collective and without external funding, and researchers, we propose a time that will begin with a controversy around the question "private financing or public funding?" . This, followed by a debate, will lead us to define common strategies to define what solutions and cooperation to put in place in the face of stopping support to the voluntary sector. Organized by: Culture and Freedom, Standing Popular Education, End Ecocide, Archipelago Let's Dare Happy Days

The workshop takes stock of the "economic partnership agreements" advocated by the European Union and the African Continental Free Trade Area (ECTA) for the ECOWAS States. It shows the possible links and its consequences for the populations. The workshop also reviews the resistance encountered and to build. Speaker: Jacques Berthelot (Attac), Thomas Borell (Survival), Jean-Jacques Guigon (CGT), Nicolas Roux (Friends of the Earth), Confederation Paysanne, Aitec Organized by: Attac, Friends of the Earth, Survival, Confederation Farmer, Aitec

End the neoliberal European Union! What alternatives? Room C 104

The European Union and the euro area face major contradictions while consolidating an anti-social and anti-democratic federalism. Treaties and neoliberal policies only worsen the crisis for the vast majority of populations, competing for profits and dividends that are blazing. This workshop aims to discuss the different ways of a radical re-founding of a coherent European project with our objectives (national and international, social, ecological and democratic). It will share the debates that question the Attac and their partners: how to combine heterogeneous situations and possible European choices "with variable geometry" with the aim of weighing Saturday 25 40 together and to put in crisis the power of nuisance of decision-makers, institutions and dominant policies? How to defend the legitimate right of self-determination of peoples for other unions, on non-xenophobic, anti-liberal bases? What alternative democatria to the current nation-states and the European institutions? Speaker: Catherine Samary (France), Peter Wahl (Germany) or / And member of Attac Austria, Felipe Van Klerbilk (Belgium) - or other representative of Altersommet Organized by: Copernic Foundation, Attac (notably Attac France, Austria, Germany), Dismant Economists, Weed, Representatives of Altersommet

The income of existence and the different proposals for experimentation, transition or alternatives Room B 104

Whether or not there is a prospect of creating an income from existence, it can only be put in place if it meets with both acceptance and social support, as well as strong political will. To not be in the all or nothing, to set milestones or put a foot in the door of the income of existence, proposals for experimentation, transition or alternatives are developed. We propose to examine the main ones, their interests and their limits: Experiments proposed in France by 13 departments // Experiments outside France // An income of existence coupled with a reduction of working time // An unconditional allocation of autonomy for 18/25 year olds // An agricultural basic income // An ecological transition income Intervenant.es: Patrick Colin de Verdière, Sébastien Groyer, Jean-Pierre Hardy, Denis Vicherat, Christian Massault Organized by: MFRB ( French movement for the basic income), the citizen Archipel dare happy days, the citizen cooperative of popular education, Utopia, Copernic Foundation

Democracy, citizenship, power to act: what means for which results? Room D 102

Putting in place a democratic process, which integrates the variety of points of view, very often poses real difficulties. The types of bias are extremely varied. Constituting or simply maintaining a group cohesion around a decision is sometimes a challenge. Division and demobilization too often organize themselves with disarming ease. And in general, goodwill is not enough. This workshop offers an update on proven methods and pitfalls to avoid. Discussions will focus on both theoretical aspects and lessons learned. The speakers will deal with the various applications that concern them: citizen consultation, popular education, democratic governance in associations, voting and collective decision-making processes. These presentations will be articulated with times of exchange on good practices. Intervenant.es: Hermann Bouly, Julia Demarque, Cindy Fournier Organized by: lechoixcommun.fr, Alternatiba, E-seed

Resistances to the financialisation and the Thatcherisation of housing in France and in Europe Room C 103

In France and everywhere in Europe, governments implement neo-liberal policies, disengage from social issues, including housing. These policies thus promote the commodification and more and more the financialization of housing for the benefit of capitalist investors and to the detriment Saturday 25 41 contributions of theoretical knowledge exchanges of know-how and experiences training to act convergence and construction of common initiatives of its social function, even as poor housing, homelessness, rental and mortgage evictions increase, and the social purification of cities accelerates. In France, the ELAN bill confirms this more general trend: a real "uberisation" of housing in line with neoliberal policies. Airbnb, precarious lease, Camelot, modular housing, attacks on the French model of social housing ... how financialization and Thatchisation are taking place in Europe and France? What consequences for the inhabitants? Organized by: AITEC, DAL, DAL 38, European Coalition for Action for the Right to Housing and the City

