Pedagoga, educadora popular, foi diretora do Instituo Universidade Popular – UNIPOP até maio de 2019 e membro da Coordenação executiva da Associação Brasileira de ONGs - ABONG Nacional, de 2010 a 2014. Atualmente integra a coordenação estadual da Abong-Pará e a coordenação regional do Fórum da Amazônia Oriental. Participa da mobilização e articulação do Fórum Social da Pan Amazônia – FOSPA, desde 2009.

Considerações feitas a partir das reflexões debatidas no grupo do Fospa-Belém, particularmente com o companheiro Luiz Arnaldo Campos e o meu companheiro Matheus Otterloo.

¿Qué es el FSM para ti?

A nossa participação no FSM, em 2009, aqui na região amazônica, foi uma excelente oportunidade de compreender este espaço na sua potencialidade de mobilizar e articular a diversidade de movimentos, lutas e processos envolvendo a sociobiodiversidade amazônica brasileira e latino-americana, e fomentar a conexão entre estes e outros movimentos e organizações de outras regiões do Brasil e do mundo. Além disso, ar proporcionou intensificar mecanismos de articulação mais específicos por meio do Fórum Social da Pan Amazônia, que a partir de 2009 obteve um novo impulso.

A quais mecanismos de articulações e conexões concretamente você se refere? E  que diz do ímpeto dado em 2017 à Fospa no peru?

As diferentes edições do FOSPA, desde 2002, possibilitaram ampliar nossa visão do que poderia ser mais concretamente o FSM. Compreender o FSM como evento processo, o que temos conseguido em cada edição do FOSPA, mesmo com fragilidades, por meio de nossas inovações metodológicas. O FOSPA já afirmava que a Pan-Amazônia era um espaço geopolítico para o qual a Humanidade seria chamada a decidir o seu futuro. Na atual conjuntura mais do que nunca sentimos a atualidade desta afirmação como evidenciado na Carta de Belém, elaborado em fevereiro deste ano, pelo Grupo do FOSPA- Belém:

“ Hoje, podemos dizer que este momento chegou! E chegou de forma conflitiva, com os movimentos sociais, as forças políticas de resistência, os povos originários, as comunidades quilombolas, indígenas, ribeirinhas, extrativistas, de pescadores/as, agricultores/as familiares, assentados/as da reforma agrária, quebradeiras de coco, dentre as várias populações habitantes da região, e um conjunto de aliados no mundo inteiro, enfrentando abertamente as grandes corporações e seus governos. A disputa pelo controle do território amazônico atingiu um momento de alta fricção, com o cenário agudizado pela ofensiva do capital, conduzida, na Pan-Amazônia, principalmente pelo governo de extrema-direita do Brasil, que age de forma violenta e agressiva, como aríete das mineradoras e do latifúndio contra a resistência protagonizada pelos povos da região, auxiliados pela crescente consciência mundial de que sem a floresta amazônica não haverá futuro para a Humanidade”

 

Qué le gusta del FSM?

A capacidade de mobilizar diferentes formas organizativas, segmentos, instituições, motivações, que impulsionam processos organizativos de luta e debate na busca de um objetivo comum, em todos os continentes, gerando possibilidades de se encontrar consensos para a construção de uma sociedade na qual torne-se viável  garantir vida digna a todos os seres humanos.

Convidar, debater, formular consensos - consenso entre quem?  para fazer o quê em que contexto?

Por essas e por outras razoes, uma constelação como chegou a ser o Fórum Social Mundial mais do que nunca é necessário, no atual momento em que estamos. As exigências do combate à pandemia e o necessário isolamento social são, sem dúvidas, um tremendo obstáculo, mas perfeitamente superáveis porque nossas principais dificuldades estão em outro terreno. Para nós, o ponto de partida deste necessário relançamento é o reconhecimento que consensos precisam ser transformados em ação, ainda que com as limitações políticas, econômicas e sanitárias existentes. E nestas últimas décadas, acumulamos muitos consensos em relação a temas vitais como a defesa da natureza, dos bens comuns, a produção sustentável de alimentos, a luta pela igualdade de gênero, o combate ao racismo, a misoginia, ao fascismo, entre outros. É hora de colocarmos em prática estes consensos, mesmo com estratégias diferenciadas a partir das condições objetivas de cada lugar e da sua conjuntura política.   

 Esses consensos são formulados em diálogos em atividades auto-organizadas, e quão concretamente eles estão comprometendo os participantes do diálogo? Esses consensos são formulados em metas e planos de ação sob o formato de iniciativa em nome de um grupo de organizações? O que é um consenso comprometedor? Comprometendo quem?

¿Qué cambiarías del FSM?

