Dear friends, 

Some of the undersigned met a few days back to discuss the disturbing trends of threat to democracy across the country as well as in our states of Telangana (TS) and Andhra Pradesh (AP) and the multiple challenges facing the people, at large. We noted with grave concern the one-up-man-ship of the Chief Ministers of both states in their single-window, open-arms approach to mega-projects and industries and ‘Ease-of Business’, with no regard to the implications of large scale displacement of lakhs of people, especially marginalized communities, destruction of natural resources as well as people’s livelihoods and the environment.

On the other hand, autocratic political behaviour, abuse of the public exchequer, unjustifiable tweaking/by-passing of pro-people laws, non-consultation with citizens on key issues and little or no foresight with regard to major areas like agriculture, employment, education, health etc. is distressing. We also analysed the situation of rising saffronization, caste atrocities in these states, attacks as well as violation of rights of minorities, dalits, adivasis, farmers, workers, women, transgenders, students, slum dwellers, progressive thinkers, urban and rural poor and other marginalized groups.  In short, we are witnessing a serious threat to the fundamental Constitutional values and rights-framework and need to seriously come together to reclaim our Constitution. These concerns were also very vividly discussed at the All-India Thematic Conference on Dignity, Diversity and Democracy held in Hyderabad recently, where a large number of groups participated

HYDERABAD ALL INDIA SOCIAL FORUM EVENT 

It needs no emphasis that even two years after the historic people-led Telangana movement which resulted in a separate state and some hope that people’s aspirations would be fulfilled, we are confounded with many more questions than answers to our long-standing demands of pro-people democratic governance and development in all aspects of public life. The manner in which Mallana Sagar Project has been pushed and the agitation crushed displays the official position. Even in Andhra Pradesh, be it the massive displacement by Capital City, problems in land records computerization, Kovvada nuclear struggle or numerous other issues, the poor, farmers, working class people are at the receiving end. Farmers, students, women, dalits and others are all waging relentless battles on an everyday basis, of which only a very few come to light and fewer see any hope of justice. We need to unite to combat the Brahmanical Hindutva agenda, patriarchy, casteism, corporate loot and corruption.

 

Many of us, who have been engaging with diverse social processes and struggles of these groups strongly feel that the need of the hour is to forge greater unity to combat the challenges being thrown up by both the States, the Centre and also oppressive social structures and this need was highlighted when we all met again a few days ago. There was a feeling that a lot of issues/resistances are emerging that need to be linked, mutually supported and collectives strategies must be evolved. There was a general agreement on the need to take ahead the NAPM process further in a consistent manner.  As you all know, the National Alliance of Peoples Movements (NAPM has been an all-India platform of various people’s movements / organizations from different states for the past more than 2 decades to strengthen the voices of struggling people on diverse issues.

 

It is in this context that we thought it necessary to discuss these issues with other concerned organizations and citizens who have been working for long on various people’s issues in both these states and have also been co-travellers in NAPM’s journey. It is as part of this ongoing open dialogue that we propose to have a brief interaction on 8th November from 2:00 to 5:00 p.m. at Round Table Hall, Sundaraiyya Vignana Kendram, Baghlingampally and request you to kindly attend the same and share your ideas / suggestions for taking ahead this united struggle of people in Telangana and Andhra Pradesh, at the individual state level, as well as to forge links between AP and Telangana wherever necessary and  possible, as both these states are going ahead with destructive development projects in a competitive manner. In this context it may be mentioned that the 11th Biennial Convention of NAPM is scheduled to take place from 2nd to 4th December, 2016 at Patna, Bihar. We may take this opportunity to represent our struggles and to forge links with similar struggles from other states.

Please do attend the meeting on 8th Nov @ SVK., where we would briefly discuss the role of and possibilities for us to come together in both the states as part of the NAPM (a pan-Indian, non-party, autonomous, non-funded people’s alliance process since 22 years) to continue to work together and better with pro-people, like minded groups, processes and individuals in the context of the current social-economic and political challenges and increasing public distress and dissatisfaction at the ruling dispensations in TS & AP. Dear Comrades,

 

Zindabad !! We extend our earnest invite to you to participate in the 11th biennial convention of the National Alliance of People’s Movements (NAPM) to be held at Bihar from 2nd to 4th December, 2016. 


