Origin and scope of document.

in Amed inter commission meeting on September 26th 27th, Hamouda, in the name of FSMM12/WSF13 “inter commission group”, invited Gina, Francine, and Pierre, present as active participants in Methodology and Strategy commission to draft a document to be annexed to WSF13 concept notes ( see notes and video of this meeting here http://openfsm.net/projects/ic-extended/icextended-amedvideos-en ).

Scope of the document is to propose a frame for “general facilitation” of WSF process, in the context of 2011-13, taking stock of experience gained in 2009-11 WSF cycle “ Belem to Dakar”. As such, it is to be discussed in Dhaka IC meeting November 23-25th.

This document is proposing ways for:

1/ Stimulating/facilitating WSF process activities and events in the world during 2011-13, and fostering interconnectedness of organizations and movements, which is WSF tool primary usage.

2/ Preparing a highly dialogic WSF13, with relevance for both Arab world and worldwide participants.

The present draft is proposed for discussion in Methodology and Strategy commission, and on general IC list from November 1st.

WSF2009-11 experience and challenges.

Focus on social forum event organizing

WSF process is a tool at service of organizations and movements willing to promote alternative to neo liberal policies, and to develop, inside societal reality, active elements for “another possible world”. WSF process has among its main groups of facilitators: IC member organizations, and organizing committees ( OCs) of social forum events identifying with WSF charter of principles, whatever their scale.

WSF Cycle 2009-11, “from Belem to Dakar”, has shown that “event organizers” had a main role in keeping WSF process active and expanding, by taking the initiative - and taking the political and financial risks -, of organizing tens of events, whether thematic or regional WSF 2010 events, or world event WSF2009 WSF2011.

Since its inception, WSF idea has generated a mix of conceptual fascination, logistical frustration, and a lot of organizational experience.

WSF process events can be to themselves their best promotion, inasmuch they can be spaces and moments where a high intensity of dialogue and cultural experience can take place, and where can occur precious progress in correlated understandings and actions between all kind of actors, building practices and struggles for an alternate world. In this case, the event success spreads desire to replicate an experience “nowhere else found”.

For these reasons, event organizing challenges need to be more in focus of IC, firstly because well perceived events are nurturing desire for WSF process, secondly because former event organizing teams may become part of a worldwide mobilization network, in connection with upcoming events in other areas, scales, or themes.

Considering a community of event organizers

This 2009-11 cycle, “Belem to Dakar”, has shown the interest and necessity to develop, in an horizontal way, connections and cooperation between event organizing committees (OCs) of past, upcoming, and future events. The goals are 1/improve overall quality of events, 2/extend mobilization for events beyond their respective geographical areas to develop interconnectedness and continuity of dialogues, 3/secure the success of world events, that come as a climax every two years.

This implies also that OCs, especially WSF OC, need to become, at least partially, “OCs enlarged on internet”, i-e able to include operationally, through online interactions, some “remote contributors” that are taking responsibility in the event organization, and are also mobilizing towards the event in/from their respective geographical areas.

Clarify role of IC Commissions related to event organizing

In that same period 2009-11, IC commissions, working with a “three meeting by year” rhythm, and so far with a modest online activity ( see annex 3), have shown that they can build IC consensus on middle term orientations of WSF process, and shown they cannot function at the pace of events, and are thus not in condition to operationally support event OCs.

IC Commissions are working mostly during IC in face to face meetings. Stimulating permanent WSF process facilitation requires a more permanent way of working on line, more explicit and inclusive to those who cannot travel to many IC meetings.

2009-11 Trends on Resources, actors, international agenda, extension, social networks

This 2009-11 cycle also shows that donor resources is dwindling, and a higher grade of ownership of the process by its participants is necessary.

Some new ways of relating WSF process to international agenda are being explored (such as making social forums events in view of orienting subsequent “interconnected” participation in upcoming “non forum” major events ( e-g case for Porto Alegre 2012 preparing Rio +20 ).

Also, during this 2009-11 cycle, new type of movements (“indignados”, “occupy wall street”) have appeared which are not standard organizations, and gather a lot of social energy. How could they look to WSF process at local and at general scales, as a relevant place for interconnectedness of organizations and movements?

