Sobre La organización de la primera mesa redonda internacional , sesion en el encuentro EX040, en el proceso FSM-México 2021 realizada en línea el 26 de marzo de 2020

ANTECEDENTES: TRAYECTORIA ECOMUNIDADES

No se puede entender la organización de esta primera mesa redonda en el encuentro EX040 ( o sea PMR EX040.1 como primera sesion de este encuentro pluri-sesion), sin tomar en cuenta que ECOMUNIDADES, Red Ecologista Autónoma de la Cuenca de México, mi viejo grupo, es un colectivo ecologista integrado por voluntarios que no ha tenido ni tiene registro oficial ni infraestructura alguna y que desde su fundación en 1991 no ha recibido fondos de entidad alguna para realizar sus actividades normales contra la depredación del Clima y la Ecología.
Sólo ha recibido fondos en dos grandes ocasiones:
del gobierno mexicano para organizar el Klimaforum10 paralelo a la Cumbre del Clima de Cancún 2010, por el apoyo que recibió de parte del comité organizador del Klimaforum09 de Copenhague y del gobierno de Dinamarca, así como de Luis Alfonso de Alba, embajador de México para la organización de la COP-16 de Cancún, y
por otra parte, en 2018 recibió apoyo para organizar la 2018 First North South International Conference on Degrowth- Descrecimiento, México City, http://openfsm.net/projects/espacios-oe/event2018-degrowth-conference que recibió a personas de 38 países, como se puede ver en el informe de esta conferencia localizado en el sitio https://degrowth.descrecimiento.org/  de: la Coordinación de Humanidades de la UNAM (el Palacio de Medicina), fondos del Support Group de las conferencias internacionales de Degrowth, las Fundaciones Frederich Ebert México y Heinrich Boell de Alemania, Greenpace- México, el Centro de Estudios e Investigaciones Interdisciplinarias en Ciencias y Humanidades y el Programa de Bioética de la UNAM, el Gobierno de la Ciudad de México (Teatro del Pueblo) y la Procuraduría Ambiental y de Ordenamiento Territorial, PAOT de la Ciudad de México.

ANTECEDENTES: EXPERIENCIA FORO SOCIAL MEXICO 2010

Tampoco se puede entender la organización de esta PMR EX040.1,  sin tomar en cuenta la experiencia que me dejaron las jornadas de 2008 y 2009 y el foro temático de 2010 del FSM-México: las grandes fallas en la organización de estos eventos, como fueron: la falta de importantes debates sobre los predicamentos mundiales y su relación con los predicamentos locales o nacionales y por otro lado, el predominio en ellos de los debates sobre conflictos locales y nacionales, la falta de cooperación entre los facilitadores de los llamados ejes temáticos y su competencia por atraer la atención de los asistentes sobre los temas y conflictos en los que cada uno de ellos trabajaban.
No se participaba mucho en la facilitación para escuchar y entender otras causas y otros movimientos o para buscar o apoyar alianzas con ellos, se participaba en esta tarea, para tratar de imponer a los demás las ideas, creencias e intereses de su grupo o sector, por medio de las viejas alianzas de ONGs mexicanas cupulares.
No se participaba en el FSM para entender los predicamentos mundiales que dan origen a los conflictos locales y nacionales, se participaba para dar mucha visibilidad a las ideas, creencias e intereses de la ONG o conjuntos de ONGs o asociaciones civiles que por otra parte tenían cercanía o afinidad con políticos de izquierda o partidos de izquierda. Competencia en lugar de colaboración, una práctica muy neoliberal.

Y sobre todo, no se puede entender la organización de esta PMR EX040,1 sin tomar en cuenta la pésima experiencia que tuvimos con las ONGs mexicanas que controlaron el comité facilitador u organizador del Foro Temático del FSM de 2010, cuando en 2010 ignoraron los acuerdos de la última asamblea de 2009 en la que se aprobó, como tema principal de este evento, la “Descolonización del imaginario social” y a principios de ese año armaron una asamblea a modo, para imponer otro tema principal del Foro Temático y bloquear en ella cualquier intervención nuestra o de cualquier persona que defendiera el tema aprobado en la anterior asamblea.  
Como se lo explicamos primero a Tord Bjork de Friends of the Earth Suecia, quien muy gentilmente vino a mi domicilio semanas después de esta deplorable asamblea, para invitarme a participar en los eventos del Foro Temático de 2010 en el Zócalo de la ciudad  y a la reunión del Consejo Internacional del FSM realizada durante ese foro y más tarde, a Leo Gabriel en el Klimaforum10 de Cancún, la alianza de ONGs dentro del FSM-México 2010 hacía imposible organizar eventos que movilizaran y que dieran lucimiento al FSM. Estoy muy de acuerdo con Boaventura Souza dos Santos en que la intervención de las ONGs dentro del FSM puede resultar muy dañina si se les permite controlar el proceso. Las ONGs tienen una lógica o un sentido común muy diferente a la o los de los movimientos sociales.

