8b – Definition and usage of thematic axes -complement  to chapter on themes

 

WSFs are organized around a series of thematic axes.

One can see them as

-          ‘a way to facilitate the expression of the movements’ but also as

-           a kind of ‘framework’ for the WSF or even as a kind of ‘guiding principles’ for the promotion of the assemblies of convergence.

-          The third possibility is to use them as a tool to facilitate the wording of alternatives, within the framework of the charter of principles, allowing within for different approaches. It is clear that no one should try to impose his or her alternative on others.

These three possibilities point to an ascending order of necessary coherence:

-           helping the participating movements to ‘house’ their activity in one or another axe, in the first case,

-          building a framework within which the WSF can locate itself and delimit its activities, in the second case,

-          and helping the movements and the WSF to arrive at a set of convergence themes for those who are ready to make alliances and compromises, in the third case.

This could give the WSF activities a greater coherence and an incentive to arrive at convergence, while allowing the manifestation of our diversity.

From a strategic point of view, this could also help to give participating movements, however small or however limited their ambitions are, to find a place in the greater whole.

Therefore, it is important to combine our common and shared values or common concerns – with a reference to our Charter of principles – with the diversity of our approaches.

Thematic axes can be seen as a kind of ‘common language’ or ‘common agenda’ and are useful in the communication strategy of the WSF process.

The thematic axes then serve different practical purposes:

-          Delimit the topics which can be discussed by participants in a social forum, according to the Charter of Principles

-          Help participants to find a ‘home’ for the activity they want to organize. In this way, activities around similar topics (access to water or food sovereignty, for example) will be easy to identify and this will facilitate the possible agglutination/convergence between organizations/activities/topics.

-          Organize the ‘open space’ of the WSF for visitors who can find activities linked to one thematic axe in one part of the space. However, this should not lead to ‘ghetto’s’ where participants do not leave their own territory and stay within only one place.

Having learned from the experiences of the past, the WSF now has a list of around ten thematic axes that more or less give structure to all self-organised activities and which can be seen more or less as the major objectives of social movements. They are: … Within these ten thematic axes, endless and even contradictory varieties are possible. This is entirely up to the creativity of participants.

In order to facilitate the definition of axes and sub-axes it is very useful to consult participants of former WSFs so as to have an idea of what can be expected and of what is seen as desirable. Topics change with time and geographic/political/social/economic realities. They cannot be defined once and for all.

The choice of the axe in which one wants to work, is the responsibility of the participant. At registration of self-organised activities, participants will be asked to indicate the axes they want their activity  to be referring to. On that basis, and in an early stage, the organizing committee will try to see where activities possibly can be ‘agglutinated’, this is an attempt to reduce the number of activities by bringing organizations closer to each other and limit the number of seminars/workshops around exactly the same topic.

A second kind of ‘agglutination’” will have to happen during and after the WSF. It concerns the transversal links between axes – to bring together organizations that work around water and those working around food sovereignty, to take the same examples again. This requires careful attention of the Organizing committee and permanent contacts with participants in order to see where what could be achieved. The assembleas of convergence play a very important role in this.

Mailing lists for discussion and interaction between participants, in order to promote the effective search for other activities linked to one’s own can be organized in order to facilitate the convergence.

It can be useful for the organizing committee to have ‘agglutination facilitators’ appointed. 

One major principle should never be forgotten: a framework or a structure is not a programme, which means that the thematic axes never can reflect the convictions of one or other group within the WSF. Our diversity is extremely important, and this means that the thematic axes must leave open a window for all expressions allowed within the framework of the Charter of Principles.

8b - Definición y uso de los ejes temáticos - complemento  capitulo sobre temas

 

FSM se organiza en torno a una serie de ejes temáticos.

Uno puede verlos como

- 'Una manera de facilitar la expresión de los movimientos ", sino también como

- Una especie de "marco" para el FSM o incluso como una especie de "principios rectores para la Promoción de las asambleas de convergencia.

- La tercera posibilidad es utilisarlos como una herramienta para facilitar la formulación de alternativas, en el marco de la Carta de principios, lo que permite dentro de los diferentes enfoques. Está claro que nadie debe tratar de imponer su alternativa a los demás.

