Greetings from snowy Oslo.  Thank for responses to the 4 questions below with many good details.

There are certainly a lot of groups, acronyms, and responsibility groups to take into consideration with the planning of a Global Forum, so this is helpful insight. Appreciate you also pointing us in the right direction for the documents on http://openfsm.net.  

There are many good resources on the website, but it is helpful that you point us in the right direction.  Especially with so many languages and activities on the website.  Wonderful if you can point us in the right direction of the minutes of the December 7th meetings when they are done!

Questions posed below and answers will hopefully help provide clarity to others who would be interested in knowing more on these points during the calls

Thanks for this invitation to GIPS WSF meeting it is to be hoped that many people will be able to login to these open updates in the days ahead (in the various languages) to hear what is happening on the ground related to the planning of the World Social Forum

what could be helpful to include in the call:

1/- Some clarification about how the GIPS WSF is related to the local planning committee and/or the International Council (i.e. what is GIPS responsibility, vs. what is the local coordinating group, vs. ICs responsibilities in terms of getting out information about the Forum and the process).*

Item 2 - Any timelines or deadlines the local committee in brazil has made (in terms of methodology, sending in of self-organized activities, deadlines for registrations, visa application processes for those that need it), if these things have been decided yet.  If not, when can people expect this information?

  • There is a brazilian facilitating group with 24 organizations ( referred to as GF or CFB ) and a more informal Bahia collective which is a strong component because it is in Salvador and carrying most of the effort
  • There are 7 working groups GTs/WGs that are in principle international and open, and in practice with scarce international presence so far, they are made visible through whatsapp groups. WG /GT meetings are held in sao paulo or salvador, and the practice of including peole in skype is not developed
  • There is a space “preparation international” where some GIPS contributors make quick translation of preparation elements http://openfsm.net/projects/prepa-fsm2018-intl/prepafsm2018intlindex with various infos the analysis of conjuncture , the call, the wsf event we want text, and updates on practical event building programming inscriptions etc

The registrations should be starting by early / mid december through fsm2018.org website - it will be a website with personal registration , then registraiton of group-entities , then registration of activities,  then payment , then announcement of initiatives

There has been a local discussion on the "thematical axes" in meeting 22/11 held in salvador with no international participation and the outcome on the axis disucsion is yet to come , the axes are indicative use so it is not necessary a fundamental question

The global programmation of the event is sketched and so far not finalized more discussion to come on dec 7thin a meeting of the GF

Some Comments on the programmation proposal 

1.     it is asserted by GF that "all activities" are self organized ( except the final moment) which can be seen a very good point,

2.     Paradoxically there is a push to put in light a specific self-organized activity which is an "assembly of struggling movements" which would be prominent on march 16 ,as per the 8nov proposal making it apparently the sole activity of the day ! . This approach can be questionned

3.     One other very good point is that the last version of programmation 8th November now includes on march 17 as final moment of wsf an "agora of futures"
This is an effect of the local favorable reception of a proposal for "methodology of initiatives" (*) starting with "announcement of initiatives in the website and culminating in a final moment taking the form of an agora ( i-e not an assembly) and based on initiatives, which has been proposed by a working group decided in IC meeting in Salvador

4.     one /strange point is also the push to close the forum at midday on 17th while it is announced 13th 17th march . This would make it the shortest wsf event ever -the reason for taking out 10% out of total wsf duration is not clear , might be in relation with the start of water forum in brasilia on that same day (see http://www.fama2018.org . this can be questionned also

About point 3 above here is the report made by this group http://openfsm.net/projects/transitionci/descripcion-iniciativas-e-agora-informe-en ( you are invited to browse /google translate the 14 annexed documents in the link given at the bottom of that page ( all in Spanish /Portuguese) 

  • This "methodology of initiatives" tries to address, in coherence with charter of principle, some chronically perceived formal weaknesses of wsf event format, that are partly cause of the "wsf event fatigue": (no methodology move since 2008 , not enough emphasis visibility on actions - weak final of event - nothing happens after the event 
  • The "communicable" outcome of wsf could be a "calendar of initiatives in wsf2018" updated for some months after the event – 
  • This methodology is a way to answer some expectation about the” wsf event that we want text” made in Salvador see the English version http://openfsm.net/projects/prepa-fsm2018-intl/prepafsm2018intl-que-fsm-queremos-8nov/#EN
  • Good implementation of these ideas is a challenge, and might be an asset for the wsf future , Montréal evnt has been a first step in this direction . Salvador might be another step, 
  • All the More so, as the numerical importance of international participation in wsf2018 may be hampered by short time left up to the event to organize bigger "delegations"

3 - Any information about how accessible the Forum in Bahia will be to international participation (interpretation, access to information), especially those from other places in the Global South (assistance with visa process, housing, etc)

perception in October 19th meeting video is that the interpretation issue is not visibly addressed/perceived in its full complexity announced cooperation with the university UFBA language department might be a promising asset 

For most of Africa and Asia, for example, visas need to be applied for at least 30 days in advance in person at an Embassy.  For a forum in March 2018, these applications would need to be started very soon I would assume.

no idea yet about visa issues, except it was said in an earlier GIPS WSF meeting that it could be better to process them through the university (need for checking about this info)

4 Will the information about these webinars be put on the website of the WSF (http://fsm2018.org),

The webinar info is not produced form inside the GF, as explained above in question 1- Maybe some GF people will participate in the GIPS WSF meeting as they are on the mailing list , may be not,

If GF communication group is interested by using some material here for fsm2018.org website it is welcome

5 – what to expect form GIPS

GIPS WSF is for contributing to promoting participation in the wsf  process –(  and letus remember it operates on zero budget so it is not a place where to find sponsoring or support (needs to be sought elsewhere)

This participation starts with the participation of groups present in GIPS WSF through individuals GIPS WSF group is so far a good informed info channel for info in other languages than Portuguese and spanish .Some ideas for those entities that will send delegates to Salvador de Bahia  

1/ come in Salvador with "active participation» I-e people willing to promote concrete realistic existing or starting initiative and come with some level of linguistic self-organizing/autonomy with some Spanish/Portuguese speaking participants that can help other to understand wherever translation is not available

and 

2/ develop as of now in the "local bases" of those delegates in salvador an awareness / support / remote participation  

  • Before the event (through dynex1WSF ) see the diversity of activiites placed in dynex1WSF http://openfsm.net/projects/dynex1-fsmwsf/dynex1fsmwsf-chrono-list-activ and the potential for cross- distance participation between them
  • During the event through activities using self-organized video conferencing or live video direct to include local collective  
    • A first way when there is a local delegate in Salvador  is setting up a  teleconference activity in Salvador For instance in the social local forum of ivry city in France  there was not much response as to coming to Salvador because of short notice , but an idea came to send one delegate person to Salvador who would manage an activity in Salvador consisting in assessing , between Salvador and ivry participants through a teleconference - local city <> Salvador , the idea pushed by some groups of a marching wsf 2020 based on an India - Geneva march 
      Whatever the topic ,this scheme of combination of Salvador + local participation be replicated wherever the "travelers" are linked to some collective which may gather locally on occasion of wsf2018 - and this will increase the visibility of the Salvador forum 
    • Another possibility suited also when there is no delegate in Salvador  is the setting up of  a WSF cafe locally outside of Salvador  a place where people congregate during the events days and meet face to face while attending also remotely and making inputs in to or three  activities held  in parallel in Salvador  to give a sense of choice and diversity

 

GIPS WSF group is so far a good place to consider and prepare  1 and 2
