Introductory reminder

The 9th World Water Forum, “Dakar 2022”, will take place in Senegal, Dakar, from March 21 to 26, 2022 The World Water Forum (WWF) is organized every three years by the World Water Council, an organ of multinational companies. It is run by personalities close to large private groups, interested in water management which they consider to be a commodity, a source of profit. The last edition of FAME took place in Brasilia in March 2018and brought together more than 7,000 people. From Brasilia, Rendez-vous is therefore given in Dakar in 2022, for the next edition! It should be noted that this edition was scheduled for 2021, but due to the COVID19 pandemic, it was postponed to 2022. As a reminder, previous editions of the FME have taken place successively:

Water  is an open meeting space aimed at deepening reflection, the debate of democratic ideas, the formulation of proposals, the free exchange of experiences, and the articulation with a view to effective actions, bodies and movements of the society  civil who oppose capitalist exploitation of u common good that is water and advocate for environmental management, social and citizen of this right, its preservation and its distribution among the different uses..

 

 

The next edition is therefore expected in Dakar, Senegal, in March 2022, making Dakar the capital of water, for about a week. It should also be noted  that within World Social Forums such as in Porto Alegre, Caracas, Nairobi or Belém, alternative thematic forums have always taken place.   This event brings together thousands of people, companies, States, and international institutions who gather around different activities (panels, conferences, workshops, exhibitions, exchanges, etc., but, it will be a moment of markets to be concluded, of business, and contracts around water and sanitation issues.

But Dakar 2022 is also the meeting place for social movements and civil society organizations around the world who work on the right to water and sanitation and who fight to ensure that water remains a Common Good and not as a commodity for sale. These Organizations meet at each edition of the World Water Forum around what is commonly called "FAME" - The Alternative World Water Forum. The Alternative World Water Forum (FAME) is therefore a side event to the World Water Forum, at each edition for years.

From Florence in 2003, until Brasilia in 2018, civil society organizations have at each edition held and organized a parallel space, in order to share experiences and ideas on an alternative governance of water as a Common Good, that multinationals are trying to transform it into a commodity, whereas water is life, we often hear it said.

The World Water Forum in Dakar will be no exception. The Alternative World Water Forum (FAME), will take place in front of WME2022. Yes, Dakar, which hosted the 2011 World Social Forum, one of the most and best forums held in Africa since the birth of this citizen space in 2001, in Porto Alégre, Brazil. Dakar, which also launched the idea of ​​the African Convergence against land grabbing, in 2014, Dakar which also held the first pan-African and international conference on debt cancellation for Third World countries, in 2000; Dakar where the Forum on Social and Solidarity Economy took place, and also other alternative events under the aegis of social movements,yes Dakar will also host an Alternative World Water Forum (FAME) in 2022 as agreed with all Civil Society Organizations from the South and the North.

 

  1. Context and justification

The Alternative World Water Forum (FAME) is held in parallel with the World Water Forum (FME) in order to affirm that another approach to management is possible. It is also to fight against the logic of commodification of water pronounced by multinationals with the neoliberal system that the FAME was born, a forum organized simultaneously in the same city. FAME defends a conception of water as a universal common good, which cannot be submitted to the logics of the capitalist market. Organizations and activists participating in FAME assert that water must be protected from exploitation and grabbing, and that its access must be guaranteed as a human right in the laws and practices of its governance. The participation of citizens, communities and peoples is a crucial element for democratic water management. .

This counter-forum therefore allows  civil society  to come together to fight against the objective of transforming water into a commodity, promoting the financialization of water bodies and ecosystems, privatizing resources and making this right. human a commodity. This movement thus contributed to the recognition by the UN General Assembly of the "right to safe and clean drinking water as a fundamental right, essential for the full exercise of the right to life and of all human rights. »In July 2010. The Dakar 2022 FAME also takes place in an international context of the CORONA VIRUS crisis, which reminded decision-makers around the world that water is what makes life, because among the recommended solutions to the pandemic , there was the washing of hands on a permanent basis.

This global context is also marked by a massive and even aggressive push by multinationals in the management and governance of water, in many African countries south of the Sahara. We remember the different adventures of Senegal's last international call for tenders for the signing of a water lease contract in urban and peri-urban areas. The Senegalese Social Forum had spoken about it extensively, and today, history has proved it right, because, apart from the ups and downs and all the suspicions of irregularities that were denounced there, all the promises that were made in its time , have never been respected until now, and the unions in the sector each confirm this in the demands and struggles they lead to ensure that the commitments that were made are respected.This logic of delegating and grabbing water in Africa also exists in other countries whose management of this property is entrusted to multinationals from the North, with the sole aim of making profits to the detriment of the populations. The context is strongly marked by an option of delegations by contract that our States have chosen, thus entrusting what constitutes life to private foreigners here and there in Africa, and even in the countries of the South. With climate change and the successive COPs, the issue of water remains a priority; whether it is produced water, or water in households, it must be said that there are more and more risks of water crises or "wars". The greed for water has become more and more alive, the debate on respect for the right to water recognized by the United Nations, the challenges of the delegations of water management in cities and in the countryside, this is the context in which the Dakar 2022 Alternative World Water Forum is being prepared.The FAME will take place from March 21 to 26, 2022 in Dakar around different activities.