Extension of social forum events on internet has been practiced in different contexts, enlargement of preparation meetings also, both with stimulation of social forum extend initiative, http://openfsm.net/projects/sfexintercom/project-home.

Social networks have emerged as an important outreach tool that has not been used up to its potentialities inside WSF process.

Proposed Options for 2011-13

New WSF cycle 2011-13, although starting in a different context than the one perceived in Rabat IC meeting in may 2009, is the opportunity to create and explore collectively new forms of “WSF process facilitation” to address challenges perceived or experienced in 2009-11.

Three main proposed options are proposed in this document for IC discussion and decision:

1/ Introduce “Organizing Event exchange spaces” ( OE spaces) in the WSF IC facilitation frame,

2/ Validate “starting points”, for discussions in OE spaces

3/ Update IC commission terms of reference, towards more online operation and OE space facilitation,

These three options propose to face the challenges of sustaining deepening and expanding WSF process, along two orientations:

1/ Staying in line with WSF promoted values: openwork frame, horizontality, free will, consensus building, public cooptation in working teams based on relevance and working ability.

2/ Valuing more centrally the concrete organizing work required to make social forum event happen, which is an invaluable source of knowledge, contacts, and creativity about WSF process.

1 - Introduce OE spaces as a new element in the “WSF facilitation” organization around IC.

OE spaces is a practical implementation of the concept of “exchange space between event organizers” that appeared in Paris evaluation report. http://openfsm.net/projects/ic-methodology/wsf11-evaluation-synthesis

Exchanges would develop from “starting points” proposed by IC discussion (see point 2).

OE space, ( OE is acronym for Organizing Event ), is a set of open horizontal spaces, focused on experience interchange between former, upcoming, and future social forum event organizers, with aim to support upcoming and future events in various ways, focusing on concrete participatory and high quality implementation.

“OE space” focus can be either the main political facilitation (initiative –mobilization – agglutination – assemblies, final moment), or the more logistical aspects that are key to make the event a perceived success (culture inclusion, extension, media, website, interpretation, logistics).

A community of varied scale social forum event organizers,

To start with, bigger event OCs can be invited to participate

OE spaces would also be open to actors that have specific relevance on certain issues (interpreters, cultural activists, journalists networks..) and to smaller events OCs, inasmuch these events are visible online somehow and explicit there relation to WSF charter of principles.

Assuming three people participating per social forum event OC,, that are not currently IC or commission participants, that would bring into “core WSF facilitation” another 50 people that have “hands on” experience of organizing events. Core OC teams are generally more than 3 people, so this leaves space for including more people.

Practical expectations about the exchanges taking place in OE spaces

a/ Maintain or include in the “core WSF facilitation dynamics” many events organizers of a diversity of themes and scales and areas, reinforcing their ownership of process, sustaining their desire to organize again events where they have already organized former ones, and improving their implementation.

b/ Be helpful to upcoming events OCs with ideas, advices, volunteers, resources, participation etc.. Reclaim experience of many 2009-11 events –Express lessons learned in organizing events - developing in a practical way, and with a diversity of cases what is being indicated in “guiding principles for organizing events”(GPOE).

c/ Be helpful in mobilizing for upcoming events worldwide ( mobilizing for direct participation into the event and also for extended participation, which is not draining resources and is fostering local organizing that is paving the way for a next event locally (see part a/).

 d/ Create opportunities for concrete contributions to OCs(with a major importance given to FSMM12 WSF13)., from OE spaces participants coming from other OCs or IC commissions   It can be noted that many organizing activities can be done or co-prepared remotely (mobilization, agglutination, media, website, extension, interpretation, …) 

This mechanism for finding working partners is based on mutual will, and at the initiative of OCs (This implies also breaking the distance barrier, and developing practice of enlarging on internet face to face OC meetings, and their related commissions meetings, it is the theme of “OC enlargement on internet”).

e/ Foster discussion and information inside the OCs, since more people from OCs can benefit from the richness of “WSF facilitation discussion” through their respective participation in OE space discussions.

f/ Contribute to Galiza event in September 2012, as a great opportunity to stimulate OE space on line exchanges with face to face encounters. If these are prepared on line and followed up on line, they can be much more productive.

