WSF 11 evaluation - Narrative about answers to Question 5 on Recommendations


 

WSF 2011 evaluation questionnaires 25 actores and 75 inputs: from Wishes about Event to Recommendations about Process

 

Here comes a synthesis after review of 25 answers to question 5.

First and foremost 25 answers is a very low figure, reflection of a late start and lack of interest three months after the event.

If the feedback on participation had been included in the website registration form, and had been requested two or three times, just after the event, probably 1000 answers would have been received from the 7000 web registered participants.

On this tiny sample of 25 the diversity is wide. Some inputs are made from the point of view of a plain participants, other are given as part of a WSF internal facilitation working plan.
Some are plain Wishes about the event or the process, which do not include “how to”, just express an expectation, Other are recommendations inasmuch they associate a goal and a way to get there.

Some take a step back, and look at the entire process, making WSF2011 one element in a now more continuous and global process, and focusing on the notions of intercommunication and facilitation.

 

Hence the plan of this synthesis narrative :

1-Wishes about the event

Wishes are wishes, and will remain wishes unless there is a certain level of ownership and self empowerment and collective organization, about facilitating the event and process. That is what IC might have a contribution.

Specific wishes about content, about space given to certain actors about participant comfort

    2 -Recommendations on event

    There is proposals on “how to”, more or less generally and concretely presented, and not necessarily clearly related to an explicit goal that would be a part of a “WSF facilitation strategy”, which remains to be discussed. Some are clearly limited to main WSF event, other might apply to general WSF process, seen as a sequence of events.

    Finding popular communities able to host a global event and to give back to them on event and local context, not linked to WSF2011 specifically

    Developing and operating a event website supporting agglutination and convergence facilitation.

    The basic logistical problems encountered in wsf2011 have somehow concealed the limitations of the event website in supporting agglutination and convergences, starting a few months before the event. The website should reflect a clear methodology of convergence facilitation about assemblies, (there were differing views in November IC about when and how to register assemblies).

    Developing extension of the event with better tools.

    Extension faced logistical limitation in wsf2011 but grew in visibility and acceptance from Belem
    Case is that WSF2011 event website did not support people, willing to enlarge their activities in Dakar, in informing their networks and others about this, and no “way around” could be found.

     Also WSf2011 website did not allow people willing to organize distance encounter or local activities to make them visible in the website as a specific category of activities included in WSF dynamics (as wef-palestine website does) . The manual solution adopted in replacement for this absence had indeed limitations.

    Anticipate, include, and have a plan B.

    Situation endured in wsf2011 has led local actors to make inputs on time management for preparation of the event, on inclusiveness, i-e capacity to involve many people in co owning the event and taking charge for practical tasks.

    Control and support local organizing committee.

    This view implies that there are operational actors willing and able to control and support the local committee! This has to do with nature of IC related bodies (commissions, working groups ): are they able or willing to share responsibilities? Is it possible to work at a distance with a few link persons on the spot?

    It depends also whether OC is considering “its” event as part of a commonly owned sequence of other events

    3 -Questioning role and governance of IC

    What is questioned implicitly here is both decisions making processes and quality of implementation of decisions taken in the field of “WSF process facilitation”. A major component is quality of organizing of events.

     

    Recommendations about IC operation governance, and criteria of accountability: IC is deciding where the forum will be, and at the same time, is not able to guarantee a level of quality in preparation and execution. Inadequate logistics may lead to poor political quality and discouragement of participants.

    IC is a body that meets two or three times a year, and solicit some working groups a few weeks before those meetings Can there be more permanent operating bodies, acting on issues of “WSF process facilitation”, in relation to IC guidance on strategy and methodology guidelines. Commissions are supposed not to be operative bodies, and are functionally segmented. So, …. who can help in implementing WSF facilitation strategy

    4 – Looking at WSF process at large as sequence of events

    Seeing WSF as process, entails now seeing WSF event as one event, included in a continuous series of events abiding by Charter of principles. Vocabulary need adaptation to this evolution

     This view gives less importance to the logistical mishap of WSf2011 event, and is focused on strengthening cooperation between event organizers and participants. It would be important to disseminate the view of WSF process as this sequence of events, and to offer permanent possibilities for volunteering in facilitating various aspects of it.

    This new stage of process development requires giving strategic continuity to dialogic processes at the heart of WSF agglutination process through a series of events.

    Exchanges between participants in those events need to be stimulated and cared about, with respect to charter of principles, and this can be done through mutual extended paticipation in each others event.

    If ownership of WSF process is high enough, there should be enough organizations interested in getting involved in permanent process/event operative “WSF facilitation initiatives”.
    Getting to WSF self sustainability and wide ownership is a political and stategical goal “FOR” WSF. It implies that facilitation tasks are deemed an “interesting” part of “WSF participant identity “ in enough participants view. This is a strategic issue for advancement of WSF process. As such it that can be assessed in Strategy commission.

    Collective acting and learning for WSF facilitation inside those initiatives may bring experience and solidarity and provide strong inclusion and motivation and change drivers.

     Individual/institutionnal Involvement in the initiatives may be varying with the respective local agenda ( i-e greater when there is a local event, weaker otherwise), and, beyond a critical size of a WSF facilitation group, this flutuation is compensated by diversity of actors and events in WSF calendar.

    Transversal mutual cooperation in permanent “service/facilitation” initiatives, each cared about by one or various IC commissions, can be an alternative to a request of reinforcement of central WSF Office / secretariat/Liaison Group,

    5 – Looking at  WSF process communication processes and related tools

     

    A permanent WSF process is linking and aggregating actors through permanent inter communication processes that may require to be facilitated

    Inter Communication is a vital field for WSF advancement and it can be described in terms of communicational processes , each requiring some facilitation. The facilitation tasks could be sustained through a diversity of permanent “WSF facilitation initiatives”, with IC guidelines about how these initiatives could be started and operating.

    A WSF facilitation group on Event web sites can converge around a series of features tuned with the WSF methodological experience, through copy/edit/recycling. Some other transversal groups can sustain spaces giving focus on local to local intercommunication.

    Usage of permanent internet communication tools is of strategic importance to limit the geographical and linguistic dispersion of actors. Permanency implies either a strong central secretariat of vivid facilitating groups.

WSF has become a sequence of events, a permanent WSF calendar with a global event from time to time. Relevant focus so far is in 2011-2012 process, which will naturally inspire and prepare the 2013 event. 8