You have been witnessing and participating in / supporting the process of the National Alliance of People’s Movements over the past 22 years. Over the past 2 decades, the Alliance has challenged the communal, corrupt politics and constitutional violations  and has also stood against the combined might of globalization, liberalization and privatization which has led to exploitation of the ecology and human communities. The Alliance has also come to represent the umbrella of peaceful struggles and reconstructive actions to preserve our resources, society and constitutional framework and move towards a truly pro-people and sustainable developmental approach.


Around 250 organizations and movements from 20 states of the country are involved in this process, who, along with raising their local issues have also been taking positions and playing an active role on many national issues in solidarity with other struggles and representing the strength of the non-party people’s politics, challenging the developmental model as well as the state of Indian ‘democracy’. The Biennial Convention is also an opportunity to take stock of our collective work in the past two years, deliberate on the future directions, strategies and programmatic actions as well as review and reflect on our roles, responsibilities and positions.


The country is on boil today. On the one hand, incidents of atrocities against dalits, adivasis and minorities across the nation is increasing and so is the obnoxious display of arrogance of the Sangh Parivar and its political benefactors – be it through ‘cow protection’ or hijacking of university spaces through ‘patriotism’. On the other, even as lakhs of oustees are yet to be rehabilitated since decades, economic policies promoting further displacement and livelihood loss for millions, leading to destruction of the agriculture and environment are being aggressively pushed and those who question this are being brutalized, even killed – the latest examples being Kaziranga and Hazaribagh. Even as much of the farming community is reeling under a serious agricultural crisis and drought, there is little relief to the farmers or progressive change in the policies. Kashmir, North-East or Chattisgarh, military rule is masquerading as democracy.


However, there are some rays of hope, amidst all the darkness. The befitting reply by the people of Bihar to the BJP in last year’s elections,  Rohit Vemula inspired Dalit uprising across the country, brilliant response of the student community to the right-wing assault on campus spaces all over, the spectacular victories of the women tea workers and garment workers in Munnar and Karnataka, mass return of awards by progressive persons condemning rising intolerance, the resolve of farmers and workers to fight against various projects, leading to the defeat of Modi’s Land  Ordinance, victories of the farmers of Sompeta and Singur as well as that of the adivasis of Lavasa – all of who got back their project-affected lands, are a few positive examples. The country is also witnessing a new wave and a multitude of initiatives for a pro-people progressive politics. The 11th Biennial Convention is being held in these challenging and opportune circumstances.


Along with these, many movements such as Narmada, Raigad, POSCO, Nandigram, Singur, Lavasa, Vedanta, Jobat etc. have also raised serious questions regarding the disparity, destruction and displacement caused by the current development paradigm. NAPM has also consistently questioned the livelihood crisis and injustice meted out to millions of adivasis and other farmers, fish workers, landless as well as the urban poor and unprotected workers. But since the last few years we have been witnessing with worry, the changing character of our country’s politics, moving in a really distorted and dangerous direction.  This change was expected after the electoral victory of Narendra Modi-led BJP government along with their allies, but the developments all over are fast eroding the fundamental social and culturally diverse nature of India. The unity of the nation and constitutional guarantees are at stake.  


*     Firstly, incidents like the lynching of Akhlaq in Dadri and the torture of dalits in Una in the name of cow-protection, aggressive saffronization of educational spaces are seriously jeopardizing the plural fabric of India.

*     Secondly, continued presence of and atrocities by the police, military and para-military forces in Kashmir, North East, Chattisgarh and draconian, undemocratic laws like the AFSPA are disintegrating India and her people, a large number being adivasis and minorities.. Besides, freedom of expression and dissent is being brutally crushed, leading to the recent spate of incidents at JNU, HCU, Murugan Perumal etc.