2 - Validate in IC “OE guiding principles version 2” and starting thematic discussions for OE spaces.

“starting points”, or “references” for those exchanges in OE spaces can be reviewed in IC discussion, along with the discussion on adopting “GPOE 2”.

3 – Update Commission generic TOR on facilitation of OE spaces and on line activity frame.

IC Commissions have terms of reference, and a working plan with ad hoc groups taking tasks that are either self defined in the commission or assigned in ic plenary. They discuss also to prepare proposals back in IC plenary.

IC Commissions work around IC meetings three times a year, with “one time participants” popping in and seldom active on line afterwards. Actual work relies on core team of people that are interested in WSF, have possibility to come often to face to face meetings, and are willing to devote time one line. Commission ability to include more people, in a continuous and open frame of work, needs to be enhanced.

It is proposed that, in each commission, a facilitation group maintain an online work space, giving visibility and a synthesis to accumulated discussions, and stimulating online working practices among participants.

Commission role would also include facilitation of discussion in OE space (outreach and stimulation of agenda), and addressing transverse and middle term issues that are useful to interlink the various thematic discussions OE spaces (see annexes). Facilitation includes also outreaching for OE spaces participation.

An explicit time for meeting about inter commission / OE space should be systematically reserved in IC meetings agenda.

Expected effects of proposed frame for operation of IC commissions

This renewed frame of WSF IC facilitation is giving more importance to event organizing, and is including new participants, on line, and through development of “enlarged OC practices”, and of “extension of events”.

Expected outcomes are the following:

a/ On line activity In commissions may be stimulated by enlargement and memory of face to face meeting (such as Amed meeting recently) lowering the distance barrier.

b/ if there are more events than IC meetings!) and OE spaces facilitation may be stimulating commission facilitation.

c/ Discussions around IC may be more clearly separating contexts for generic considerations and tasks (commissions) and contexts for concrete tasks and circumstances, with responsibilities to be taken, in a given time frame, for a given event ( OE spaces).

d/ OE space participants may want to participate in some commission to take a broader view at WSF process.

e/ Joint facilitation of OE spaces and online publishing of discussion and outcome document in commission online space and reserved agenda slots will make inter commission communication more active.

Annex 1 scenario for starting OE spaces and first expected outcomes

Outreach for OE space participants

Outreach for those 50 person ( see above) is a task for IC commissions and 2012 event organizers alike, since these new OE space participants can be resources for the dynamics of their particular event process.

OE spaces will be also an asset for Galiza event, focused on the forum idea, which has the experience Alegre 2010 “10 years of WSF seminar” to reclaim and go beyond.

Operation of OE spaces - Concrete environment of OE spaces- number of spaces

Start will be progressive, inside a shared global vision. Review of starting points in IC will help the start.

Some spaces can start early because there are motivated participants, others because WSF OC expects concrete supports coming from this space.

Discussions on mailing list of each OE space will be held with the perspective of possibly “landing” into concrete action on occasion of the next upcoming event, inasmuch the OC of this event is open to suggestion and cooperation.

The reason for using  number is that the exact name, and thus scope of OE spaces and mailing list can be refined and evolve in time – they will be starting with what will get out of IC review in Dhaka meeting.

Participation in OE spaces is global: People can subscribe to other OE space themes than the one they have direct responsibility on during their event. They will be better informed and this increases the relevance of the OE space community. Also, there is the Agora space which can be a preliminary step for general discussions,  before going on IC list.

Dimension of participation to OE spaces - Local organizing stimulated by extension of events

Expected outcomes from OE spaces participation have been listed in the option 1 description.

Participation in OE spaces is not just a matter of “give advice in mailing list” : it can become “travel to other event place to support”, or “be included as remote contributor into an enlarged OC”, or “ mobilize locally for setting up local activities and distance encounter activities in an extended event”. This latter form is nurturing perspective of a next event locally .