 

  1. Main objective :

The purpose of the Alternative World Water Forum (FAME) is to build and constitute a concrete alternative to the World Water Forum (WFME) organized by the World Water Council, a body close to transnational corporations which claims to arrogate to the world governance of water which it considers as a market resource like oil and gas.

 For years all the civil society movements that campaign for the preservation of water resources and their citizen management have developed platforms, proposals and actions, either during specific meetings (Alternative Forums, or at the inside World Social Forums such as in Porto Alegre, Caracas, Nairobi or Belem, which served as a basis for the emergence of a movement for the reappropriation of water, a common good of humanity.

 

     III.             Specific objectives  :

In Dakar, FAME intends to continue and amplify this movement through the following specific objectives:

  • SO1  : Undertake the restructuring, the strengthening of the alternative movement, the popularization and the promotion of an alternative discourse in favor of an ecological, democratic and communal management of water, in a context of climate change

  • SO2: Plan the pursuit of the search for solutions to the global water crisis,

  • SO3  : Demand from our States, the inclusion in the Constitutions of the right to water and sanitation through an international campaign

  • SO4: Adopt a participatory work plan that will lead us to the next World Water Forum in two years

  1. Dates and participants

The FAME will take place in Dakar, from March 21 to 26, 2022, in parallel with the World Water Forum.

Many participants are expected, coming from Africa, Europe, Asia, Latin America and North America. About 2000 delegates will take part, representing different social and citizen organizations that fight against the commodification of water.

 

For this edition, a strong presence of Africans is expected, with the proximity and accessibility of Dakar where many people can arrive by land voice through caravans as during the World Social Forum in 2011.  

 

It is planned to prepare community housing, homestays, or in social centers, and even in accessible hotels.

Obviously, the participation of young people and women is a choice recommended to the Organizations which will have to choose their delegates taking into account these priorities.

 

 

  1. Scientific organization of work and methodological approach

The global movement of the Multifaceted Alternative Water Forum has enabled the birth of national networks, as in Italy, or continental, as in Africa, but also of Coalitions or Citizen Platforms on the issue of water throughout the world.

This movement has also allowed here and there the retreat or questioning of the privatization of water in Latin America, Africa, Europe and especially in France, cradle of the main multinationals in the sector, in particular with the return of certain large cities in the Ile de France in public management. This movement promoted the recognition of access to water as one of the fundamental human rights by the UN General Assembly on July 28, 2010.

In this dynamic, the scientific organization of the work and activities of the Dakar Alternative Forum will be based on different themes that overlap with the concerns of the populations and communities represented by the Organizations that will be in Dakar.

 

Plenary sessions are planned after the grand opening ceremony of the edition; a session which will be followed by workshops, exchange meetings, thematic conferences, field visits and practical experiences of citizen and community activities linked to the participatory and ecological governance of water and sanitation.

Obviously, the Organizations and networks that will take part in FAME have all the latitude to include their own activities, others in agglutination, which will be included in the agenda that will be established by the Organizing Committee of the Dakar Forum. ; an Organizing Committee which brings together various actors around the Senegalese Social Forum.

Without being exhaustive, here are some themes of the workshops that are already offered:

  • Right to water - pandemic and natural disasters: what resilience?

  • Women and Water in a context of macho violence

  • Water, Agriculture and food sovereignty in a context of land grabbing,

  • Right to water: when and how to formalize it in the Constitutions?

  • Climate change and the financialization of nature, issues and challenges

  • Governance and partnerships in public and community water management

  • Resistances and struggles against neoliberal reforms and the "commodification of water

  • Access to water and sanitation and territorial development;

  • Common Water of Humanity and Public Health in Africa and in the world

  • Water and Natural Resource Extraction in Sub-Saharan Africa, and around the African Coastline

  • Democratic management of resources water  and public funding

  • Dynamics of water sharing and cross-border and inter-community conflicts,

  • Energy and water - what adaptation for access to energy for all?

  • NB / All organizations can also add themes to this list which remains open

Also, apart from workshops and panels, it is planned:

  • General Assemblies of local authorities, NGO networks and / or researchers;

  • A Water and Sanitation Tribunal,

  • Youth and Women's Initiatives,

  • Sessions of dialogues and controversies (between civil society actors and decision-makers or local elected officials, and between delegated or state leaders and civil societies;

  • Festivals and Films on water and sanitation;

  • Citizen hearings and visits to community water management models

  • Etc,

It is therefore a participatory, inclusive approach, and open to all citizen initiatives because the forum is organized around the desire to fight against the anti-social and anti-environmental logic of the World Water Forum.

 

  1. Expected results

At the end of this edition of FAME, the following results are expected

*    The Alternative World Water Forum in Dakar was held in parallel to WME2022

*    The FAME movement has been strengthened and revitalized and an International Coordinating Committee set up

*    The issue of participatory water governance for an effective and constitutional right of access to water is taken up in an international campaign agenda.

*    An action plan for the follow-up to Dakar 2022 is adopted and will be implemented by the member organizations of FAME

 

VII-Budget and logistics:

An event of this size requires an adequate financial budget and logistical equipment.

The Senegalese Organizing Committee which brings together the various NGOs / CSOs, unions and organizations of women, young people, producers, journalists who work on alternative and participatory water governance and on the right of access to water. he water works on a budget and on the declination of all the logistics necessary for the success of this event.

This budget will include the various usual headings such as the forum site, work logistics, communication, reception and accommodation, community catering, etc.

This budget will be submitted to member organizations, and partners here and there to solicit their participation and support.