Na resposta a esta pergunta está o começo da reconstrução. Aqui, na Pan-Amazônia, na nossa parte do mundo, estamos tentando. A construção da Assembléia Mundial pela Amazônia, (AMA) que tem como coluna dorsal as três articulações panamazônicas existentes: A COICA – Coordenação das Organizações Indígenas da Bacia Amazônica, a REPAM- Rede Eclesial Pan-Amazônica e o Fórum Social Pan-Amazônico, o que significa um alvissareiro passo e o Grito da Selva, atividade virtual de amplo alcance, realizada recentemente pela AMA foi um gesto importante, unindo representatividade e ação política

O fórum social panamazonico nao parece ser é uma articulação, uma confederação, uma rede sob uma mesma autoridade, como as outras duas entidades COICA e REPAM, Sera que varias iniciativas dentro da Fospa são essas articulações  atuantes dentro do Espaço Fospa? http://www.forosocialpanamazonico.com/initiatives/


Em 2022, realizaremos a décima edição do Fórum Social Pan-Amazônico. O FOSPA, primeiro Fórum Regional, oriundo do FSM e talvez o único ainda existente, dá provas de vitalidade e pretende fazer de Belém, oxalá seja a cidade escolhida como sede, um ponto de reorganização do movimento altermundialista, isto porque, a defesa da Amazônia já ocupa, hoje, um ponto central, nas plataformas progressistas de todo mundo. Em 2022, no X FOSPA, queremos unir o mundo para barrar a sombra do fascismo e da devastação sobre a Amazônia.  Será o Fórum Social Mundial, através de uma das suas vertentes centrais, proclamando nossos consensos e lutando por eles.

É o fospa proclamando consensos? Ou sua articulação dos participantes da Fospa sob o formato de iniciativas? Como a luta é organizada?

Para que o FSM se transforme em um permanente processo de intercâmbio de ideias, ações e resistências ao avanço do neoliberalismo e dos fundamentalismos que engessam o desenvolvimento do pensamento crítico, faz-se necessário definir questões que consideramos estratégicas para articulação do FSM que é o debate sobre as Mudanças climáticas o que impacta  na produção de alimentos, na garantia da sociobiodiversidade, na agricultura familiar com base na agroecologia, na cultura dos povos originários. Esse eixo estratégico repercutiria  na defesa da vida de milhões de pessoas em todo o mundo, no combate ao individualismo, no fortalecimento da solidariedade e nos cuidados com a Casa Comum.

Quem somos “nós”? formulando questões estratégicas e quais são os próximos passos / repercussões

¿Cuáles cree que son las confusiones frecuentes sobre el FSM? y críticasfrecuentes?

Não tenho acompanhado diretamente o FSM, nas suas questões mais gerais, o que fazia enquanto dirigente nacional da ABONG – Associação Brasileira de ONGs. Hoje estou muito mais envolvida com o FOSPA. Mas a partir da vivência neste processo panamazônico com o vivido no FSM poderia arriscar algumas considerações.

Penso que a maior dificuldade do FSM foi e continua sendo de permanecer  como eventos mais ou menos estanques, sem fortalecer laços que alimentem e visibilizem as conexões sempre existentes entre o local, regional, nacional e internacional,  capazes de realizar gestos políticos concretos, sem deixar ninguém pelo caminho. 

Como essas conexões podem ser fortalecidas? “Quem” (conexões? Articulações?) Pode realizar o gesto político? Como você está lendo o desenvolvimento do formato das iniciativas no processo da Fospa e no processo do FSM (veja aqui) 


É claro que as dificuldades dos últimos anos foram monumentais. A resposta de grandes setores do capital diante da crise sistêmica foi terrível: aprofundamento da concentração de riquezas, multiplicação e aprofundamento da miséria, ampliação das desigualdades, uma rapina voraz dos recursos naturais e bens comuns, o que realmente nos faz pensar no fim do mundo. E a expressão política deste desmando: uma onda autoritária e repressiva que se expressa através do fascismo, da anti-ciência e dos fundamentalismos e preconceitos de todos os tipos exige uma resposta articulada e estratégica como mencionada anteriormente e que poderia ser traduzida na construção de uma frente global de convivência sustentável com a Mãe Terra.

O evento AMA vem promovendo um Plano de Vida traçado na equipe que organizou a AMA - Em nome de quem pessoas do comitê internacional da Fospa têm participado dessa equipe? Este plano de vida é a base para a frente? É proposto a assinatura por organizações? Isso significa que todas as organizações participantes da Fospa são obrigadas a aprová-lo?

What is the WSF for you?

Our participation in the WSF, in 2009, here in the Amazon region, was an excellent opportunity to understand this space in its potential to mobilize and articulate the diversity of movements, struggles and processes involving the Brazilian and Latin American Amazon socio-biodiversity, and foster the connection between these and other movements and organizations from other regions of Brazil and the world. In addition, it provided intensification of mechanisms for articulation through the Social Forum of Pan Amazonia, which in 2009 received a new impetus.

