WSF has become a sequence of events, a permanent WSF calendar with a global event from time to time. Then, at the entrance of each building, I would put up a large panel and one employee, and people can register the location/time of their activities then and there with that person. The interest is that people who want to know about, say, migrations, always will know to go to the "migration zone". In addition, it would make more sense to identify the points of interest to participants and distribute things there rather than elsewhere: participants will probably need local copy-shops, restaurants, drinks, and seating.

Instead of promising enough materials for all the persons present, promise to leave one copy of every document, etc with every copy-shop, and let that person sell photocopies (printed on demand) to those who go there.

Instead of promising tents and chairs, make it so that proof of registration entitles one to X chairs, or a rug, or whatever, to be picked up at a specific central point and taken to the specific places where people have set up.

Instead of promising programs and then being late printing them, hang the list of available rooms at the entrance of a building, let participants fill their activities in, and then copy or type that list the evening before, to be ready for distribution by the next day. This would have the added benefit of encouraging participants to organise more when there are empty rooms.

In Dakar, the university was surrounded by areas full of junk. It would have been nice had the FSM people actually flocked together to clean this up as part of their FSM participation, or something like this that provides a tangible benefit to the community. It might also have smoothed relations with the administration.

An initiative group "WSF Lexicon", facilitated by Methodology and communication commission could be set up, which would intends to promote / disseminate a list of commented notions expressing the WSF process methodological reality in directed to event organizers and participants in general. The choice and definition of these notions can be agreed within the group or made in the words of various sensitivities present in the group if there is insufficient consensus. The group would be ready to respond to questions and comments about "their" WSF lexicon. The existence of such a group would allow many participants to deepen their understanding of the forum. The dissemination could be accelerated by regular news from "WSF Lexicon" initiative in the WSF Buletim.

This would be another area of shared initiative of Communication and Methodology commissions since much of the methodology of an event is expressed through the website.

In continuation of the “guide lines for organizing WSF events” paper adopted in Copenhagen, it is intended to share with event organizers 2011 2013, including 2013 wsf, a number of methodological and technical considerations about what is expected from a event website in term of functionality of the site, and of its mode of operation with the committee's responsibility and openness to external cooperations) .

Here is a list of criteria relating to the event site, proposed in August 2010 the organizing committee of fsm2011 / could be an initial input in an initiative about event site open organizers of WSF Calendar event.

WSF process would need to be relieved from the tiresome scenario of organizing committees sometimes closed and often not very experienced in organizing large events, and ending, despite efforts, by offering a frustrating "event forum experience " to forum participants; whether experienced or new.

In terms of organizational performance and quality, social forum is not an international corporation, and we would want to develop a scenario of permanent co-production of the process forum facilitation by its own participants.

A way to go, in coherence with the forum culture and , could be to stimulate “ shared facilitation initiatives for the WSF process”, in which actors invest in WSF process because they think it is useful, since forum is a good tool, in general, and for their own agendas.

The permanence of initiatives allows the accumulation of experience and transmission between event organizers. Shared Coverage initiatives or extended social forum initiatives already exist with regulation by communication commission.

Recommendations 1 and 2 : initiative WSF Lexicon "or" WSF events sites "would also be initiatives of this nature, provided by 2 IC commissions. In the frame of a permanent flux of event in WSF calendar, organizers of future events can be trained inside these initiatives and adapt best practices in events before their own.Furthermore, as they have been able to cooperate with prior event organizers, they would consent more easily to share their tasks with people from anterior and posterior events.

Facilitation initiatives become “distance cooperation and intercommunication schools” This should improve the transfer of experience between event organizers without necessity of a central specialized team.

“WSF facilitation initiatives” can also be named “collective facilitators”, they are spaces of cooperation and exchange between groups of people performing facilitation tasks "to the benefit of" WSF process in one dimension / area of this process.

A new element in the WSF facilitation scheme: collective initiative“ to the benefit of” WSF

IC is a heavyweight facilitating entity for WSF process. In 2003, IC opened 5 commissions to include new actors. Now in 2011, it would be relevant that IC reflect on some guiding principles for such WSF facilitation initiatives, for which commission can have an orientating role.

Inasmuch these initiatives claim to offer support to all participants, pro WSF facilitation initiatives,annot be standard organizations, and stay as “facilitation spaces”, to the benefit of forum progress, supported by organizations.