ANTECEDENTES: SOBRE EL TOPICO 

Finalmente, tampoco se puede entender la organización de esta PMR EX040.1 sin tomar en cuenta que desde 2011, llegué a la conclusión de que el mundo estaba inmerso en un desquiciamiento global debido al colapso del clima, la ecología, el medio ambiente, las culturas, las comunidades, el lazo social, las economías, la Justicia, la Libertad, la Igualdad, los estados nacionales, la colaboración internacional, la Paz y sobre todo, las certidumbres o valores que han guiado a los pueblos y culturas.
Desde que tomé conciencia de la crisis ecológica a finales de los 80, ya tenía claro de que la especie humana había cruzado umbrales que hacían muy posible la extinción de la especie humana, sin embargo, la confirmación del final del petróleo convencional que se da en la primera década de este siglo y los nuevos estudios e investigaciones internacionales que conocí en las cumbres del clima de Copenhague, en las reuniones degrowth y durante la organización del Klimaforum10 de Cancún fortalecieron mis opiniones sobre la existencia  de un colapso o proceso de desquiciamiento mundial. En 2011 organizamos un ciclo de conversaciones con el título “Frente al desastre nacional y mundial ¿qué hacemos?” En 2013, durante las reuniones para organizar la Red en Defensa de la Madre Tierra, presenté un análisis sobre 20 colapsos mundiales, incluyendo el de la alimentación, la industria, las ciudades, la educación, la seguridad personal, la persona humana, las instituciones, entre otros. Entre académicos existe la noción de “crisis civilizatoria” una expresión que no me parece muy adecuada. Creo que es el Fin de un Mundo, el mundo creado por la revolución científica. La presentación que hice en la PMR EX40.1 tiene el titulo “Alternativas frente al desquiciamiento global”. RUMBO A FSM 2021 

En 2018, por la invitación de Leo Gabriel,( Participante Leo 00005)  a pesar de la pésima experiencia de 2010, me volví a involucrar en la promoción de este nuevo FSM-México, y he participado en casi todas las actividades del comité facilitador realizadas en 2019. FACILITACION Y  ORIENTACIONES AUTO ORGANIZATIVAS

Sin embargo, con base en estas viejas experiencias, a finales de ese año, propuse a los creadores del espacio temático Cambiemos el Sistema No el Clima  del comité facilitador del FSM- México: el nuevo colectivo Cambiemos el Sistema No el Clima CMX, fundado en mayo de 2019 y nuestro grupo, ECOMUNIDADES, Red Ecologista Autónoma de la Cuenca de México, fundado en 2005 como refundación del Foro Regional Ecologista del Valle de México, fundado en 1991, les propuse cambiar el nombre del espacio temático que facilitamos y adoptar el nombre de Clima, Ecología y Ambiente,[ listas de espacios http://openfsm.net/projects/pfsm20/pfsm20-ejes-tematicos] con el fin de tener una mayor neutralidad política en nuestro papel de facilitadores y proponer dentro de las asambleas del comité facilitador del FSM-México, la adopción de las grandes prioridades siguientes:
- primero: discutir en sus eventos los más importantes temas mundiales( analizar la relación entre los predicamentos locales o nacionales, con los predicamentos globales) y
- segundo: apoyar la colaboración entre los facilitadores de sus espacios temáticos, para unir fuerzas y auto organizar eventos internacionales de mayor relevancia que pudieran servir de ejemplo de cómo pueden participar auto organizadamente las redes, alianzas, colectivos u otras organizaciones nacionales o internacionales en el procesos del FSM-México 2021; así lo acordamos estos colectivos ecologistas y así lo manifestamos de diversas formas al comité facilitador al empezar 2020.
Sin embargo, seguimos esperando que el comité facilitador apruebe estas grandes prioridades.

ORIENTACIONES AUTO ORGANIZATIVAS  Y  "RAZONES POR LA DECADENCIA" DEL FSM 

En febrero de este año un grupo de consejeros internacionales organizan una mesa redonda en el Centro Vlady en la que discuten sobre la decadencia del FSM y la necesidad de cambiar radicalmente sus formas de organización.[ transcripcion de esta mesa redonda  http://openfsm.net/projects/dibco1/dibco1-2020-discusionfsm-input20-es] y un indice de lo que fue dicho [ http://openfsm.net/projects/dibco1/dibco1-2020-discusionfsm-comment7-input20-1es]
No me parecieron muy convincentes sus propuestas, para rescatar al FSM. Creo que el FSM ha entrado en decadencia desde algunos años por no dar la máxima prioridad a estos aspectos organizativos que hemos querido introducir en el comité facilitador y por buscar en la carta de principios del FSM la causa de esta decadencia. Intentamos explicar estas prioridades en la última asamblea del comité facilitador el 14 de marzo pasado,[ http://openfsm.net/projects/pfsm20/pfsm20-reunion-14marzo20 ] pero, no nos dieron tiempo suficiente para hacerlo, [ver tambien http://openfsm.net/projects/pfsm20/pfsm20-insumo92]