Which mechanisms of articulations  and connections concretely are  you referring to ? What about the impetus  given in 2017 to Fospa in peru ?

The different editions of FOSPA, since 2002, made it possible to broaden our vision of what the WSF could be more concretely. Understand the WSF as a process event, which we have achieved in each edition of FOSPA, even with weaknesses, through our methodological innovations. FOSPA already stated that Pan-Amazon was a geopolitical space to which Humanity would be called to decide its future. At the current juncture more than ever we feel the relevance of this statement as evidenced in the Letter of Belém, prepared in February of this year, by the FOSPA-Belém Group:

“Today, we can say that this moment has arrived! And it arrived in a conflictive way, with the social movements, the political forces of resistance, the native peoples, the quilombola, indigenous, riverside, extractivist, fishermen, family farmers, settlers of the agrarian reform, breakers of coco, among the various populations living in the region, and a group of allies worldwide, openly facing large corporations and their governments. The dispute for control of the Amazonian territory reached a moment of high friction, with the scenario aggravated by the capital offensive, conducted, in Pan-Amazon, mainly by the extreme right-wing government of Brazil, which acts in a violent and aggressive way, as a battering ram mining companies and the latifundium against resistance by the peoples of the region, aided by the growing global awareness that without the Amazon forest there will be no future for Humanity ”

 

What do you like about the WSF?

The ability to mobilize different organizational forms, segments, institutions, motivations, which drive organizational processes of struggle and debate in the search for a common goal, on all continents, generating possibilities to find consensuses for the construction of a society in which to become it is feasible to guarantee a dignified life for all human beings.

Invite ,  debate, formulate  consensuses -  consensus between who ? to do what   in which context?)

For these and other reasons, a constellation such as the World Social Forum has become more necessary than ever, at the present moment in which we are. The demands of combating the pandemic and the necessary social isolation are, without a doubt, a tremendous obstacle, but perfectly overcomable, because our main difficulties are in another field. For us, the starting point of this necessary relaunch is the recognition that consensuses needs to be transformed into action, even with the existing political, economic and health limitations. And in the last few decades, we have accumulated many consensuses in relation to vital topics such as the defense of nature, common goods, sustainable food production, the fight for gender equality, the fight against racism, misogyny, fascism, among others. It is time to put these consensuses into practice, even with differentiated strategies based on the objective conditions of each place and its political situation.

Are those consensuses formulated in dialogues in self organized activities, and how concretely are they committing the dialogue participants?  Are these consensuses formulated in goals and action plans under the format of initiative in the name of a group of organizations?  What is a committing consensus ?  Committing who?

 

What would you change about the WSF?

In answering this question is the beginning of the reconstruction. Here, in Pan-Amazon, in our part of the world, we are trying. The construction of the World Assembly for the Amazon,(AMA) which has as its backbone the three existing panamazonian @ articulations: COICA - Coordination of Indigenous Organizations in the Amazon Basin, REPAM- Pan-Amazonian Ecclesial Network and the Pan-Amazonian Social Forum, which means a alvissareiro Passo and the Grito da Selva ( Scream of the Forest, a wide-ranging virtual activity, recently carried out by AMA was an important gesture, uniting representativeness and political action.

Is the panamazonian social forum an articulation a confederation, a network under a sameauthority, as the other two entities  COICA and REPAM, or is it rather the initiatives group inside Fospa that are the articulations inside the Fospa Space?  http://www.forosocialpanamazonico.com/en/initiatives/

 

In 2022, we will hold the tenth edition of the Pan-Amazonian Social Forum. FOSPA, the first Regional Forum, originating from the WSF and perhaps the only one still in existence, gives evidence of vitality and intends to make Belém, hopefully the city chosen as the venue, a point of reorganization of the alter-globalist movement, this because, the defense of the Amazon today, it occupies a central point, in the progressive platforms of everyone. In 2022, at X FOSPA, we want to unite the world to stop the shadow of fascism and devastation over the Amazon. It will be the World Social Forum, through one of its central strands, proclaiming our consensuses and fighting for them.

Is it the fospa proclaiming consensuses? Or its articulation of participants in fospa  under the format of initiatives ? How is the fight organized ?

 

In order for the WSF to become a permanent process of exchanging ideas, actions and resistance to the advancement of neoliberalism and the fundamentalisms that hinder the development of critical thinking, it is necessary to define issues that we consider strategic for the articulation of the WSF, which is the debate on climate change, which impacts on food production, on guaranteeing socio-biodiversity, on family farming based on agroecology, on the culture of native peoples. This strategic axis would have repercussions on defending the lives of millions of people around the world, combating individualism, strengthening solidarity and caring for the Common House.

