Il Festival

Il Festival Sabir, evento diffuso, mobile, spazio di riflessioni sulle alternative mediterranee nei luoghi simboli dell’Europa chiusa, approda a Lecce, per la sua quinta edizione, dopo quelle tenutesi a Lampedusa (1-5 ottobre 2014), a Pozzallo (11-15 maggio 2016), a Siracusa (11-14 Maggio 2017) e Palermo (11-14 ottobre2018).

Il Festival è promosso da ARCI insieme a Caritas Italiana, ACLI e CGIL, con la collaborazione di Asgi, A Buon Diritto e Carta di Roma. Il Festival ha il patrocinio di ANCI, Regione Puglia, Unisalento e Comune di Lecce.

Dopo l’esperienza di Lampedusa, Pozzallo, Siracusa e Palermo, Sabir si sposta a Lecce, altro luogo simbolo del bacino mediterraneo. La collocazione temporale – dal 16 al 19 maggio – ci consente un forte richiamo alla riflessione sull’Europa e il suo ruolo nel Mediterraneo. Questa edizione manterrà la stessa formula che ha caratterizzato le precedenti, articolata in incontri internazionali e formazioni, che si alterneranno ad attività culturali, laboratori interattivi, musicali, teatrali, presentazione di libri, creando una dinamicità tale da suscitare l’interesse sia della popolazione locale, che di quella nazionale e di chi, anche dall’estero, ha scelto di partecipare al Festival.

La presenza di numerosi rappresentanti della società civile delle due rive del Mediterraneo e di reti internazionali – Solidar, Migreurop, EuroMedRights, TNI, Attac Francia, Forum Civico Europeo, Attac Internazionale, il progetto Majalat, tra le altre – permetterà di continuare a ragionare sulla necessità urgente di una reale alternativa politica, culturale e sociale nel bacino del Mediterraneo, rimettendo in discussione alcuni pilastri promossi dalle istituzioni di tutta Europa, centrati sul controllo e la criminalizzazione dell’immigrazione, senza alcun interesse per i diritti delle persone e la giustizia sociale.

La novità della quinta edizione del Festival saranno le “lezioni mediterranee” che si svilupperanno come approfondimenti su temi specifici legati al Mediterraneo, la sua storia, le sue tradizioni e la sua cultura. Le lezioni, tenute da esperti e docenti nazionali ed internazionali delle due sponde, faranno da sfondo al Festival, per stimolare la comunità locale e non solo, ad un’ampia riflessione sull’Europa e sul suo ruolo nel Mediterraneo.

The Festival

The Sabir Festival, a widespread, mobile event, a space for reflection on Mediterranean alternatives in the symbolic places of closed Europe, arrives in Lecce, for its fifth edition, after those held in Lampedusa (1-5 October 2014), in Pozzallo (11 -15 May 2016), in Syracuse (11-14 May 2017) and Palermo (11-14 October2018).

The Festival is promoted by ARCI together with Caritas Italiana, ACLI and CGIL, with the collaboration of Asgi, A Buon Diritto and Carta di Roma. The Festival has the patronage of ANCI, Regione Puglia, Unisalento and Comune di Lecce.

After the experience of Lampedusa, Pozzallo, Syracuse and Palermo, Sabir moved to Lecce, another symbol of the Mediterranean basin. The temporal location - from 16 to 19 May - allows us a strong reminder of the reflection on Europe and its role in the Mediterranean. This edition will maintain the same formula that has characterized the previous ones, divided into international meetings and trainings, which will alternate with cultural activities, interactive laboratories, music, theater, book presentations, creating a dynamism that will arouse the interest of both the local population , than the national one and those who, even from abroad, chose to participate in the Festival.

The presence of numerous representatives of the civil society of the two shores of the Mediterranean and of international networks - Solidar, Migreurop, EuroMedRights, TNI, Attac France, European Civic Forum, Attac International, the Majalat project, among others - will allow to continue to think about urgent need for a real political, cultural and social alternative in the Mediterranean basin, questioning some pillars promoted by institutions across Europe, centered on the control and criminalization of immigration, without any interest in human rights and social justice .

The novelty of the fifth edition of the Festival will be the "Mediterranean lessons" that will be developed as in-depth studies on specific topics related to the Mediterranean, its history, its traditions and its culture. The lessons, held by national and international experts and professors from the two shores, will be the background to the Festival, to stimulate the local community and beyond, to a wide reflection on Europe and its role in the Mediterranean.