Facilitation initiatives and their respective strategies “for” WSF Each of these initiatives, and they may be varied, can define its strategy, inspired by the discussions in the IC and commissions Logically one can speak of " strategies of collective facilitator for the advancement of WSF" Facilitation made by commissions, which turn into places where information from various facilitation spaces is combined, can maintain consistency.

Methodology commission can assess relevancy of each initiative. Strategy Commission can put in perspective these strategies and comment them, as this commission states in paragraph 1 of its terms of reference, that "the SC discusses strategies" for "IC and WSF, that is facilitation strategies. Visibility of facilitation initiatives in WFS Bulletin WSF bulletin could open a news item giving news of facilitation initiatives for the WSF

That would value the importance of the "facilitating" task in WSF process, bet they outside or between events, or be they accompanying event organizing committees.

The idea demonstrated by these groups is that "all of us participants can be somehow facilitators for WSF!"

Interchange between commissions to start and maintain facilitation initiatives

IC commissions can lead by example by facilitating a series of facilitation initiative. To promote contacts between IC commissions that could lead to emergence of shared WSF facilitation initiatives, it would be good to include on the agenda of IC meetings moments of “exchange of "ambassadors" between commissions. (each commission meetings have a plenary time and then a cross commission time when it exchanges views with "ambassadors" sent from the others commissions, while it sends his ambassadors to the other four commissions.

The "extension" of an event is about stimulating concretization of extended activities of any kind (local activities outside the event main venue, or distance encounters, or enlarged activities for remote participation) . It is about promoting extension from the beginning, in various aspects of organization and mobilization: "enlarge" the organizational meetings in the event's central location, communicate extention of the event to those in the central venue, to those who will come, those who cannot come, and to the organizers of previous events in the WSF calendar.

With the extension, relationships between processes / Events of WSF Calendar 2011 2012 can be encouraged in coherence with Charter of Principles,i-e through distance contacts via extended activities decentralized and self-organized by a variety of groups present at the time of each event.

This allows to give strategic continuity to dialogic process from an event to another, even though the centric participants, - those who re attending the central venues - are not the same.

Note: it seems important to clarify the relative use of words WSF Events Calendar and WSF agenda : one would be for WSF events, that is organized according to the charter, and the other to list actions and events promoted by organizations participating in the forum process, with some guarantees of civil society autonomy.

Lors de débats, il a été reproché aux organisateurs du forum que l'inscription était payante, alors que le FSM prône l'égalité ect, et j'étais d'accord avec les sénégalais, qui n'ont pas v raiment les moyens de payer 10 euros l'inscription! (6000FCFA!), donc sur le principe je recommanderai que l'entrée au FSM soit gratuite pour les Sénégalais, ou tout du moins pour les habitants de Dakar et alentours. Car les débats les concernent tout autant que les européens. Lorsqu'un FSM a lieu dans tel pays, il faut une réelle communication auprès des habitants, qui peuvent venir gratuitement, parce que je me souviens au Sénégal, beaucoup d'habitants de quartiers éloignés (Pikine)ne savaient pas ce qu'était le FSM.

De plus, il faudrait une meilleure organisation au niveau des conférences mises en place, plus d'information auprès des participants.

Si queremos que el Foro siga contribuyendo a la articulación de los movimientos sociales de todo el mundo y a sus luchas, serían otros tres puntos. (Habrá tiempo todavía para que el Foro sea ese espacio?)Para que el Foro logre ser ese espacio, las sugerencias serían:

(25 ES COMPA 1) Revisar el sentido que tiene el Foro para las luchas de los verdaderos movimientos sociales en la actualidad, y garantizar presencia de los movimientos sociales de base.

(25 ES COMPA 2) Revisar la composición de las estructuras que deciden los sentidos del Foro y el funcionamiento de esas estructuras. ¿Es un espacio de diálogo entre todos y todas o es un espacio dominado por la supuesta representatividad, a la usanza de modelos que criticamos en los debates.

(25 ES COMPA 3) Abrir a lo interno del proceso con valentía debates que se evitan, relacionados con exclusiones, dominaciones, intereses de organizaciones determinadas, finanzas del Foro, en fin, hace falta bañar al Foro con debates que atraviesan en silencio todo su desarrollo.

