Orange: l'année 2016 commence bien pour la campagne BDS en France
La Campagne BDS France, le 6 janvier 2016

Un article du journal israélien Haaretz publié le 3 janvier révèle que le
groupe Orange va mettre fin à son accord avec la société israélienne
Partner Communications dès le mois prochain. Ainsi il aura fallu six ans à
la campagne de Boycott, Désinvestissement et Sanctions pour faire plier
Orange et convaincre sa direction de couper les liens avec une entreprise
complice de la colonisation brutale et des crimes de l'Etat israélien.

En effet, c'est en 2010 qu'une organisation israélo-palestinienne, Who
Profits, signale la présence d'Orange dans les colonies israéliennes et la
fourniture de services réservés exclusivement aux colons et aux soldats
israéliens d'occupation. La Campagne BDS France est alors alertée, et elle
interpelle les syndicats de France Télécoms, leur demandant de prendre
position contre cette présence en parfaite contradiction avec la charte
éthique de l'entreprise. En 2011, c'est donc SUD PTT qui porte d'abord la
contestation au sein de l'entreprise, très vite rejointe par la CGT. Malgré
cela, Orange renouvelle son contrat avec l'entreprise israélienne Partner
Communications en mai 2011.

En 2012, l'AFPS, Association France Palestine Solidarité, lance une grande
pétition citoyenne pour faire pression sur Orange, et une action commune
est organisée entre la Campagne BDS France, l'AFPS, SUD PTT et la CGT lors
de l'Assemblée Générale du groupe en juin 2012. La campagne, avec la
participation du Collectif National pour une Paix Juste et Durable entre
Palestiniens et Israéliens (CNPJDPI), prend alors deux formes : d'une part,
des actions citoyennes devant les agences Orange dans toute la France,
actions d'information et de collectes de signatures via une pétition par
cartes postales adressées à la direction d'Orange; d'autre part, des
initiatives directement auprès de la direction d'Orange, du gouvernement
français et du ministère palestinien des télécommunications. A l'occasion
du Forum Social Mondial de Tunis en 2013, les cartes postales sont
traduites en arabe et la campagne est étendue à la Tunisie, mais aussi à
l'Espagne, grâce à la coordination de la campagne BDS en Palestine. La
campagne se diffuse sur Facebook et Twitter, mais aussi dans la presse
généraliste.

En 2015, le site d'information Electronic Intifada révèle que, lors de
l'attaque israélienne meurtrière sur Gaza de l'été 2014, Partner Orange a
sponsorisé deux unités de combat et fournit des services gratuits, des
générateurs, des chargeurs et des tablettes aux soldats, ternissant encore
un peu plus l'image de l'entreprise. La stupeur est de rigueur, et se
renforce avec la publication du rapport "Les liaisons dangereuses
d'Orange", un réquisitoire rédigé par les associations françaises de
protection des droits humains dans le monde dont le CCFD, la FIDH, la LDH,
et l'association palestinienne Al-Haq.

La campagne est alors étendue au Maroc, mais surtout à l'Egypte, un pays
clé dans la stratégie d'Orange qui souhaite y renommer sa filiale Mobinil
(30 millions d'abonnés) en "Orange Egypte". Un communiqué commun est publié
entre BDS France et BDS Egypte: c'est la goutte d'eau qui fait déborder le
vase. Stéphane Richard, le président d'Orange, annonce alors son intention
de retirer sa marque du marché israélien de téléphonie mobile. La machine
est lancée et ses dénégations n'y feront rien: huit mois plus tard, plus
aucun téléphone portable en Israël ne mentionnera la marque Orange. Cette
défaite est particulièrement cuisante pour Haim Saban, principal
investisseur de Partner Communications, qui avait déclaré la guerre à la
campagne BDS.

Bien-sûr nous resterons vigilants jusqu'à la rupture définitive de l'accord
d'Orange avec Partner Communications, et nous continuerons inlassablement
de dénoncer les investissements, même réduits, qu'Orange maintient en
Israël. Bien sûr, pour les Palestiniens, la colonisation continue et
Partner Communications maintient ses 200 antennes relais et installations
téléphoniques illégales, l'occupation israélienne continue à tuer plus d'un
Palestinien par jour en moyenne, Gaza vit toujours sous un blocus
insupportable et la moitié des Palestiniens du monde sont toujours empêchés
de rentrer chez eux. Mais aujourd'hui, il y a deux raisons de se féliciter.
D'une part, grâce aux pressions coordonnées de la campagne BDS dans le
monde entier, l'entreprise française Orange ne participera plus aux
exactions de Partner Communications dans les colonies israéliennes. Et
d'autre part, il s'agit d'une nouvelle leçon pour les investisseurs
étrangers qui doivent comprendre qu'ils ne peuvent désormais plus
impunément tirer profit d'une des dernières situations coloniales dans le
monde.