La novedad de la quinta edición del Festival serán las "lecciones mediterráneas" que se desarrollarán como estudios en profundidad sobre temas específicos relacionados con el Mediterráneo, su historia, sus tradiciones y su cultura. Las lecciones, impartidas por expertos y profesores nacionales e internacionales de las dos orillas, serán el fondo del Festival, para estimular a la comunidad local y más allá, a una amplia reflexión sobre Europa y su papel en el Mediterráneo.

Torna per la quarta edizione Sabir, Festival diffuso delle culture mediterranee: dopo Lampedusa, Pozzallo e Siracusa, saremo a Palermo, nella suggestiva cornice dei Cantieri della Zisa, dall’11 al 14 ottobre prossimi.

Il Festival è promosso dall’Arci nazionale insieme a Caritas Italiana, Acli e Cgil, in collaborazione con A buon diritto, Asgi, Carta di Roma e Ucca e con il patrocinio di Rai, Anci, Comune di Palermo e Palermo capitale della cultura. 

Il tema di questa quarta edizione sarà la libertà di circolazione delle persone, delle idee, delle culture e dei diritti: oltre ai momenti di formazione, rivolti a giornalisti e operatori dell’accoglienza, sono in programma laboratori per i più piccoli, mostre fotografiche, incontri internazionali, concerti, spettacoli teatrali, proiezioni cinematografiche. 

Saranno tanti gli ospiti internazionali che si confronteranno con il pubblico su temi sempre più attuali: dalla criminalizzazione della solidarietà alla derive delle politiche di esternalizzazione, dal ruolo centrale delle città e dei porti solidali alla denuncia del caporalato. 

Nell’ultima edizione ci sono stati oltre 1500 partecipanti, 800 iscritti ai worshop, 50 volontari, 200 studenti presenti alle formazioni e ai laboratori.

Al via la 5ª edizione del Festival Sabir Eventi a Lecce

Dopo aver fatto tappa in Sicilia per 4 anni: Lampedusa, Pozzallo, Siracusa e Palermo siamo felici di annunciare che la 5ª edizione del Festival Sabir, promosso da Arci, Acli, Caritas, Cgil, si terrà a Lecce, dal 16 al 19 maggio. Sono mesi e mesi che si sta mettendo a punto un programma ricco di eventi e di incontri. 

Un festival che connette cultura e popoli in un’ottica di interazione e di conoscenza e che porterà relatori di tutto il mondo a confrontarsi con l’attuale situazione geopolitica. 

Inoltre avremo seminari e workshop su attività svolte e da proporre, laboratori di attività artistiche e artigianali, teatro, concerti, Università di strada, mostre, formazione per target specifici, per coinvolgere tutta la nostra città in questo respiro internazionale che ben si sposa con la vocazione di una terra protesa nel mediterraneo.

In attesa di pubblicare il programma ufficiale con tutte le numerose iniziative che vedranno Lecce protagonista del Festival dedicato alle culture mediterranee, ringraziamo il Comune di Lecce, la Provincia di Lecce,la Regione Puglia, l’Università del Salento e la Curia di Lecce per l'importante collaborazione nella concessione degli spazi dove si svolgeranno tutti gli eventi del Sabir.

La disponibilità dimostrata e la grande spinta motivazionale che ha visto le nostre istituzioni facilitare il nostro lavoro di ricerca spazi all’interno delle mura urbiche, ci fa immaginare una grande partecipazione di cittadine e cittadini salentini/e. Inoltre abbiamo stipulato un Patto con il Polo Biblio-museale di Lecce per ottimizzare tutte le iniziative culturali che faremo nei luoghi di competenza regionale. 

In particolare vorremmo che questo Festival desse nuovo slancio verso l’utilizzo dei luoghi pubblichi per iniziative culturali e sociali, perché solo frequentandoli i luoghi possono essere salvaguardati da incuria e dimenticanza. 