*     Thirdly, despite the agitations against SEZs across the country, Govt. of India is all set to go ahead with its Corporate Corridorization Plan, which would adversely affect 43.2 percent of the land and 60 percent of the country’s population. The Central and state governments of all political hues are laying the red carpet to mega national and multi-national companies, with license to loot the country’s labour and natural resources – lands, forests, rivers, mountains, mines and minerals. All of this would have extremely detrimental impacts on the livelihoods of millions of people and the ecology. The Govt. is even tweaking progressive and pro-people laws to suit corporate interests. There are a lot of examples of this Make-in-India development model. 


The 11th biennial convention of NAPM is proposed in this context with the broad them of: Survival, Identity and People’s Movements. The main discussion areas include:

1.    From Dadri to Una: Aggressive Hindutva politics, ‘Nationalism’, Annihilation of Caste, Attack on and Autonomy of University spaces, Communalism and Our Response.

2.    From Kashmir to North-East: Self-determination, AFSPA-Militarization, Dangers to Democracy and Our Response.

3.    From SEZs to Corridors: Corporate Onslaught, Resource Loot, Environmental Destruction, Challenges of Land Acquisition, Displacement and Rehabilitation; Water-Energy Management, State violence in tribal areas in the garb of ‘development’ and Our Response.

4.    From Agri-Labour Crises to economic recession: Directionless state of Indian Agriculture, farm suicides, dilution of labour rights, undignified wages, distress migration, rising unemployment, social insecurity and Our Response.

5.    From gender violence-injustice to assault on fundamental rights: Increasing violence on women and marginalized genders, socio-economic inequality and Our Response.

·       Apart from these topics, there would be group discussions on other issues suggested by the organizations and movements associated with the NAPM; such as health, education, right to work, food, information, unorganized workers, combating intoxication, river linking, human rights issues etc. 

·       Since the convention is being held in Bihar, a Special Session on the Issues of Bihar.

·       Election of the National Conveners Team for the next two years and Organizational issues. 

·       Future strategies and programmatic actions, along with exhibitions of the Sangharsh-Nirman of Andolans, screening of films and cultural programmes. 

Besides dwelling over the contemporary concerns and challenges, the discussions at the Convention would be conducted with a resolve and commitment to hope for a better India.

साथियोंजिंदाबाद!

जन आंदोलनों के राष्ट्रीय समन्वय के ११वे द्विवार्षिक राष्ट्रीय सम्मेलन में शामिल होने का यह आमंत्रण सादर सस्नेह !

पिछले 22 वर्षों से आप जन आन्दोलनों के राष्ट्रीय समन्वय की प्रक्रियाओं के भागीदार रहे हैं उदारीकरण, निजीकरण और वैश्वीकरण के मॉडल के तहत हो रहे संसाधन और लोगों के शोषण के खिलाफ हम लगातार लड़ रहे हैं | सांप्रदायिकभ्रष्ट और संविधान के मूल्यों का हनन करती राजनीति को चुनौती देते हुएसमाजसंसाधन और संविधान को बचाने-संजोने और वैकल्पिक विकास एवं नीति के लिए हो रहे तमाम छोटे-बड़े शांतिपूर्ण और रचनात्मक संघर्ष के लिए यह समन्वय एक मजबूत मंच बन कर उभरा है| देश के बीस राज्यों से करीब 250 जन संगठन / जन आंदोलन 
इस प्रक्रिया से जुड़े हैं और स्थानीय मुद्दों पर अपनी लड़ाई लड़ते हुएराष्ट्रीय स्तर पर गैर-दलीय,  संसद बाह्य,  जन-आन्दोलन की शक्ल में हम देश की विकास नीति और लोकतंत्र की दशा और दिशा पर सवाल खड़े करते  रहे हैं |