PRACTICAR Y  MOSTRAR ESTAS ORIENTACIONES

Sin embargo, desde principios de 2020 concluí que para convencer de las ventajes y beneficios de estas prioridades era mejor llevarlas a la practica en un evento concreto auto organizado con el apoyo de nuestros colectivos ecologistas y algún otro cercano. Propiciar la auto organización dentro del FSM auto organizando eventos. Propiciar los debates sobre temas mundiales de gran importancia por medio de debates organizados por nosotros mismos que somos los que queremos que se hagan en el seno del FSM.
Mi coincidencia, con las opiniones metodológicas del consejero internacional Pierre George de Francia,   (participante Pierre 00004 ),quien tiene una larga experiencia en la metodología del FSM,[ http://openfsm.net/projects/gti-and-wsf/gtiandwsf-input7-formal-view-wsf-es] reforzaron mi convicción de lanzar una iniciativa que sirviera de modelo de cómo aprovechar los potenciales del FSM, para hacer contribuciones importantes a las grandes causas mundiales, como la Paz, la Justicia, la defensa del clima, la ecología, el ambiente, los territorios, el agua, los suelos, las atmosferas, las selvas, los bosques, los lenguajes, las culturas, las comunidades,    

Con el fin de demostrar nuestro interés por estas prioridades, en enero pasado me propuse hacer un ensayo de auto organización, con un evento en pequeña escala, como una mesa redonda internacional en línea de pocos expositores: cuatro, pero, con al menos uno de ellos de otro país de habla hispana, para darle carácter internacional y evitar los problemas de la traducción.

ENCUENTROS EN LINEA Y AEROPUERTOS

Un aspecto central de este proyecto es que estos eventos deberían provocar la subsecuente auto organización de otros eventos que profundicen los debates iniciados en ella, por lo que los temas y los expositores deben tener una dimensional mundial, para inducir la aparición de iniciativas que les den continuidad.[ perspectiva http://openfsm.net/projects/pfsm20autodoc/ex040-autodocumentacion-doc1/#perspectiva]
Además, la orientacion de Pierre y Rosa,(participantes Rosa 00002 y)  de realizar en línea buena parte del proceso del FSM-México, desde estos días hasta su celebración en enero de 2021, coincidía con mi rechazo a promover viajes en avión, por la promoción de eventos internacionales como el FSM-México 2021.

 Desde mi participación en la lucha contra el Nuevo Aeropuerto de Texcoco, NAIM, iniciada en 2014, tomé conciencia del gran daño que hace la aviación al clima. A pesar de mi poca simpatía por las tecnologías de la información, me ha parecido muy pertinente darles prioridad a los eventos en línea del FSM-Mexico2021. Esta prioridad resultó muy pertinente cuando la mesa redonda presencial que organizamos tuvo que ser cancelada por la contingencia del coronavirus.  

 NUCLEO  OPERADOR  INICIAL GRUPO DE COMUNICACION CSNC MX 

Habíamos creado en 2019 una comisión de comunicación del colectivo Cambiemos el Sistema No el Clima, CMX para apoyar la difusión de nuestros textos y nuestros avisos de campaña y también, los del espacio temático que creamos dentro del FSM.[encuentro EX010 de acogida al espacio  Clima Ecologia y Ambiente http://openfsm.net/projects/pfsm20autodoc/ex010-autodocumentacion-doc1]
Esta comisión nos podría ayudar a darle una buena difusión nacional a este evento mientras que los contactos internacionales que ECOMUNIDADES ha cultivado desde 1992 podrían ayudarnos a contar con una cierta difusión en países de habla hispana.  Realicé entonces una investigación y un análisis sobre temas mundiales cercanos a los nuestros (Clima, Ecología y Ambiente); sobre movimientos internacionales cercanos a nuestro grupo y con propuestas de gran valor, para hacer frente al desquiciamiento global que desde hace varios años es el origen de nuestras mayores inquietudes; en torno a destacados expositores internacionales sobre estos temas y posiblemente dispuestos a trabajar con nosotros; sobre relevantes espacios temáticos del FSM-México 2021, cercanos y adecuados por su temática, su experiencia y organización  y finalmente sobre posibles mesas redondas que podríamos realizar.