L’ex Convento dei Teatini, il Convitto Palmieri, il Museo Castromediano, Piazza Duomo, le sale parrocchiali della Curia di Lecce, il Conservatorio di S.Anna, i giardini dell’ex Carlo Pranzo, la sede universitaria “Codacci Pisanelli”, saranno i luoghi principali in cui si svolgeranno le iniziative del Festival, il cuore della nostra città. Module One: Media, Migration and Politics: Accuracy and completeness in informing and telling about migration flows inside and outside Europe Thursday 16 May, 2.30 – 6 pm “Carta di Roma” (Charter of Rome) is a legally binding ethical protocol for journalists concerning migrants, asylum seekers, refugees and victims of human trafficking, signed by the Journalists’ Professional Association, FNSI and UNHCR (the UN Refugee Agency) and it will be presented during the training session. The presentation and the following discussion will especially focus on the implementation guidelines of Carta di Roma. These are practical rules about the use of terminology which help us to better understand how to deal with migration and asylum related issues in everyday journalism. The session will be about refugees, news reports, crime, human trafficking etc. Specific data and concrete examples will be presented to talk about challenges and opportunities we face to improve the quality of journalism in our daily work. Module 2: Words and Imagins of Migrations: how to build up a correct and accurate report. The "Charter of Rome" is a deontological protocol binding on journalists on migrants, asylum seekers, refugees and victims of trafficking signed by the Order of Journalists, National Federation of Italian Press (FNSI) and UNHCR (UN Refugee Agency), which will be presented during the seminar. The organization of the training has two sections: a "traditional" one in which the Guidelines for the application of the Charter of Rome will be presented and discussed. Practical rules on the use of terms and to understand how best to deal with migration and asylum issues in daily journalistic coverage. The topic of migration will be framed by the dissemination of specific data and concrete examples that are part of the daily work of the editorial offices. The second section takes place in a participative way: participants will be invited to dialogue around some migration issues. In each working group, participants deal with questions and issues related to the migration narrative, focusing in particular on: correctness of language, accuracy of journalistic narrative, use of graphic media and images, "on the side of readers and listeners", how to build a quality narrative on migration and its protagonists. Training session for workers involved in the reception of migrants and refugees “The Evolution of the Reception System in the Light of the Recent Legislative Changes”, organised by Arci and Caritas Italiana together with Servizio Centrale With the approval of the Security and Immigration Decree and the simultaneous revision of the specifications on the extraordinary reception centres, the entire reception system as we have known it, changes significantly. We are immersed in a phase of indefinite transition due to the lack of a series of implementing decrees that define the complete operation and for this reason it is essential to play an active role by all stakeholders in various capacities to redefine good practices and actions, assuming that it is necessary to do everything possible to continue to ensure quality reception. It has an ancient history and a peculiarity – it is an identity built on continuous mixing and mingling, it is a hybrid identity and history of peoples who arrived in subsequent waves and lived, sailed, traded, fought and migrated on the shores of a sea connecting three continents. Dozens of pictures and stories have been created to tell about departures and homecoming with much empathy using an artistic, literary and audiovisual approach. The aim of the lesson is to select some of the works based on the adventures and vicissitudes of travellers, focusing on their universal content, i.e. the intertwining of different cultures. Lecturers: Stefano Cristante (comic strips), Luca Bandirali (cinema), Fabio Moliterni Externalised borders in the Mediterranean Friday 17 May, 9 – 11 am Venue: Aula Magna Università. Porta Napoli The international relations in the Mediterranean area are changing in terms of national and European border management policies, in terms of relationships of dependency and externalisation of border control and of the asylum given to the countries of the Southern shore. From a European point of view, the main goal of the diplomatic relationships between EU member states and Libya, Egypt, Morocco, Festivalsabir.it Info: info@festivalsabir.it Tunisia and Turkey is to make expulsions easier and stop migrants before reaching the European shores. The consequences are extremely dangerous for both the systematization of international law violations – Geneva Convention, maritime law treaties and Human Rights Convention – and the democracy of the region. Porta Napoli The Mediterranean can become a place for peace-building, prosperity and integration between three continents if work is put at the centre of national and supranational policies, i.e. work with rights and quality following the principles of sustainability and good governance. The trade union is ready to face up to this challenge, calling again for a new era of dialogue and discussion between social partners, institutions and civil society to overcome the emergency and tackle the root causes of forced migration, social injustice, exploitation and corruption. From Barcelona to today: the failure of the Euro-Mediterranean Partnership Friday 17 May,3 – 5 pm Venue: Aula Magna Università. Porta Napoli In 1995 the European Union created a common policy for the Mediterranean region in Barcelona: the Euro-Mediterranean Partnership. Today that process has been replaced by the European Neighbourhood Policy, focused on the fight against terrorism and the control of migration. The lecture will explore that story and its evolution, past expectations, the limits and critical points with a view to understanding how it came to such a huge failure. INTERNATIONAL MEETINGS