आज देश में एक तरह की आग लगी हुई है | एक तरफ देश के कोने-कोने से दलितोंआदिवासियों और अल्पसंख्यको पर हमलागौ-रक्षा के नाम पर या विश्व विद्यालयों में ‘देशभक्ति’ कायम रखने के नाम पर संघ और उनके राजनीतिक हितैषियों की तानाशाही बढ़ी है तो दूसरी ओर लाखों विस्थापितों को नजरअंदाज करते हुएखेती-पर्यावरण को खत्म करकेकरोड़ों लोगों को उजाड़ने और बेरोजगार करने की अर्थ (अनर्थनीतियाँ थोपी जा रही है | हज़ारीबाग और काज़ीरंगा की  घटनाएं बताती हैं कि इनके खिलाफ हो रहे आन्दोलनों पर बेरहमी से प्रहार किया जा रहा है |  गंभीर अकाल और कृषि-संकट से गुज़रते हुए भी किसानों को राहत नीतियों में सुधार | कश्मीर हो या बस्तरलोकतंत्र के नाम  नकाब पर सेना का राज है | 

मगर इसी अंधकार में से कुछ आशी की किरणें भी उभर रही है – बिहार की जनता का भाजपा को मुह-तोड़ जवाबरोहित वेमुला की प्रेरणा से उना तक दलितों का जागरणविश्व विद्यालयों में भगवाकरण के खिलाफ युवा शक्ति का अद्भुत विरोधमुन्नर के महिला चाय-श्रमिकों और कर्नाटक के महिला वस्त्र-श्रमिकों के सफल आन्दोलनअसहिष्णुता के प्रतिरोध में सैकड़ों प्रगतिशील साथियों द्वारा अवार्ड-वापसीहर परियोजना के खिलाफ उठ-खड़े हो रहे किसान-मजदूरों का संकल्प से विफल हुई भाजपा की भू-अर्जन अध्यादेश या सोमपेटा और सिंगुर के किसानों और लवासा के आदिवासियों को उनके संघर्ष से मिली जीत | एक नयी लहर और नई प्रगतिशील जन-राजनीती के कई पहल देश भर में चल रहे हैं | यह 11 वाँ द्विवार्षिक राष्ट्रीय अधिवेशन इन्ही चुनौती-पूर्ण माहौल में आयोजित किया जा हा है |

इसके साथ ही आज तक लड़ते  रहे नर्मदारायगढ़पोस्कोनियमगिरीनदीग्रामलवासावेदांतजोबट जैसे कई  जन आन्दोलनों ने इस देश की विस्थापन-विषमताएवं विनाशकारी विकासनीति पर प्रश्नचिन्ह खडा किया है  बांधग्रस्त, आदिवासी,

किसानो, मज़दूरोंसे लेकर शहरवासी गरीब-श्रमिकों तक के जीवन और जीविका के हक़ के सवाल हमने उठाये है | मगर पिछले कुछ वर्षो में हमारे देश का चित्र-चरित्र बहुत ही विकृत और भयाव रूप से बदलता हुआ हम देख रहे हैं  नरेन्द्र  मोदी जी के नेतृत्व में भाजपा तथा उनकी सहयोगी दलों की सरकार केंद्र के तथा कई राज्यों में चुनावी प्रक्रिया द्वारा चुनकरआने के बाद यह बदलाव अपेक्षित भी था  लेकिन उससे हमारे देश का सांस्कृतिक ताना बाना ही तहस नहस होने की   संभावना बढती जा रही है देश की एकता और संविधान की गरिमा को चुनौती मिली है|

*     एक तरफ गौरक्षा के नाम पर दादरी के इखलाख की हत्या से लेकर उना के दलितों पर अत्याचार तक की घटनाएँ 

और विश्व विद्यालयों में हिंसक भगवे हमले हमारे देश की सांस्कृतिक परंपरा पर ही आघात कर रही है  

*     दूसरी तरफ, कश्मीर से पूर्वोत्तर राज्यों तथा छत्तीसगढ़ जैसे आदिवासी बहुल क्षेत्रो में लम्बे समय तक सेना और 

अर्धसैनिक बल या पुलिस राज और अफ्स्पा (AFSPA) जैसे लोकतंत्र विरोधी काले-कानून का अमल और उसके

चलते देश को विघटन की कगार पर खड़ा करनाइसके साथ अभिव्यक्ति की स्वातंत्रता का हनन करते हुएजे.एन.यू से मुरगन पेरूमल तक के मामलो में तानाशाही की मिसाल सामने आयी है.