Estas tres posibilidades apuntan a un orden ascendente de coherencia necesaria:

- Ayudar a los movimientos que participan en 'ubicar’ su actividad en uno o en otro eje, en el primer caso,

- Crear un marco dentro del cual el FSM puede situarse y delimitar sus actividades, en el segundo caso,

- Y ayudar a los movimientos y el FSM para llegar a un conjunto de temas de convergencia para los que están dispuestos a hacer alianzas y compromisos, en el tercer caso.

Esto podría dar a las actividades del Foro Social Mundial una mayor coherencia y un incentivo para llegar a la convergencia, al tiempo que permite la manifestación de nuestra diversidad.

Desde el punto de vista estratégico, esto también podría ayudar a dar los movimientos que participan, por pequeñas o  limitadas que sean sus ambiciones, para encontrar un lugar en  un gran conjunto.

Por lo tanto, es importante combinar nuestros valores comunes y compartidos o preocupaciones comunes - con una referencia a nuestra carta de principios - con la diversidad de nuestros enfoques.

Ejes temáticos pueden ser vistos como una especie de "lenguaje común" o "agenda común", y son útiles en la estrategia de comunicación del proceso del FSM.

Los ejes temáticos sirven para diferentes propósitos prácticos:

- Delimitar los temas que pueden ser discutidos por los participantes en un foro social, de acuerdo con la Carta de Principios

- Ayudar a los participantes para encontrar un "hogar" para la actividad que desean organizar. De esta manera, las actividades en torno a temas similares, (el acceso al agua o la soberanía alimentaria, por ejemplo) va a ser fácil de identificar y esto facilitará la aglutinación posible / convergencia entre las organizaciones, actividades y temas.

- Organizar el "espacio abierto" del FSM para los visitantes que pueden encontrar las actividades vinculadas a un eje temático en una parte del espacio. Sin embargo, esto no debe llevar a 'ghetto' donde los participantes no salen de su propio territorio y permanecen dentro de un solo lugar.

Habiendo aprendido de las experiencias del pasado, el FSM tiene ahora una lista de alrededor de diez ejes temáticos que más o menos dan estructura a todas las actividades auto-organizadas y que se pueden ver más o menos como los principales objetivos de los movimientos sociales. Son los siguientes: ... Dentro de estos diez ejes temáticos, un sinfín de variedades e incluso contradictorias son posibles. Esto depende totalmente de la creatividad de los participantes.

Con el fin de facilitar la definición de ejes y sub ejes de que es muy útil consultar a los participantes de FSM anteriores con el fin de tener una idea de lo que se puede esperar y de lo que se considera deseable. Temas cambian con el tiempo y la realidad geográfica / política / social / económica. No se pueden definir una vez por todas.

La elección del eje en el que uno quiere trabajar, es la responsabilidad del participante. En el registro de actividades auto-organizadas, se va pedir a los participantes que indiquen  los ejes  a los cuales quieren vincular su actividad. Sobre esta base, y en una etapa temprana, el comité organizador tratará de ver dónde actividades, posiblemente, pueden ser 'aglutinadas', esto es un intento de reducir el número de actividades por integrar a las organizaciones más cercas una a otra y limitar el número de seminarios / talleres acerca de exactamente el mismo asunto.

Un segundo tipo de "aglutinación" tendrá que ocurrir durante y después del FSM. Se refiere a los enlaces transversales entre los ejes – para reunir a las organizaciones que trabajan en torno al agua y los que trabajan en torno a la soberanía alimentaria, para tomar los mismos ejemplos .  Esto requiere una cuidadosa atención  de parte del Comité Organizador y los contactos permanentes con los participantes con el fin de ver que podría lograrse. Las Asambleas de convergencia juegan un papel muy importante en esto.

Se pueden organizar  listas de correo para la discusión y la interacción entre los participantes, a fin de promover la búsqueda efectiva de otras actividades relacionadas con la suya propia, con el fin de facilitar la convergencia.

Puede ser útil para el comité organizador nombrar “facilitadores de aglutinación”.

Un principio importante que nunca debe olvidarse: un marco o una estructura no es un programa, lo que significa que nunca los ejes temáticos se reflejan las convicciones de uno u otro grupo dentro de la FSM. Nuestra diversidad es muy importante, y esto significa que los ejes temáticos debe dejar abierta una ventana para todas las expresiones permitidas en el marco de la Carta de Principios.