TOPICO DE LA PMR EX040.1 

A principios de febrero pasado concluí que el tema Economía es un tema mundial de importancia central o estratégica en la destrucción del clima, la ecología y el ambiente, así como de la destrucción de las etnias, los lenguajes, las culturas, el lazo social y las certidumbres o valores modernos, además, concluí que los movimientos decroissance, decrescita, decrecimiento, postwachstum, degrowth y el nuestro, descrecimiento, tienen en mi opinión las críticas más importantes y las propuestas más interesantes, para hacer frente a la destrucción que produce en el clima la ecología y el ambiente, la teoría económica y las políticas económicas.
 En 2007, por medio de un ciclo de coloquios llamado La Apuesta por el Descrecimiento, ECOMUNIDADES introdujo en México el debate sobre el crecimiento infinito en un mundo finito y el neologismo DESCRECIMIENTO, con una S, para denotar la voluntad de reducir el exceso, con fundamento en las ideas de Ivan Illich, Murray Bookchin, Jean Robert, Jacques Ellul, Serge Latouche y Paul Aries; a consecuencia de estos coloquios nace el movimiento ¡Descrecimiento o colapso!, con el apoyo de varios ecologistas y académicos, para aplicar la consigna ¡Descrecimiento! a los predicamentos que enfrenta México. Serge Latouche viene a México en 2010, para impartir conferencias magistrales y luego, soy invitado a la Segunda Conferencia Internacional de Degrowth de 2010 en Barcelona y en 2012, participo en las conferencias internacionales de degrowth de Montreal y Venecia.

Por mi participación en varios foros mundiales y conferencias internacionales sobre el clima y sobre degrowth, podría contar con el apoyo de destacados expositores internacionales en los eventos dedicados a estos temas. Por otra parte, desde hace un año, el cambio climático se ha convertido en el tema principal de ECOMUNIDADES y desde luego, del colectivo Cambiemos el Sistema No el Clima, CMX por lo que ha sido el motivo central de nuestra participación en el FSM- México 2021 y de la creación del espacio temático Clima, Ecología y Ambiente: me resultaba imposible no incluirlo en la PMR. Concluí que la PMR EX040.1 debería tener el titulo Economía, Cambio Climático y Descrecimiento, para cumplir bastante bien los requisitos que me había impuesto conseguir.

TRANSVERSALIDAD Y CO ORGANIZACION y EXPOSITORES

Por lo que se refiere a la alianza con otro grupo y espacio temático, concluí que el espacio temático más adecuado, para desarrollar la organización de esta PMR era el de Economía Solidaria, en el que participa nuestra querida amiga Claudia Yadira Caballero ( Participante Claudia 00016) quien no sólo es economista y tiene muy buen conocimiento de los movimientos decrecimiento y descrecimiento, también, tiene muy buena experiencia en debates internacionales y además, ha participado en nuestro colectivo Cambiemos el Sistema No el Clima CMX y tiene un grupo que promueve la moneda ECOMUN que tiene el apoyo de varios grupos que comparten sus ideas: desde hace varios meses ella y yo habíamos pensado unir fuerzas dentro y fuera del FSM. Una alianza ideal, como lo demostró la realización exitosa de esta PMR. Empecé a pensar en un plan de varias mesas redondas internacionales, con temas mundiales del interés de ECOMUNIDADES. 

Con el estudio del potencial de varios temas mundiales, logré armar tres o cuatro proyectos de PMR, para tener opciones en el caso de enfrentar graves inconvenientes con la temática considerada como la más adecuada: una o dos de estas mesas redondas proyectadas tienen ya suficiente avance, para ser realizadas en pocas semanas. Una vez que tuve el plan de esta PMREX040.1, hacia principios de febrero pasado, procedí a proponérselo a Claudia y a los compañeros de ECOMUNIDADES y Cambiemos el Sistema No el Clima.CMX
No hubo mayor problema en llegar a acuerdos con ella y los compañeros sobre este plan y pronto empezamos a confirmar las ventajas y beneficios de esta alianza; conseguimos rápidamente la participación de Henry Mora de la Universidad Nacional de Costa Rica, muy destacado investigador en temas climáticos, ecológicos y económicos, muy buen conocedor de los movimientos contra el crecimiento infinito, expositor en una plenaria de la conferencia internacional degrowth-descrecimiento de 2018 en la ciudad de México.http://openfsm.net/projects/espacios-oe/event2018-degrowth-conference 
Conseguimos la participación del Dr. Enrique Leff del Instituto de Investigaciones Sociales de la UNAM, muy reconocido autor internacional en asuntos de Ecología Política, también, buen conocedor de la crítica al crecimiento infinito en un mundo finito y expositor en una plenaria de la conferencia internacional degrowth-descrecimiento de 2018 en la ciudad de México, amigo de Claudia y mío desde hace varios años.  