France / Israel, the security argument in question Room C 102

The workshop will deal with repressive and liberticidal policies in France and Israel. Israel invokes threats to its security to justify its entire policy of apartheid, from the colonization of Palestine to the absolute refusal of the return of refugees. In France it is the terrorist threat that serves to justify the restriction of public freedoms and leads to the Israeliisation of society. Exploiting the "experimental fields" that Gaza and the West Bank represent, Israel is developing a military and security industry, and selling its model of a security state around the world. The workshop will seek the necessary reactions to military and security collaborations between France, Europe and Israel. We will try to structure and amplify the campaign of military embargo against Israel led by the BDS movement. Before this workshop, it is possible to do the "walk" outside the walls Friday at 10 am (p.51) Speaker: Shir Hever (Israeli economist and journalist), a speaker from BDS France Organized by: The BDS France Campaign, AURDIP (Association of Universities for the Respect of International Law in Palestine), AFPS (France Palestine Solidarity Association) Inequalities and Environmental Justice: Understanding and Action Room D 101 The environmental justice movements have brought to light the fact that environmental degradation and disasters primarily affect the poor and the working classes, and that the wealthier classes are those who pollute the most. How to highlight these inequalities? How to build a movement for environmental and climate justice based on the first concerned? Organized by: Attac France, 350.org, All Guinea Pigs

Actors and actresses of local solidarity and international solidarity: how to work together to raise awareness and mobilize more widely? Room D 104

In France, we actors and actresses of local solidarity, international solidarity and transition carry actions daily, sometimes with difficulty to do it together. Yet we share common values and issues. In addition, our know-how is complementary and would make it possible to raise awareness and mobilize more broadly the public targeted by our actions. How to create these synergies? How to use them to be more relevant in our awareness-raising actions? How to broaden and diversify our affected audiences by maintaining appropriate pedagogical approaches? One of the identified tracks would be to better involve in our actions Saturday 25 42 the first people concerned by solidarity issues (especially people in precarious situations or discriminated against). This workshop is for anyone interested in developing synergies between solidarity actors and actresses.Speaker: Guillaume Amorotti and Geoffrey Renimel (ATD Fourth World), Adrien Roux (Citizen Alliance), Claire Rozé (Catholic Relief), Antoine Atthalin (Artisans of the World) Organized by: Festival des Solidarités

Right to housing and right to live in the city. Against the financialization of housing Amphi 2

Housing and land, common property or safe of global finance? This is the ongoing struggle in our cities, an international struggle, as large cities and their surroundings are the prey of real estate predators. As in all of Europe, social housing, a common property, is threatened and attacked. Hitherto spared, the HLM in France are in the viewfinder of Macron with the law ELAN, as the stability of the housing, essential factor of the urban life. It implements the most hackneyed liberal theories that have led to many disasters, in Europe and around the world. "Smart City", "smart city", "metropolisation", "sustainable city", "city in transition" and other words of the speculative Newspeak, camouflage the terrible social impacts of "urban valorisation" policies, led hand in hand by the sharks of the real estate, the big finance, the state, the territorial collectivities. With the movements of inhabitants, tenants, of homeless entered resistance in many countries of Europe, but also in France and Grenoble, both in the working-class neighborhoods and in the centers, against policies of exclusion and social purification, we will shed light on the paths of ongoing and future struggles. Speakers: Jean Pierre Garnier, Jean Baptiste Eyraud, Victor Vozian, members of the European Coalition for Action for the Right to Housing and the City and other activists

