draft PROPOSAL OF TERMS OF REFERENCE FOR THE NEWCI GROUP WORK

this group has been decided in casablanca ic - the present space is made to host discussions related to defining agreeing and performing the tasks implied by its scope

SCOPE

Space New CI is hosting several mailing list - new ci discussion is where the main discussion takes place with a scope that was sketched in casablanca meeting -

A more comprehensive and detailed scope will be defined as the group proceeds and edited in this page- a first edition of this complement is expected by end of january

PARTICIPANTS

Participation to newci mailing list is from a "first group" of people, both ic members and non members,  who were in casablanca ic meeting -and new persons with prior presentation by someone of this "first group" are welcome, unless there is objection  expressed in the list to their participatio.

subscription i a mailing list can be requsted directly on the page of the list ,  it can be accepted or can be made directly by trusted list admins of newci space

DECISIONS

Decision about how the group works, its facilitation ,  and about the public outcome of the group to the public or to the ic are made by default  on consensus of IC members present in the group

Consensus on a proposal is obtained by non objection to this proposal made formally on the newci discussion list ,levaing a deadline to expression of objection of at least 48h 

SPECIFIC MAILING LISTS INSIDE NEWCI SPACE

Aside from the general mailing list, newci discussion, a  newci secretariat and newci systematize lists have been opened as per decision in casablanca, and other mailing lists can be opened on specific subjects as the discussion proceeds

SPACE ADMINS

the group sees that several people are given  roles and permission of space and list administrators with trusted list admin capacity , and are able to invite or include new participants , along the ways of inclusion described above

EDITION OF WIKI PAGES - FACILITATION

The team of editors in newci is built on a volunteer basis along the same rules as the participants , any participant can be editor - The team of editors can coordinate their actions through a specific mailing list (which may also possibly serve as list for facilitation)  if it seems relevant to the whole group

Editors have two main tasks

Edit Contributions made in the newci discussion by participants to make them visible

Structure the wiki space to make the discussions and task and accumulate of discusion in the mailing list more visible  and understandable

ON LINE MEETINGS

Some on line meetings  can be scheduled in the newci discussion list with minimum three days of prior notice-  with  preference for chat text, or chat text notes accompanying audio exchange in order  to document the meeting for those who cannot attend -  There is a low quorum of 5 as  Proposals prepared in an on line  meeting need to be presented and approved in the general mailing list 

FACE TO FACE MEETINGS

Some face to face  meetings held on occasion of a wsf calendar event  can be announced in the newci discussion list with minimum one month days of prior notice-  with  the strong advise to stream them and  have someone connected in skype that is reporting with other group participants who want to hear and possibly give feedback  -  There is a low quorum of 5 as  proposals prepared in such a  meeting need to be presented and  approved in the general mailing list 

MAIL ADDRESS OF THE GROUP

it is possible to create a webadress in order for people not participating in the group to write to the group , and "echo" all recevied messages to several participants email adress  in order to have prompt reaction to received messages

REPORTING TO IC

the reporting of approved proposals and work outcome  done in the newci group is made through   persons chosen on a case by case basis - and what is communicated to IC is copied or reported by them  to the newci discussion list

The group will make a report on IC list  every two months starting 1st of march -  ( including the list of the possible locations for next IC )  and one 15 days before next IC meeting date

ON LINE SURVEYS EDITION AND CIRCULATION

If the agenda of the newci group includes developping on line surveys, editors , who are more active on internet than plain mailing list participants will discuss about what is the appropriate tool  to be used and will share the tasks of crafting them along the indications decided by the group

Circulation of those surveys and other sollicitation of the group will be done by all participants as a shared duty