A l'aube d'une nouvelle année, ce retrait d'Orange des colonies ne fait que
s'ajouter à une longue série de victoires (Veolia, G4S, mais aussi sur le
terrain du boycott culturel et universitaire) qui augurent du succès d'une
campagne qui contribuera inévitablement, tôt ou tard, à libérer les
Palestiniens de leur condition de servitude sur leur propre terre.

Orange:  2016 gets off to a good start for the BDS France Campaign
BDS France Campaign, 6 January 2016

An article published on 3 January in the Israeli newspaper Haaretz revealed
the news that the French telecom group Orange will next month put an end to
its agreement with the Israeli company Partner Communications.  Six years
of campaigning by the Boycott-Divestment-Sanctions movement have made
Orange yield and convinced its leadership to break the links with a company
complicit in the brutal colonisation and crimes of the Israeli State.

It was in 2010 that an Israeli-Palestinian organisation, Who Profits,
reported that Orange was present in the Israeli colonies and was providing
services exclusively to the settlers and occupation soldiers.  The BDS
France Campaign responded to this alert by contacting the France Telecom
unions, asking them to take a stand against such a presence which flew in
the face of the company's charter of ethics.  In 2011 SUD PTT was the first
union to express its opposition within the company and was rapidly joined
by the CGT, a major confederation of French trade unions.   Nevertheless,
in May 2011 Orange renewed its contract with Partner Communications.

In 2012, the France-Palestine Solidarity Association (AFPS) launched a wide
petition to put pressure on Orange, and a joint action was organised by the
BDS France Campaign, AFPS, SUD PTT and the CGT during the annual meeting of
the Orange group in June 2012.  The campaigning, with the participation of
the National Collective for a Just and Lasting Peace between Palestinians
and Israelis (CNPJDPI), was subsequently carried out in two ways:  on the
one hand, with citizen protests in front of Orange branches all over
France, and actions to inform the public and collect signatures via a
petition in the form of postcards addressed to the Orange management;  on
the other hand, direct approaches were made to the Orange management, the
French government and the Palestinian minister for telecommunications.  The
postcards were translated into Arabic during the World Social Forum in
Tunis in 2013 and the campaign spread to Tunisia and also to Spain, thanks
to the BDS campaign coordination in Palestine.  The campaign was publicised
on Facebook and Twitter and also in the mainstream press.

In 2015, an exposé by the Electronic Intifada information website tarnished
the company's image even further:  during the murderous Israeli attack on
Gaza in the summer of 2014, Partner Orange had sponsored two combat units
and provided free services to the military in the form of generators,
chargers and iPads.  The astonishment at that news was further reinforced
by the publication of the report “Orange's dangerous liaisons”, a
charge-sheet drawn up by associations for the protection of human rights,
including the International Federation for Human Rights, the French League
of Human Rights and the Catholic Committee Against Hunger and for
Development, together with the Palestinian association Al-Haq.

The campaign then spread to Morocco and above all to Egypt, a key country
in Orange's strategic plan, which aimed to rename its subsidiary Mobinil,
with its 30 million subscribers, as “Orange Egypt”.  A joint press release
was issued by BDS France and BDS Egypt, and that was the final straw.
Stéphane Richard, president of Orange, subsequently announced his intention
to withdraw the brand from the Israeli mobile-telephone market.  The ball
was rolling and his denials changed nothing:  now eight months later, no
portable telephone in Israel will have any mention of the Orange brand.
This is a particularly crushing defeat for Haim Saban, a major investor in
Partner Communications, who had declared war on the BDS campaign.

Of course, we will remain vigilant until the Orange-Partner Communications
agreement has been definitively broken, and we will go on tirelessly
denouncing the investments, even though reduced, that Orange still
maintains in Israel.  And of course, for the Palestinians the colonisation
goes on apace and Partner Communications still has its 200 cell towers and
telephone installations, all of them illegal, the Israeli occupation
continues to kill at least one Palestinian per day, Gaza is still living
under an unbearable blockade, and half of the world's Palestinians are
still being prevented from returning home.  But today there are two reasons
for celebration:  firstly because, thanks to the coordinated pressure from
the BDS campaign around the world, the French company Orange will no longer
participate in Partner Communications' abuses in the Israeli colonies.
Secondly, this is a lesson for foreign investors who have to understand
that it is no longer risk-free to profit from one of the last colonial
situations existing in the world today.

As a new year begins, Orange's withdrawal from the colonies can be added to
a long series of victories – Veolia, GS4, and many in the sphere of the
cultural and academic boycott – which bodes well for a campaign that will
inevitably, sooner or later, help to free the Palestinians from their state
of servitude on their own land.