APOYOS E INCLUSIONES AL GRUPO OPERADOR EX040.1

Además sin mayor problema , conseguimos el apoyo de Pierre George , consejero internacional del FSM para incluir este evento en el proceso FSM2021 y difundirlo internacionalmente por medio de listas de correos el chat EX040; http://openfsm.net/projects/pfsm20autodoc/ex040-autodocumentacion-doc1, el apoyo de Rosa Elva Zuñiga de CEAAL   y del FSM-México 2021, para contar con la plataforma Zoom que nos habían recomendado para reuniones internacionales.
Conseguimos un magnífico lugar para realizar presencialmente esta PMR, el salón para 100 personas de la empresa BASALTA, localizado en un barrio cultural muy importante de esta ciudad - que luego nos fue negado por las disposiciones gubernamentales sobre la pandemia de coronavirus.
Conseguimos la participación, como moderador de la PMR,EX040.1 del arquitecto Gustavo Romero, de posgrados de la Facultad de Arquitectura de la Universidad Nacional Autónoma de la Cuenca de México, muy reconocido autor internacional en los temas de vivienda, Derecho a la Ciudad, por su participación de muchos años en Habitat International Coalition, HIC de las Naciones Unidas- Los Sin Techo-, fundador del movimiento mexicano ¡Descrecimiento o colapso!, amigo de ECOMUNIDADES desde hace décadas.
Conseguimos el apoyo del grupo Medios Comunes, Aaron Participante 00122)  ligado a Claudia Caballero que nos ayudaron al control técnico de la sesión zoom del 26 de marzo y en la presentación de los avisos de introducción de la PMR y, además, el apoyo de la comisión de comunicación de Cambiemos el Sistema No el Clima, para la elaboración del cartel, la difusión del evento entre los simpatizantes de las campañas de este colectivo y entre periodistas y redes sociales y presentadoras de los avisos finales de la sesión.

PROGRAMA GUION  Y PERSPECTIVAS  DE LA MR EX040.1

Unas cinco semanas antes de la realización de esta PMR,EX040.1 propuse a los expositores y a los colectivos de apoyo un proyecto de programa, con una fecha (26 de marzo) y una hora (19.00hrs); se hicieron los ajustes a la invitación al evento en las siguientes semanas, para poder enviar la primera ronda de invitaciones unas dos semanas antes de la celebración de la PMR. La hora del evento se ajustó a las 18.00 horas, por la solicitud del expositor Henry Mora de Costa Rica debido a su horario de clases: una hora muy inadecuada, para los compañeros de Europa que querían conectarse.
Pierre George me sugirió formalizar el objetivo estratégico de esta PMR, introduciendo en la invitación el propósito de considerar a esta PMR como el inicio de un Encuentro EX040  del FSM sobre los temas de esta mesa, que podría continuar  estimulando autoorganización de futuros eventos y encuentros pluri-sesiones, para profundizar en sus diversas vertientes. PASANDO EN LINEA ENSAYO  PRELIMINAR 

 Esta PMR EX040.1 fue originalmente diseñada para ser presencial y en línea, así se difundieron las primeras invitaciones internacionales, sin embargo, una semana antes de su realización nos vimos en la obligación de difundir un aviso urgente internacional, para informar que debido a las disposiciones gubernamentales el salón BASALTA no podría ser utilizado, por lo que el evento sería únicamente en línea: se difundió este segundo aviso, por medio de correos electrónicos de ECOMUNIDADES y que también fue difundido por los colectivos de apoyo.
Al mismo tiempo, propuse al nuevo equipo un guion de la sesión, para apoyar la Moderación, con avisos iniciales y finales presentados por representantes de Medios Comunes y de la comisión de comunicación de Cambiemos el Sistema No el Clima. 

Cinco días antes de la PMR propuse realizar un ensayo de conexión a zoom, con la participación de todo el equipo; se acordó realizarla a las 14.hrs del día anterior a la realización de la PMR y resultó muy productiva: tuvo una duración de una hora; también, propuse que los representantes de Medios Comunes realizaran la labor de Monitores o Productores, con el fin de apoyar el desempeño del Moderador y de las compañeras que harían los avisos al final de la PMR.    
Dos días antes de la PMR EX040.1 se envió a nivel nacional una tercera ronda de invitaciones, como recordatorio: en México no es muy conocida la conexión en línea y las invitaciones por correo electrónico o por WhatsApp y sobre todo las ligas de conexión no se archivan para tenerlas disponibles el día y hora de la conexión. Acordamos que el equipo estuviera conectado 15 minutos antes de la hora de inicio.

PARTICIPACION   & VIDEO+TRANSCRIPCION 

A las 17.45 horas del 26 de marzo había ya conectadas unas 15-20 personas y a partir de las 17.50 horas aumentó rápidamente el número de personas conectadas a esta reunión al punto de que hacia las 18.05 horas la plataforma Zoom se cerró al llegar a las 100 personas. No sabíamos que esta plataforma tuviera este límite. Muchas personas intentaron conectarse según nos informaron: estimo que otras 100 personas no pudieron conectarse. Hacia las 19.30 empezaron a quedar libres algunos espacios que volvieron a ser tomados por nuevos participantes, sin embargo, estuvo cerca de 100 personas conectadas hasta las 20 horas y luego fue bajando hasta llegar a unas 70 personas al terminar la sesión hacia las 21.00 horas.