¿Para el siguiente EVENTO FSM? Parece con esta pregunta que el proceso FSM seria solamente el próximo evento en dos anos. El FSM se ha vuelto una secuencia de eventos, un calendario FSM permanente con un evento mundial cada cierto tiempo. De momento enfocamos en proceso 2011-2012, que va naturalmente inspirar y preparar el evento 2013.

(8 ES Caritas france 1 ) Recomendación 1 – iniciar y sostener una iniciativa de facilitación “LexicoFSM”

Se trata de mantener y diseminar para discusión en el universo FSM un léxico metodológico FSM abarcando nociones clásicas y nociones emergiendo en el proceso La meta es intensificar la apropiación del proceso por parte de participante interesados en

facilitarlo de una diversidad de maneras. Se podría montar un grupo de iniciativa “ LexicoFSM”, facilitado por las comisiones Metodología y comunicación, que se proponga de promover /diseminar una lista de nociones comentadas expresando la realidad metodológica del proceso FSM hacia organizadores de eventos y los participantes en general.

La selección y definición de estas nociones puede ser consensuada en el grupo o hacerse en las palabras de varias sensibilidades presentes en el grupo si no hay suficiente consenso. El grupo quedaría listo a responder a preguntas y comentarios sobre “su” lexicoFSM.La existencia de un tal grupo permitiría a muchos participantes a profundizar su comprensión del proceso foro. La diseminación podría ser acelerada que daría noticias regulares de “LexicoFSM” en el Buletim FSM.

Se trata de Diseminar recomendaciones y cooperaciones sobre el diseño y la operación de los sitios de evento foro listados en el calendario FSM Esto sería otra espacio de iniciativa compartida de comisiones Comunicación y Metodología puesto que mucho de la metodología de un evento se expresa a través del sitio internet.

En prolongación del documento de “líneas guías para organizar eventos FSM” adoptado en Copenhague, se trata de compartir con los organizadores de eventos 2011 2013, incluyendo los del FSM 2013, una serie de consideraciones metodológicas y técnicas sobre lo que se espera de un sitio web de evento en termino de funcionalidades del sitio, y de su modo de operación con responsabilidad del comité y apertura a las cooperaciones externas)

Aquí está una lista de criterios relativo al sitio de evento, propuesta en agosto 2010 al comité organizador de fsm2011. (8 ES Caritas france 3 ) Recomendación 3 : Desarrollar “iniciativas( de facilitación para el) FSM” permanentes y abiertas, co facilitadas bajo regulación de comisiones del CI

, para una auto capacitación colectiva y para un mejor proceso Quisieramos salir del escenario de comités organizadores a veces cerrados, y más veces pocos experimentados en organizar grandes eventos, y pudiendo terminar, a pesar de esfuerzos, ofreciendo una “experiencia de evento foro” frustrante, a participantes, sean ellos experimentados y frustrados, o nuevos y igualmente frustrados,

En términos de performancia y calidad organizativa, el foro social no es una corporación internacional y queríamos desarrollar un escenario de coproducción permanente de la facilitación del proceso foro por sus propios participantes. Una vía coherente con la propuesta del foro parece ser la de estimular “iniciativas compartidas (de facilitación para el proceso ) FSM” donde actores invierten en el proceso FSM porque piensan que es útil hacerlo puesto que el foro es una buena herramienta, en general, y para sus agendas propias

La permanencia de las iniciativas permite el acumulo de experiencia y la transmisión entre organizadores de eventos. Ya existen iniciativas de cobertura compartida o foro social extendido facilitada por la comisión comunicación. Las recomendaciones 1 y 2 : iniciativa “Lexico FSM” o “sitios eventos FSM” serian iniciativas de este índole esta vez co reguladas por dos comisiones del CI.

En el marco de un flujo permanente de eventos en el calendario FSM, los organizadores de futuros eventos pueden capacitarse dentro de estas ”iniciativas para el FSM” y inspirarse de buenas prácticas en eventos anteriores a los suyos. Además, como ellos han podido colaborar con organizadores de eventos anteriores, ellos aceptarían mas fácilmente compartir sus tareas con personas de eventos anteriores y posteriores.

Las iniciativas de facilitación se vuelven “escuelas de cooperación e intercomunicación a distancia” . Esto debería mejorar la transferencia de experiencia entre organizadores de eventos, sin necesidad de equipo central especializado. Las “iniciativas de facilitación FSM” se pueden también llamar de “facilitadores colectivos”, o sea espacios de cooperación e intercambio entre grupos de personas haciendo tareas de facilitación “para” el proceso FSM en una misma dimensión/area de este proceso.