Who is “we”? formulating  strategic issues, and what are the next steps/repercussions

 

Which do you think are frequent confusions about the WSF? and frequent criticisms?

 I have not directly followed the WSF, in its more general questions, what I did as a national leader of ABONG - Brazilian Association of NGOs. Today I am much more involved with FOSPA. But from the experience in this panamazonic process with what was experienced at the WSF, I could risk some considerations.

I think that the greatest difficulty of the WSF was and remains to remain as more or less watertight events, without strengthening ties that nourish and make visible the connections that always exist between local, regional, national and international, capable of carrying out concrete political gestures, without leaving anyone behind.

How could those connections be strengthtened?   “Who”  ( conections?  Articulations? )  can carry out political gesture?  How are you reading the development of the format of initiatives In Fospa process and in WSF process ( see here)

Of course, the difficulties of the past few years have been monumental. The response of large sectors of capital to the systemic crisis was terrible: deepening the concentration of wealth, multiplying and deepening misery, widening inequalities, a voracious prey on natural resources and common goods, which really makes us think about the end of the world . And the political expression of this dismantling: an authoritarian and repressive wave that expresses itself through fascism, anti-science and fundamentalisms and prejudices of all kinds requires an articulated and strategic response as mentioned previously and that could be translated into the construction of a @ global front of sustainable coexistence with Mother Earth.

The event AMA has been promoting a Life Plan crafted in the team that organized AMA– In the name of who have people from international committee of Fospa been participating  in this team?    is this Life plan the base for the front?  Is it proposed to signature by organizations? does it mean that all organizations participating in Fospa are required to approve it?

R: Como participantes podemos ser sujeitos na construção de novos processos locais, nacionais, regionais e mundiais do FSM e também aprender e ensinar com outras pessoas, movimentos e organizações as práticas e propostas de ações para um mundo com mais justiças.

¿Cuáles son las dinámicas del FSM? 

R: Processos locais, nacionais, regionais e mundiais do FSM. Encontros presenciais com a atuação de organizações, redes e movimentos sociais na facilitação dos eventos e atividades. Com prioridade para as atividades auto organizadas. 

¿Cómo puede el proceso del FSM equilibrar la coherencia y la descentralización?

R: Com o compromisso democrátrico e respeitoso nas relações das pessoas que facilitam, atuam e participam.

¿Cuál es el significado de "facilitación" en el proceso del FSM?

R: Significa não ser autoritário, centralizador, hierárquico e excludente. Significa um FSM com construção coletiva e compartilhada.

¿Cómo puede el FSM alcanzar una escala mayor? por ejemplo, ¿cómo se puede construir una mejor relación con el movimiento de cambio climático (y otros)?

R: Com diálogos abertos e respeitosos e articulações democráticas. Somar os esforços, os conhecimentos e as comunicações.

¿Cuáles cree que son los principales problemas para los promotores del FSM?

R: Administrar os EGOS individuais e coletivos, estabelecer os limites de presença de governos, partidos e empresas, conseguir recursos necessários para realizar o plano de trabalho e o de garantir um fundo de solidariedade para a presença das diversidades que não tem condições financeiras para participar dos eventos.

How are your views on the WSF?

A: Very necessary in these times in the history of mankind, especially in a world where everyday life has become virtual life.

What is the potential of the WSF?

A: Since 2001, in its first edition, the WSF has a mobilizer and aggregator  potential. For times starting in 2021, it will be necessary to put more sense of collective transformations for the survival of our Planet Earth.

What would you answer to people asking "what can we do as participants in the WSF space?"  -  "How does the WSF process work, who decides what?"

A: As participants we can be subjects in the construction of new local, national, regional and global processes of the WSF and also learn and teach with other people, movements and organizations the practices and proposals for actions for a more just world.

What are the dynamics of the WSF? 

A: WSF local, national, regional and global processes. Face-to-face meetings with the participation of organizations, networks and social movements in facilitating events and activities. With priority for self-organized activities.

How can the WSF process balance coherence and decentralization?

A: With a democratic and respectful commitment in the relationships of the people who facilitate, act and participate.

What is the meaning of "facilitation" in the WSF process?

A: It means not being authoritarian, centralizing, hierarchical and excluding. It means an WSF with collective and shared construction.

How can the WSF reach a larger scale? for example, how can you build a better relationship with the climate change movement (and others)?

A: With open and respectful dialogues and democratic articulations. Add efforts, knowledge and communications.

What are the main problems for the WSF promoters?

A: Administer individual and collective EGOS, establish the limits of presence of governments, parties and companies, obtain the necessary resources to carry out the work plan and guarantee a solidarity fund for the presence of diversities that cannot afford to participate in the events.