Towards climate justice Amphi 1

The altermondialism has made its irruption 20 years ago. Then began a cycle of transnational mobilizations that would quickly reopen spaces Saturday 25 43 contributions of theoretical knowledge exchanges of know-how and experiences training to act convergence and construction of common initiatives for the development of alternatives to neoliberal globalization . The panorama has since darkened and gives the impression of an end of cycle. Context calls at least for a reflection on our strategies - especially in the light of mobilizations for climate justice, which have helped to change our relationship to social change - by asking, in particular, the question of limits. These struggles articulate territorial defense, international solidarity, resistance to free trade agreements, criticism of the financial system, construction of alternatives. They intertwine with issues of social, racial and gender justice. They combine demands for compensation, coercion and coercion, and innovative practices of pooling and prefiguring - with the horizon of "systemic" change. They are, in this, one of the most fertile ground of strategic and tactical innovation. Speaker: Massa Koné (Malian Convergence Against Land Grabbing and Union of Associations and Coordination of Associations for the Development and Defense of the Rights of the Poor), Geneviève Azam (Attac), Bridget Burrows (350.org) , Tadzio Müller (Rosa-Luxemburg-Stiftung)

What to do with Europe? Amphi 3

The European institutions and governments have not learned from the 2008 financial crisis and set up an authoritarian federalism with new institutional instruments to impose austerity policies and call into question Employee protection The financial markets, which have been liquidated by the ECB, remain all-powerful and can be confined in each country, and as we see with migrants, rejection of the other, xenophobia all things supported by the guidelines implemented by most European governments. After the Brexit, the financial strangulation of the Syriza government, the arrival of the extreme right in power in several governments of the countries of the Union, what strategy for the left of social and ecological transformation? Speaker: Peter Wahl, Pierre Khalfa, a representative of the Italian or Spanish social movement. Animation: Isabelle Bourboulon (journalist) What strategy of social movements against the authoritarian and neoliberal power in place? Amphi 4 How to face the offensive led by Emmanuel Macron and his government against public services, social rights and solidarity, democracy? What lessons can be learned from the past year and attempts at social resistance? Given the multiplication of attacks by the government, can we, must we gather beyond the sectoral struggles? How to operate these alliances, what are the obstacles? At the same time, this authoritarian neoliberalism is fueling the rise of nationalism and the extreme right. What strategies of resistance and struggle to adopt to face these two ideological blocks - neoliberalism and xenophobic nationalism -? Speakers: Marie José Kotlicki (UGICTCGT), Murielle Guilbert (Solidarity), Benoit Teste (FSU), Sihame Assbague (militant / Stop facies control), Gus Massiah (Crid / Ipam) Facilitation: Julien Rivoire (Attac / FSU) Saturday 25 44

The FN and the popular classes Room D 103

All the conditions are, more than ever, met for the votes Le Pen or Wauquiez progress. Liberal "modernizations" exacerbate competition in and for employment. They insure the careers, the futures. They explode the work collectives, separate, prevent between the employee is formed the common interest that yesterday showed the colleague, the young, the migrant workers, like alike. In this universe where everyone feels threatened but without taking the threat, the closest ones who have become rivals, localiza- ble, misunderstood, are worried. Thus, in popular circles, a "everyone for themselves" lives in isolation, a survival that can be combined with a feeling of helplessness. For many, FN votes come from this war of relatives against the nearest, from this war of the poor against poorer than they. But we must fight without delay against national-authoritarian ideas that are progressing. How to do? Let's discuss. Speaker: Frédéric Bodin (Solidarity), Pascal Debay (CGT), Willy Pelletier (Copernic Foundation) Organized by: Copernic Foundation, Solidaires / Visa

Struggle for Social and Public Housing Room B 102

The financialization and tacherisation policy implemented in France and in Europe also affects social housing. In France, 20% of people live in social housing and staying there is less and less guaranteed. Social housing is becoming more expensive, too often poorly maintained; evictions of tenants multiply; town planning or urban renovation operations, a pretext for genuine social cleansing, are developing ... HLMs are a commodity and their sale is encouraged by the government, even though the housing crisis is in full swing. This situation will get worse with what is provided for in the ELAN bill and, among other things, the acceleration of the sale of social housing. Faced with this, tenants are organizing and fighting to defend their rights. Testimonials and exchanges on the struggles of tenants of social housing in France and in Europe. Organized by: DAL, Residents Association 10-20 Harlequin, DAL HLM, DAL 38, European Coalition for Action for the Right to Housing and the City