Un nuevo elemento en el dispositivo de facilitación “para” el FSM

El CI es una entidad facilitadora de mucho peso para el proceso FSM. En 2003 CI abrió las 5 comisiones para incluir nuevos actores. Ahora en 2011 podría ser relevante que CI refeccionaria en algunas reglas básicas para guiar tales iniciativas de facilitación FSM, para las cuales comisiones pueden tener una influencia orientadora

En la medida que estas iniciativas pretenden ofrecer un apoyo a todos los participantes, las iniciativas de facilitación para el FSM no pueden ser organizaciones comúnes y corrientes, y se quedan como espacios de facilitación “para” el progreso del foro, apoyados por organizaciones.Iniciativas de facilitación y sus estrategias “para” el FSM

Cada uno de estas iniciativas, y puede haber diversidad de ellas- puede definir su estrategia inspirándose de las discusiones en el CI y comisiones. Lógicamente se puede hablar de ”estrategias de facilitadores colectivos para el progreso del FSM”,

La facilitación hecha por las comisiones, quienes vienen a ser lugares de combinación de informaciones relativas a varios espacios de facilitación, permite mantener coherencia

La comisión metodología puede evaluar la relevancia de tal o tal iniciativa y de sus propuestas La comisión Estrategia puede poner en perspectiva estas estrategias y comentarlas, ya que esta comisión tiene en el punto 1 de sus términos de referencia “la CE discute del conjunto de estrategias “para” el CI y el FSM”, o sea incluye estrategias de facilitación.

Visibilidad de iniciativas de facilitación en el boletín FSM

En el boletín FSM se podría abrir un rubro de noticias sobre iniciativas de facilitación en el FSM Eso permitiría valorizar la importancia de la tareas de “facilitación” del proceso FSM sea fuera o entre los eventos, o sea acompañando los comités organizadores de eventos. La idea demostrada por estas iniciativas es que “todos participantes podemos ser de alguna manera facilitador@s para el FSM”!

Intercambios entre comisiones para iniciar y sostener iniciativas de facilitación

Las comisiones del CI pueden dar el ejemplo facilitando una serie de iniciativa de facilitación. Para favorecer contactos entre comisiones del CI que darían lugar a discusión permitiendo emergencia de iniciativas de facilitación FSM compartidas, sería bien de incluir momentos de intercambio de “embajadores” entre comisiones en las agendas de encuentros del CI. (Cada reunión de comisiones tiene un tiempo de plenaria y luego otro momento donde sesiona con los “embajadores” mandados desde la demás otras comisiones, mientras que han mandado sus embajadores en el mismo momento a las demás comisiones) .

impulsada por la comisión comunicación desde 2008, establece contactos anticipados con organizadores de eventos y desempeña labor de estimulación y apoyo por un grupo internacional de facilitadores : http://openfsm.net/projects/sfexintercom/project-home

La “extensión” de un evento es el hecho de acoger estimular realización de actividades extendidas de todo tipo ( actividades locales fuera del lugar del evento, o de encuentro a distancia, o

ampliadas para la participación a distancia) y de promoverlo desde el inicio, en los varios aspectos de la organización y movilización : “ampliar” la reuniones de organización en el lugar céntrico del evento, comunicar la extensión del evento a los que están en el lugar céntrico, a los que vienen, a los que no vienen y a los organizadores de eventos previos en el calendario FSM.

Con la extensión Se puede estimular relaciones entre los procesos/ eventos del Calendario FSM 2011 2012 de una manera que respecte la carta de principios, a través de contactos a distancia via actividades extendidas descentralizadas y auto organizadas entre una diversidad de grupos presentes en el momento de cada evento. Esto permite dar continuidad estratégica al proceso dialógico del FSM, de un evento a otro, a pesar de que los participantes céntricos – los que están en los lugares centrales de los eventos - no sean los mismos.


Nota : parece relevante clarificar el uso relativo de las palabras “Calendario FSM” y “Agenda FSM” : uno seria para únicamente censar eventos FSM, o sea organizados según la carta de principios, y el otro para lista acciones y eventos promovidas por organizaciones participantes del proceso foro, con algunas garantías de autonomía de sociedad civil.