*     तीसरी तरफ सेझ(SEZ) को पुरे देशभर में कड़ा विरोध होते हुए भी देश की 43.प्रतिशत भूमि तथा 60 प्रतिशत आबादी को प्रभावित करने वाली इंडस्ट्रियल कोरिडोर्स की श्रृंखला बनाने की महत्वकांशी योजना बना कर देश-विदेश के कॉर्पोरेटो को लाल कारपेट बिछाना और इसके लिए, श्रम सहित सारे संसाधनों की लूट की छूटनदियों से

पहाड़ो तक और जंगलो से खनिज संपदा तक का अपरिवर्तनीय विनाशलोगो की आजीविका पर आघातऔर निजी हितों के लिए जनवादी कानूनों में बदलाव किया जा रहा है  | 

इस पृष्ठभूमि पर जनआंदोलनों के राष्ट्रीय समन्वय का ११वा द्विवार्षिक सम्मेलन हो रहा है|  सम्मेलन का प्रसंग सूत्र – “अस्तित्वअस्मिता और जनआन्दोलन रहेगा और मुख्य विषय होंगे :- 

1.     दादरी से उना तक  आक्रामक हिंदुत्व की राजनीती, राष्ट्रवाद’, जाति निर्मूलनविश्वविद्यालयों की स्वायत्तता पर हमलासांप्रदायिकता और हमारा जवाब 

2.      कश्मीर से उत्तर-पूर्व तक  स्वाधीनता का सवाललोकतंत्र का हननसेना राजकाले कानून और हमारा जवाब 

3.     सेझ से कॉरिडॉर्स तक  कॉर्पोरेटाईजेशन का हमला-संसाधनों की लूटपर्यावरणीय विनाशभू-अर्जन-विस्थापन-पुनर्वास की चुनौतियांजल-ऊर्जा नियोजनआदिवासी क्षेत्रों में ‘विकास’ के नाम पर राज्य हिंसा-दमन और हमारा जवाब |

4.     कृषि संकटश्रम लूट से आर्थिक मंदी तक – कृषि की दिशाहीनताकिसानों की आत्महत्या श्रम कानून पर प्रहारमजदूरी का संकटपलायन की मारबढ़ती बेरोज़गारीसामाजिक असुरक्षा और हमारा जवाब 

5.     लैंगिक हिंसा-अन्याय से मौलिक अधिकारों का हनन तक - महिलाओं और सीमांत लिंगों पर बढ़ती हिंसा-भेदभाव, घटता सामाजिक स्तरग़ैरबराबरी और हमारे जवाब


Ø  इसके अलावा विभिन्न घटक संगठन-आन्दोलनों द्वारा सुझाए गए विचारणीय मुद्दे : स्वास्थ्य, शिक्षा, रोज़गार-भोजन-सूचना अधिकारअसंगठित श्रमिक, नशाबंदीमानवाधिकारों का हनननदी जोड़ आदि मुद्दों पर गुटचर्चा

Ø  यह  सम्मेलन बिहार राज्य में हो रहा है तो बिहार के मुद्दों पर विशेष सत्र 

Ø  अगले 2 वर्षो के लिए कार्यकारी समूह का चयन एवं अन्य सांगठनिक मुद्दे   

Ø  आगे की रणनीती तथा कार्यक्रम तथा हमारे संघर्षो - निर्माणों की प्रदर्शनीसांस्कृतिक कार्यक्रम |

Ø  सम्मेलन में विगत 2 वर्षों में समन्वय की कार्यों की समीक्षा  आज की स्थिति की चिंता के साथइसे बदलने