Cooptation of some active OE spaces participants in enlarged OCs

This is done on a case by case basis, through dynamics of discussion in the various OE spaces. OCs are autonomous and can decide who to co-opt from OE spaces and commission, to be part of their own operational working groups.

Some people can travel and join the OC team on the venue location, and there is another relevant possibility of including remote participants: remote contribution to OC ( which can be relevant in many areas:  media website interpretation, culture , agglutination, mobilization…. )  The main requisite for a successful remote contribution is  that OCs develop “practices of enlargement on internet”, allowing to lower distance barrier.

These practices are : have systematically meeting including remote working team member through audio/video chat, video stream larger meeting for remote contributor to know who is who and what is the general tone and dynamics and concerns inside the OC they contribute to etc…

WSF event preparation dimension

“WSF13 build up” will be of course a main topic in the OE space discussions, and OE spaces are expected to be useful for FSMM12/WSF13 OCs, inasmuch the OCs develop practice of enlarged operation from Tunis and then from WSF13 location. In Tunis two meeting have already been enlarged so far.(@)

Inclusivity of OE spaces to smaller events

The OE space frame proposed is open like IC commission: smaller event organizers can participate in it. A public criteria for participation can be proposed: show something on line which explicit in an accountable way their event and their relation to WSF Charter of principles , and Guiding principles for organizing events.

Interpretation and translation in OE spaces discussion

The multi-linguistic challenge in OE space is the same as for IC commissions: inasmuch operation of OE space is attractive to volunteer interpreters, some interpretation or written translation project can be set up.

Difference of focus and rhythm between IC commission and OE spaces

OE spaces are focused on concrete accumulation and socialization of experience of organizing social forum events. They work on a middle term perspective, with a concrete potential deadline for each upcoming event ( 30+ events in 2010).

IC commission are focused on tasks related to IC operation as a wsf process facilitating body, such as generic policies about WSF or ad hoc problems raised in IC plenaries - They work on a middle term perspective at the pace of three IC meetings a year.

Role of Guiding principles document and  starting points for thematic OE space discussions

The following paragraphs are inspired by discussions in Amed and GPOE document. They are submitted for discussion in Dhaka IC to be proposed as starting points by OE space facilitators ( who are commission participants see annex 3) .

The general assumption is that a lot have been conceptually said and tried, more than wished in poor logistical conditions, or too late. A lot of timely and early work is needed mainly implement things properly: registration – extended participation – agglutination – assemblies – evaluation etc...

In each section,  there is a paragraph starting with “WSF13. It give ideas more specific to FSMM Galiza WSF event triptych that emerged from Amed,  to which Porto Alegre could be added ( see chronogram part 4) .

Concept note-& initiative : ( GPOE part 5)

What is the starting story what are the lessons learned about creating a core team, making a concept note and presenting it to stakeholders choosing a place and a focus and finding supports? Make out the self organized part and the co organized relative weigh in the event – and comment their respective weight – what are the outcomes expected of the vent by their organizers.

WSF13 : describe Galiza and FSMM12 WSF13 stakeholders, explicit option of extension of WSF13 and maybe Galiza –detect and address potential synergies or competition for funders (relation with resources commission, relation with mobilization and agglutination), clarify co organized activity weight in the events .

OC organization volunteers evaluation ( GPOE part 5, 6 & 15 )

How to start a OC and make it grow, how to split responsibilities, how to find volunteer energy?; how to get staff person lent by organizations, and task how to self evaluate ? How to include remote contributors?

WSF13 : explicit FSMM – Galiza – WSF13 option on organizing OC and look for ways to include reliable contributors from all over the world - How Tunis FSMM2012 experience can be wholly transmitted to another location – Develop Enlarged OC allowing inclusion of people who are not in the future venue city and WSF13 a truly world organized social forum. Experiment with methodology commission  a first  practice of OC evaluation  prior to FSMM12 and WSF13

Mobilization & communication : ( GPOE part 1,2 & 11)

This comes in the frame defined by the “concept note” of the various event ( above) .