BACKGROUND:  ECOMMUNITY TRAJECTORY

The organization of this first round table in the EX040 meeting (that is, PMR EX040.1 as the first session of this multi-session meeting) cannot be understood, without taking into account that ECOMUNIDADES, Red Ecologista Autónoma de la Cuenca de México, mi old group, is an environmental group made up of volunteers that has not had or has any official registration or infrastructure whatsoever and that since its foundation in 1991 has not received any funds from any entity to carry out its normal activities against the depredation of Climate and Ecology.
It has only received funds on two major occasions:
from the Mexican government to organize the Klimaforum10 parallel to the 2010 Cancun Climate Summit, for the support it received from the organizing committee of the Klimaforum09 in Copenhagen and from the government of Denmark, as well as Luis Alfonso de Alba, ambassador of Mexico for the Organization of the COP-16 in Cancun, and

BACKGROUND: EXPERIENCE SOCIAL FORUM MEXICO 2010

The organization of this PMR EX040.1 cannot be understood either, without taking into account the experience that the days of 2008 and 2009 and the 2010 WSF-Mexico thematic forum left me: the major flaws in the organization of these events, such as They were: the lack of important debates on world predicaments and their relationship with local or national predicaments and, on the other hand, the predominance of debates on local and national conflicts, the lack of cooperation between the facilitators of the so-called thematic axes and their competence to attract the attention of the attendees to the issues and conflicts in which each of them worked.
They did not participate much in facilitating to listen to and understand other causes and other movements or to seek or support alliances with them, they participated in this task, to try to impose on others the ideas, beliefs and interests of their group or sector, through the old alliances of Mexican cupular NGOs.
There was no participation in the WSF to understand the global predicaments that give rise to local and national conflicts, there was participation to give great visibility to the ideas, beliefs and interests of the NGO or groups of NGOs or civil associations that were also close or affinity with left-wing politicians or left-wing parties. Competition instead of collaboration, a very neoliberal practice.

And above all, the organization of this PMR EX040,1 cannot be understood without taking into account the terrible experience we had with the Mexican NGOs that controlled the facilitating or organizing committee of the 2010 WSF Thematic Forum, when in 2010 they ignored the agreements of the last assembly of 2009 in which the “Decolonization of the social imaginary” was approved as the main theme of this event, and at the beginning of that year they set up an assembly by way of imposing another main theme of the Thematic Forum and blocking any Our intervention or that of any person defending the subject approved in the previous meeting.  
As we first explained it to Tord Bjork from Friends of the Earth Sweden, who very graciously came to my home weeks after this deplorable assembly, to invite me to participate in the 2010 Thematic Forum events in the city Zocalo and to the meeting from the WSF International Council held during that forum and later, to Leo Gabriel at the Klimaforum10 in Cancun, the NGO alliance within the WSF-Mexico 2010 made it impossible to organize events that mobilized and brought out the WSF. I very much agree with Boaventura Souza dos Santos that the intervention of NGOs within the WSF can be very damaging if they are allowed to control the process. NGOs have a logic or common sense very different from that of social movements.

BACKGROUND: ABOUT THE TOPIC 

Finally, the organization of this PMR EX040.1 cannot be understood without taking into account that since 2011, I concluded that the world was immersed in a global upheaval due to the collapse of the climate, ecology, the environment, the cultures, communities, social ties, economies, Justice, Freedom, Equality, national states, international collaboration, Peace and above all, the certainties or values ​​that have guided peoples and cultures.
Since I became aware of the ecological crisis in the late 80s, it was clear to me that the human species had crossed thresholds that made the extinction of the human species very possible, however, the confirmation of the end of conventional oil that occurs in The first decade of this century and the new international studies and research that I met at the Copenhagen climate summits, at the Degrowth meetings and during the organization of the Cancun Klimaforum10 strengthened my views on the existence of a collapse or global derangement process. In 2018, at the invitation of Leo Gabriel, (Participant  Leo 00005 ) despite the terrible experience of 2010, I became involved again in the promotion of this new WSF-Mexico, and I have participated in almost all the activities of the facilitating committee carried out in 2019. FACILITATION AND SELF-ORGANIZATIONAL GUIDELINES

However, based on these old experiences, at the end of that year, I proposed to the creators of the thematic space Let's Change the No Climate System of the facilitating committee of the WSF-Mexico: the new group Let's Change the No Climate System CMX, founded in May 2019 and our group, ECOMUNIDADES, Autonomous Ecological Network of the Mexico Basin, founded in 2005 as a re-foundation of the Regional Ecological Forum of the Valley of Mexico, founded in 1991, proposed to them to change the name of the thematic space that we facilitate and adopt the name de Clima, Ecología y Ambiente, [lists of spaces  http://openfsm.net/projects/pfsm20/pfsm20-ejes-tematicos] in order to have greater political neutrality in our role as facilitators and to propose within the assemblies of the facilitating committee of the WSF-Mexico, the adoption of the following major priorities:

SELF-ORGANIZATIONAL GUIDELINES AND "REASONS FOR DECAY" OF THE WSF

However, from the beginning of 2020, I concluded that to convince of the advantages and benefits of these priorities, it was better to put them into practice in a specific self-organized event with the support of our environmental groups and some other nearby. Promote self-organization within the WSF by self-organizing events. To promote debates on world issues of great importance through debates organized by ourselves, who are the ones who want them to take place within the WSF.