"Long Way to Freedom". Organised by Arci Nazionale Festivalsabir.it Info: info@festivalsabir.it Thursday 16 May,2.30 – 6 pm Venue: Convitto Palmieri Translation in IT, FR and EN The title of the autobiography written by Nelson Mandela – published in 1995 and written during his imprisonment on Robben Island and in other prisons in South Africa – is a good starting point for a discussion about the striving of men and women, but also of whole nations for freedom and democracy. Today, more than ever, there is a close link between the lack of fundamental rights, armed conflicts, climate change, economic impoverishment and forced migration affecting many parts of the world, but it is especially characteristic of the Mediterranean area. This issue will be analysed not with a view to identifying cause and effect relationships, but rather to understanding, despite its complexity, the real circularity which characterizes these different phenomena and spurns us to look for new and radical ideas enabling us to have a system of complex and interconnected answers.

Sanctuary city: bottom-up commitment of local receiving communities experimenting the integration and transformation models of our society Thursday 16 May2.30 – 6 pm Venue: Museo Castro Mediano Translation in IT, FR and EN A meeting point between the experience of cities and local receiving communities in order to build a global reception network. Representatives of French, Spanish and Italian cities and national and international networks have been invited to exchange views on the role of local communities as a bulwark of solidarity and reception principles.

Passports for Reality vol. II Organised by Arci Nazionale Thursday 16 May 2.30 – 4.30 pm Venue: Ex Refettorio Piazza Duomo Translation in IT, FR and EN Following the path set out in the latest edition of Sabir in Palermo, Passports for Reality comes back for the second time. Artists, cultural operators and representatives of international networks will exchange ideas about the artistic and cultural practices rooted in the areas of the Mediterranean, focusing on cooperative and participatory models. There will be room for discussion for residential projects, innovative forms of horizontal teaching methodology and EU artistic production practices. The international independent cultural scene identifies an urgent need to promote access to cultural rights actively across the board. To achieve this goal cultural operators and artists will invent totally new forms of expression to involve all the citizens in this effort. Therefore Passports for Reality can be seen as a tool for building together new types of public awareness and for consolidating critical thought. Round Table Discussion–For an integrated reception: AMID, JUMAMAP, NUMERO VERDE RIFUGIATI Organised by Arci Nazionale Thursday 16 May 4.30 – 6.30 pm Venue: Ex Refettorio Piazza Duomo The round table discussion will give an opportunity to present the latest experience and instruments used for an integrated reception of asylum seekers and refugees in Italy and Europe. In particular, Arci, Solidar and DPI will promote NATs (Needs Assesment Tools) to identify the specific needs of disabled people in the framework of the European AMID (Access to the services of disabled migrants) project. There will be a general overview ranging from NATs to an open map of the services available in the area, promoted and built into a network by JUMAMAP, to which more than 1,000 services have joined since it started its activity a year ago. The network is a renewed tool for satisfying the needs of its users. All the services are coordinated by the hotline for asylum seekers and international and humanitarian protection beneficiaries, which will present the latest report about its activities. Not by sea has a double goal: 1. it aims at enlisting the instruments Italian institutions, international organizations and associations use in their commitment to implementing programmes about opening legal and safe entry channels, 2. based on figures and a qualitative analysis it wants to tell us about the extraordinary experience about human corridors successfully managed by the Italian Church.

Into Europe Out of Prejudices Organised by Arci Nazionale Saturday 18 May, 9.30 am – 1 pm Venue: Translation in IT, FR and EN Festivalsabir.it Info: info@festivalsabir.it This international lecture is the closing event of the Into Europe project, cofinanced by the Europe for Citizens programme of the European Union. The aim of the programme is to foster European citizenship, combat the stigmatisation of migrants and deconstruct the idea about migration promoted by anti-European populist movements and spread through the social media. The growing anti-European feeling is fomented by a vicious cycle of insecurity and fear caused especially by the economic crisis and the so-called 'migration crisis'. The efforts of the EU institutions and democratic civil society organizations to improve dialogue and communication do not seem to be enough to stop this process: social fear and lack of trust in democracy lead many citizens to join anti-European populist, racist and regressive movements. The narrative about Europe proposed by populist movements and the media, as well as the lack of direct connection between the citizens and the EU make it very difficult to reverse this trend. It is crucial to work on this goal today. During the lecture there will be presentations about the activities and results of the project and in particular about the campaign Into Europe, out of prejudice, as well as about the projects and activities of Arci in this field.