Define new actors to be approached and presented forum project - Exchange on how to attract them, exchange on how to simulate past event networks to get direct or extended participation in the event – Discuss role of thematic - Comment on the implementation of slogan Mobilize to communicate – communicate to mobilize - Discuss extended mobilization, Mobilization and preparation activities (eg PA in USSF process) 

WSF13 : How to make Galiza a vast event organizer gathering ( through direct and extended participation, beyond what was done in Porto Alegre 2010,– WSF13 Discuss preparation activities throughout Maghreb Mashrek and the world – invite ex OCs to simulate preparation activities in their region. Discuss extended mobilization

Agglutination and relations with other events : ( GPOE part 8 &14 )

Outreach to teams willing to facilitate agglutination along certain axes / themes or other logics – Discuss concretely by event - Reclaim experience of Belem agglutination - Diversity of axes/themes – Discuss the agglutination criteria / axes - Check that website is friendly to agglutination and allow self merging of activities- try to propose continuity with earlier or future activities in other events, using extended participation.

WSF-13 : Galiza – what can be self organized activities in this specific event? What can be agglutination? WSF13 Create a working facilitation scheme for agglutination , early enough Improve on Belem experience.!

Assemblies, Outcomes & final day– ( GPOE part 9)

Discuss how assemblies can be announced early, how they can agglutinate, how they can appear on line and stay one line after forum event final day - – issue of visibility of outcomes of activities and assemblies - Discuss form of the final moment -How to stimulate follow up of past activities into the activities of this forum.

WSF13 : Early process of assemblies, registration visibilities, discussion with assembly facilitators on what kind of assembly  they intend to do. After assemblies Challenge is to make a successful final moment for the first time in wsf history

Logistics and venue ( GPOE part 3)

What are the requisites of WSF process in term of physical and on line spaces for an event? - How to prepare and use the spaces? Random location of actvities or spaces attributed by themes? Ideas to cut down on logistical costs and comply with Guiding principles recommendation about venue.

WSF13: reclaim practical experiences and take into account lessons learned. Include the logistic requirement for internet connectivity in the frame of WSF13 extended

Media ( GPOE part 11)

How to foster cooperation between independent media?, how to influence mainstream media? Network of friendly journalists in Arab world may be a reality given the situation?

WSF13: Role of WFMF held during rio +20 in stimulating media coverage ? Use properly existing tools and networks – include social media activist as early as possible?  Give visibility on internet infrastructure as early as possible.

Extension and enlargement ( GPOE part 7, 13 & 14)

What is extension of an event?,- what is enlargement of OC operation?,- How to create an extension team, how to make extended mobilization, assemble extended program?,- What is needed for extension logistics in the central venue? How to include extended participation in activities and assemblies?- Discuss how extension is decided , presented, organized, simulated - Address relation to former and upcoming activities through cross participation – Role of Social forum extended initiative.

WSF13: develop enlarged OC practices, announce extension of Galiza and or WSF13 as early as possible. Intimately combine mobilization and communication for both direct and extended participation. Prepare timely extension of WSF13 in all its dimensions.

Website Memory and methodology ( GPOE part  8,11 & 13)

How to reflect WSF methodology in the website beyond simple information – make the site participatory an effective for agglutination memory extension mobilization etc using web1.0 or 2;0 techniques adapting to various levels of internet access – Reclaim experience of past websites - On line preparation and on line follow up - self edited memory using registration forms – paid volunteer work.

Wf13 : Develop timely WSF13 website with relevant functionalities  for direct and extended participation,  self agglutination,  self edition of links and memory , and develop timely a team for operating it relating proactively with all OC working groups.

Interpretation ( GPOE part 10)

Start and develop “interpretation working group” in an event, dimensioning the tasks, finding the interpreters, linking with program group etc.. including politically and professionally interpreters - Paid and volunteer work – Equipment - there is an accumulated experience ( GPOE part xx).

WSF13 : prepare timely inside a interpretation working group, combining many constraints.

Activities and culture ( GPOE part 12)

Discuss how culture and popular education practices can be included in the dialogic activity, foster participatory format in self organized activities, foster cooperation between cultural activists and organizations – ( GPOE part xx).