In order to demonstrate our interest in these priorities, last January I set out to do a self-organization trial, with a small-scale event, such as an international online roundtable of few exhibitors: four, but with at least one of they from another Spanish-speaking country, to give it an international character and avoid translation problems.

ONLINE MEETINGS AND AIRPORTS

 From my participation in the fight against the New Texcoco Airport, NAIM, started in 2014, I have become aware of the great damage that aviation does to the climate. Despite my lack of sympathy for information technology, it seemed very pertinent to me to prioritize WSF-Mexico2021 online events. This priority was very pertinent when the face-to-face round table we organized had to be canceled due to the coronavirus contingency.

We had created in 2019 a communication commission of the group Let's Change the No Climate System, CMX to support the dissemination of our texts and our campaign notices and also, those of the thematic space that we created within the WSF. This commission could help us to give a good national diffusion to this event while the international contacts that ECOMUNIDADES has cultivated since 1992 could help us to have a certain diffusion in Spanish speaking countries. So I made an investigation and an analysis on world issues close to ours (Climate, Ecology and Environment); on international movements close to our group and with proposals of great value, to face the global madness that for several years has been the origin of our greatest concerns; around prominent international speakers on these topics and possibly willing to work with us; on relevant thematic spaces of the WSF-Mexico 2021, close and appropriate for their subject matter,their experience and organization and finally about possible round tables that we could hold.

TOPIC OF THE PMR EX040.1 

At the beginning of last February, I concluded that the topic of Economics is a world topic of central or strategic importance in the destruction of climate, ecology and the environment, as well as the destruction of ethnic groups, languages, cultures, social ties and modern certainties or values, in addition, I concluded that the movements decroissance, decrescita, degrowth, postwachstum, degrowth and ours, degrowth, have in my opinion the most important criticisms and the most interesting proposals, to face the destruction it produces in climate ecology and environment, economic theory and economic policies.
 In 2007, through a series of colloquia called La Apuesta por el Descrecimiento, ECOMUNIDADES introduced in Mexico the debate on infinite growth in a finite world and the neologism DESCRECIMIENTO, with an S, to denote the will to reduce excess, with based on the ideas of Ivan Illich, Murray Bookchin, Jean Robert, Jacques Ellul, Serge Latouche and Paul Aries; As a result of these colloquia, the Descrecimiento or collapse movement was born, with the support of various ecologists and academics, to apply the slogan Descrecimiento! to the predicaments facing Mexico. Serge Latouche comes to Mexico in 2010 to give keynote lectures and then I am invited to the Second International Degrowth Conference in 2010 in Barcelona and in 2012,I participate in the international degrowth conferences in Montreal and Venice.

By participating in various global forums and international conferences on climate and degrowth, I could count on the support of leading international exhibitors at events dedicated to these topics. On the other hand, for a year now, climate change has become the main theme of ECOMUNIDADES and, of course, of the group Let's Change the System Not the Climate, CMX, which is why it has been the central reason for our participation in the WSF- Mexico 2021 and the creation of the thematic space Climate, Ecology and Environment: it was impossible for me not to include it in the PMR. I concluded that PMR EX040.1 should have the title Economy, Climate Change and Growth, in order to fulfill the requirements that I had set for myself quite well.

TRANSVERSALITY AND CO ORGANIZATION and EXHIBITORS

Regarding the alliance with another group and thematic space, I concluded that the most appropriate thematic space, to develop the organization of this PMR, was the Solidarity Economy, in which our dear friend Claudia Yadira Caballero (Participant Claudia 00016 participates ).) who is not only an economist and has a very good knowledge of the decrease and decrease movements, also, has very good experience in international debates and has also participated in our group Let's Change the No Climate System CMX and has a group that promotes the currency ECOMUN has the support of several groups that share their ideas: for several months she and I had thought to join forces inside and outside the WSF. An ideal alliance, as demonstrated by the successful completion of this PMR. I started to think of a plan for several international round tables, with world topics of interest to ECOMUNITIES. 

By studying the potential of various world issues, I managed to put together three or four PMR projects, in order to have options in the event of facing serious problems with the topic considered to be the most appropriate: one or two of these projected round tables have already advanced enough , to be carried out in a few weeks. Once I had the plan for this PMREX040.1, towards the beginning of last February, I proceeded to propose it to Claudia and the colleagues from ECOMUNIDADES and Let's Change the System Not the Climate.CMX
There was no major problem in reaching agreements with her and her colleagues about this plan and soon we began to confirm the advantages and benefits of this alliance; We quickly obtained the participation of Henry Mora from the National University of Costa Rica, a very prominent researcher on climate, ecological and economic issues, very knowledgeable about movements against infinite growth, speaker at a plenary session of the 2018 international degrowth-degrowth conference in Mexico City. http://openfsm.net/projects/espacios-oe/event2018-degrowth-conference 
We got the participation of Dr. Enrique Leff from the UNAM Institute of Social Research, a well-known international author on matters of Political Ecology, also, well-versed in the criticism of infinite growth in a finite world and speaker at a plenary session of the international conference degrowth-growth of 2018 in Mexico City, Claudia's friend and mine for several years.  