SabirLab1 Workshop of Graphic journalism “Drawing the border” by Gianluca Costantini 16-17-18 May, 11 am – 5 pm This is the fourth Graphic journalism the workshop, a three-day experience of survey and drawing to understand how residential areas can cope with the arrival of migrants and refugees in Italy. Features, procedures and problems of a border territory. The Festival’s meetings, the reports of experts and activists and the interviews with the local citizens will be used by the workshop participants to produce an illustrated report on the 3 days. The work will be shared in the social networks, on Twitter and Facebook. The workshop will take place from the 16 to 18 May from 11 am to 1 pm and from 2 to 5 pm. SabirLab2 Music workshop organised by Stregoni 16-17-18 May 11 am – 5 pm How much do we know about the stories of music brought to our cities by the migrants? Stregoni is an attempt to understand with the language of music what is happening inside and outside the borders of a continent affected by the worst political crisis since the EU was founded. This event is a real music workshop offering a series of concert-workshops both in refugee centres and clubs, trying to tell us what happens every day, not at sea, not on the borders of the desert but in our cities. Starting from the music refugees and asylum seekers listen to on their smartphone Johnny Mox and Above The Tree create loops in real time which are starting points, sound fragments a good base for creating original compositions. WHERE YOU HAVE TO STAY, Daniele Gaglianone, Italy 2018, 98’ Georgia was a secretary. One day she found a ramshackle camp with hundreds of migrants in front of the railway station of her city, Como: she thought she would stop and give them a hand. Lorena, a retired psychotherapist in Pordenone; Elena, who lives in the mountains of the high part of Valsusa and Jessica, a student in Cosenza, are very different women, but all of them had to face marginalization and exclusion, and non of them turned a blind eye on these situations. They stayed there, where they felt they had to stay.

FREE, Michel Toesca, France 2018, 100’ In Val Roia, a valley split between France and Italy, dozens of migrants try to pass the border every day hoping to find a better life. But in this limbo, closed between two states, migration policies make them impossible to enter France. Cédric Herrou, a farmer living in the valley, is a hero for these young migrants: he has been giving shelter to all the young people and families who, having no place to go, get stuck on the border. Thanks to the help of friends and voluntary workers Cédric defies the French institutions courageously.

After a storm she finds herself not far from a drifting boat full of people who urgently need help… After repeated “S.O.S” cries the coastguard orders Rike not to interfere with them because she does not have the means to help them, but her sense of responsibility keeps tormenting her. Will she go away knowing that some people are going to lose their life at sea?

The MARKET of the MEDITERRANEAN

Until the beginning of the last century Sabir was the pidgin language spoken by the sailors at the ports of the Mediterranean, which proves the shared roots of our culture with the people who live and lived around the “middle sea”. Among these cultures Festivalsabir.it Info: info@festivalsabir.it there are land and sea products ranging from the olive trees – a tree which represents the Mediterranean better than any other tree, to ‘Alaccia di Lampedusa’ (salted anchovies from Lampedusa), to buckwheat. For the first time Sabir Festival will also see the participation of producers coming from the Southern and Eastern side of the Mediterranean, from Morocco, Algeria, Palestine, Tunisia and Egypt, bringing their sea produce which is often cancelled by a profit-oriented global market, not interested in quality and the dignity of producers. Today the Mediterranean is theatre of a global tragedy, of a promise of development, equality and democracy which has not been kept, what is more, it has almost disappeared from the vision of governments and states. But if people and peoples manage to build relationships and create networks at grassroot levels to give dignity to the land and the sea and the people who make their living from the land and the sea and those who work there the Mediterranean can be again the sea of all, a sea which is a source of life and not of death, a shared space of exchange and common growth. With this goal in mind Sabir 2019, taking place in Lecce from 16 to 19 May, will host for the first time the Market of the Mediterranean, together with the Slow Food Foundation for Biodiversity. Farmers and seamen (i.e. land and sea product producers) coming from the countries of the Mediterranean will arrange a fair of olive oil, wheat, fish and many other products that are part of our hybrid culture.