WSF13 : stimulate timely resource center with cultural activists ready to cooperate with activity organizers.

Some transversal issues-

Themes of OE spaces themes are a choice as any organizing committee has to make a task split up between its members - Of course reality of organizing events is global. Once the choice is made, some transversal issues can be addressed in several OE spaces. Commissions participants facilitating OE spaces can care about avoiding replications or redundancies.

Themes/axes for categorizing activities  ( GPOE part 5 & 8)

Theming can be a main decision in a thematic event, and in a poly-thematic event build up of a general event (as is announced for WSF13). Theming is a box where to place a self organized ativity, is it relevant for agglutination? - Some say theming can play a role in mobilization, and also it can be tool/frame in facilitation of agglutination and a display category in website design.

There is a Strategy commission working group this that can make sure the issue is developed in a pragmatic way, in one or more OE spaces, and in relation with interested OCs (OE space of Conceptnote, Mobilization, Agglutination can contribute) http://openfsm.net/projects/thematic-axes/project-home

Consultation on themes raised 4000 answers in 2005 , the figure dwindled to 200 in Dakar – some updates on the 10 main themes are been made and other proposed.

Relations between forum processes ( GPOE part 14)

Political dimensions or Relations between processes which are autonomous , while considering also scales and thematic – How to develop Cooperation between processes for extended mobilization in one event - How to ensure improve continuity of dialogues and activities between one event and another.

There is a Methodology commission working group about this that can make sure the issue is developed in a pragmatic way, in one or more OE spaces, and in relation with interested OCs (OE spaces of agglutination, assemblies, extension can contribute) . http://openfsm.net/projects/ic-methodology/metcom-intercomentreeventos

Process Sustainability - self financing  ( GPOE part 4)

A Workable plan could be to identify facilitation groups taking care of on line activity and also IC activity -and share views between facilitating groups about way to operate on line

Each facilitating group could invite commission participants to register in OE spaces where they feel expertise or interest and outreach for OC people with corresponding experience – Some facilitators could be appointed for each OE space where the commissions feel relevant to participate.

People who act as facilitators in an OE space, in relation with a given commission, should report regularly OE space activity in their commission.

OE space Facilitators appointed by various commission are invited to work together and form a “OE space facilitating group” – some IC members are also organizers of events so organizing event experience will be present in the OE space facilitating groups.

The co facilitation of OE spaces can help inter commission dialogue.

Communication commission

A draft note is expected from Mallory and Thais it will be discussed in commission then in IC.

Communication commission is in low activity mode recently –there is a leftover of budget that will be assigned to some tasks- OE spaces can be an opportunity to work in closer relation with EOCs - Also the development of extension and enlargement practices is on going.

Expansion commission

Expectation of proposed frame for commission operation

This frame of facilitation is giving importance to event organizing and is including new participants on line and through development of “enlarged OC practices” and “ extension of events”

Expected outcomes are the following :

On line activity In commissions may be stimulated by enlargement and memory of presential meeting (such as amed meeting recently) lowering the distance barrier.

Commission may be stimulated at the pace of events (if there are more events than IC meetings ! ) and OE spaces facilitation may be stimulating commission facilitation.

Discussion may be more clearly separating generic considerations and concrete event circumstances with responsibilities to be taken in a given time frame.

Conversely it is expected that OE space participants may want to participate in some commission to take a broader view at WSF process.

Co facilitation of OE spaces and online publishing of discussion and outcome document in commission online space and reserved agenda slots will make inter commission communication more active.

Causal sequence is 1 > 2 > 3.

Layer /step 1 - IC commissions have a transversal and facilitating role of OE spaces referring to document “ guiding principles for organizing events and make adhoc working groups – they outreach to past event OC to start OE space discussions.

 Layer /step 2 - working groups OE spaces have a networking role between events and make proposals to upcoming events OC, and can also be relay of mobilization for upcoming events.

Layer 3/step 3 Upcoming Event OC participates in OE space through a group of people, up to 10 depending on the size of the event, on order to get ideas and foster cooperation and international mobilization for their event – They can include international members in their working groups –this is made easier by practice of enlarging preparation meetings etc.