SUPPORTS AND INCLUSIONS TO OPERATOR GROUP EX040.1

Furthermore, without major problems, we enlisted the support of Pierre George, the WSF's international adviser, to include this event in the WSF2021 process and spread it internationally through the EX040 chat mailing lists;  http://openfsm.net/projects/pfsm20autodoc/ex040-autodocumentacion-doc1 , the support of Rosa Elva Zuñiga from CEAAL and WSF-Mexico 2021, to have the Zoom platform that they had recommended for international meetings.
We got a great place to conduct this PMR in person, the 100-person hall of the BASALTA company, located in a very important cultural neighborhood in this city - which was later denied to us by government regulations on the coronavirus pandemic.
We got the participation, as moderator of the PMR, EX040.1 of the architect Gustavo Romero, of postgraduates of the Faculty of Architecture of the National Autonomous University of the Basin of Mexico, well-known international author on housing issues, Right to the City , for his long-standing participation in the Habitat International Coalition, HIC of the United Nations- Los Sin Techo-, founder of the Mexican movement Descrecimiento o colapso !, friend of ECOMUNIDADES for decades.
We got the support of the group Common Media, Aaron Participant 00122) linked to Claudia Caballero who helped us with the technical control of the zoom session on March 26 and in the presentation of the notices of introduction of the PMR and, in addition, the support of the communication commission of Let's Change the No Climate System, for the preparation of the poster, the dissemination of the event among the supporters of the campaigns of this group and among journalists and social networks and presenters of the final notices of the session.

SCRIPT PROGRAM AND PROSPECTS OF THE MR EX040.1

About five weeks before the realization of this PMR, EX040.1 proposed to the exhibitors and support groups a draft program, with a date (March 26) and an hour ( 19.00hrs); Adjustments were made to the invitation to the event in the following weeks, in order to send the first round of invitations about two weeks before the PMR. The time of the event was adjusted to 18.00, at the request of the exhibitor Henry Mora from Costa Rica due to his class schedule: a very inappropriate time for colleagues from Europe who wanted to connect.
Pierre George suggested to me to formalize the strategic objective of this PMR, introducing in the invitation the purpose of considering this PMR as the beginning of a WSF EX040 Meeting on the topics of this table, which could continue to stimulate self-organization of future events and pluri meetings. -sessions, to deepen its various aspects. An Encounter Perspective was included in the invitation. [perspective  http://openfsm.net/projects/pfsm20autodoc/ex040-autodocumentacion-doc1/#perspectiva ] 

GOING ON LINE PRELIMINARY TEST 

 This PMR EX040.1 was originally designed to be face-to-face and online, that is how the first international invitations were issued, however, a week before it was made we were forced to spread an international urgent notice, to report that due to the Government regulations, the BASALTA room could not be used, so the event would be only online: this second notice was disseminated, through e-mails from ECOMUNIDADES, and was also broadcast by support groups.
At the same time, I proposed to the new team a script for the session, to support the Moderation, with initial and final notices presented by representatives of the Common Media and the communication commission of Let's Change the System Not the Climate. 

Five days before the PMR, I proposed to perform a zoom connection test, with the participation of the entire team; it was agreed to carry it out at 2.00 pm the day before the PMR was carried out and it was very productive: it lasted one hour; Also, I proposed that the representatives of the Common Media carry out the work of Monitors or Producers, in order to support the performance of the Moderator and the colleagues who would make the announcements at the end of the PMR.    
Two days before PMR EX040.1, a third round of invitations was sent nationwide, as a reminder: online connection and invitations by email or WhatsApp are not very well known in Mexico, and especially connection leagues are not they are archived to make them available on the day and time of connection. We agreed that the equipment was connected 15 minutes before the start time.

PARTICIPATION & VIDEO + TRANSCRIPTION 

At 5:45 p.m. on March 26, there were already 15-20 people connected, and from 5:50 p.m. the number of people connected to this meeting rapidly increased to the point that at 18:05 the Zoom platform closed when it reached 100 people. We did not know that this platform had this limit. Many people tried to connect as they informed us: I estimate that another 100 people were unable to connect. At around 7:30 p.m., some spaces began to be free, which were taken up again by new participants, however, it was close to 100 people connected until 8:00 p.m. and then it went down until it reached about 70 people at the end of the session at 9:00 p.m.

There was not a good registration of participants, however, due to the information available so far, people from Chile, Ecuador (Galapagos Islands), Peru, Costa Rica and from the states of Aguascalientes, Mexico City, Chiapas, Durango, Guerrero, Guanajuato, Jalisco, Michoacán, Nayarit, Quintana Roo, Sonora, Veracruz and Yucatán. Mainly people from universities, schools, houses of culture and government agencies were registered.
