An input in the WSF2022 methodological route discussion: WSF2022 open space, sub open spaces facilitated by the GF, and self-organized activities (including assemblies) in it.

Tord and Vasna in their proposal,http://openfsm.net/projects/pfsm22/pfsm22-insumo26, and Meena in her input, http://openfsm.net/projects/pfsm22/pfsm22-insumo27 , introduce a distinction between “assemblies facilitated from the GF” and “self-organized assemblies”. 

 

 1/ SELF ORGANIZED ASSEMBLIES, INCLUDING THE BIGGER ONES

There are indeed many groups coming in the WSF 2022 space that propose more focused dialogues, with a specific proposed common purpose, and the perspective of making statements/declarations with a common agenda for action, committing jointly those who will draft and or sign them .

These groups can use the formats of self-organized activity/ assembly (see recent announcements https://wsf2022.org/actividades-recientes-anuncios/ and the list of assemblies in wsf 2021 https://join.wsforum.net/assemblies-activities ) and the format of initiative of action (https://join.wsforum.net/initiatives ) to develop the building of ambitious coalitions, with the common purpose of building a common agenda , whether with a thematic focus, or a regional focus , or a generic actor focus. Also there can be  broad trans thematic, trans-regional, trans-actor coalitions of movements, that maybe associated with the idea  of a “global subject”

These are the self-organized assemblies, where participants come because they are interested by the purpose announced by the group organizing them and the announced possible outcome

The “general assemblies”, being bigger than others in their promoters vision, that are referred to in Tord and Vasna proposal, are also self-organized, and GF will treat them equitably with other such self-organized assemblies on day as e 5th

 

2/ DAY 6 OF MAY :  PLENARY OF ASSEMBLIES AND ACTION SQUARE AGORA

These big assemblies are different from the PLENARY OF ASSEMBLY WHICH is announced on day 6th in the methodological route proposal https://wsf2022.org/notas-19feb22 , which will be a sequence of reports from assemblies.

A flexibility could be that transversal broad initiatives could be formulated in the night from 5 to 6 as a transversal follow up effort of some bigger assembly, and be made visible in this plenary of assemblies, inasmuch they respect some public criteria defined in the GF (like being signed by more than a certain number of organization that would also be among signatories of declarations stemming from the various assemblies of day 5)

Those common agenda declarations produced in the various assemblies are expected to be formulated as initiatives and be a significant political feed, along with other initiatives, in the Plaza for action Agora, held as the final moment of the WSF 2022 . There, many organizations will have the opportunity to make contact with promoters of initiative they are interested to join in and support

 

3/ WSF 2022 OPEN SPACE AND SUBSPACES

Let us focus now on how GF is collectively building and providing the common open space of the WSF 2022, the “open space of encounters between those who think and act for another possible world”

This space is not, as such, a deliberative space as per principle 6 of WSF. In the spirit of the WSF, there is no such thing as a “general meeting of the WSF open space” ,and there is not an “implicit” general convergence agenda/duty“ that would be floating” above the WSF open space, on the ground that participants respecting the WSF principles, share generic values and goals described in various principles 1 4 8 10 12 ..)

This said, GF has indeed the capability of sustaining various “open subspaces”, that are part of the political and logistical implementation of the generic open space of the WSF.

These sub spaces or partial spaces can exists in physical modality (in person meeting), in digital modality ( permanent chats groups in social networks, online meeting ), and in hybrid modality combining the first two

 

4/ DISCUSSING A STRUCTURE LISTING POSSIBLE DIGITAL AND HYBRID SUBSPACES

GF can discuss a structure ( a word that is used in Tord and Vasna proposal ) , that is a list for these subspaces.

The 10 thematic axis provides a structure of such 10 thematic spaces. Similarly a list of region can be discussed in the GF

 

5/ GENERIC ACTORS DIGITAL AND PHYSICAL SUBSPACES

Also a list of broad generic actors with diverse political expression among them, such as the women, the indigenous people,  the trade unions etc could be discussed. They are referred to in the current Axis 10 shall there be only one sub-thematic space encompassing all of them? or shall there be a list of say10 generic actors defined. This can be discussed

 One manifestation of an actor subspace can be a physical space permanently allotted during the 6 days of the event; to a broad category of actors. There, they can self-organize a sequence of ACTIVITIES AND MEETINGS, under more or less distant care from the GF, checking that array of organizations present is wide enough to have check and balances for diversity

 

6/ INVITATION TO COME IN DIGITAL SUBSPACES

GF can propose to participants to declare they are interested in a thematic; or in a region of the world; or in a generic actor, and to come in digital subspaces ( chat rooms in social media moderated by GF teams)

Thus digital subspaces are being formed that are part of the global  WSF2022 open space. They are subspaces for dialogues in diversity and respect, without an “implicit” convergence agenda, beyond this basic purpose.

 

7/ GUIDELINES FOR MODERATING DIGITAL SUBSPACES

A series of guidelines for the moderation/facilitation of the permanent chats can be defined for example) .-1/ Circulate information from the GF to the participants and the guidelines for use of the subspace - 2/See that the information circulated by participants is clearly related to participation in the WSF and  that bilateral conversations started continue outside the subspace

Note: In wsf2021 the option was to entrust to self-initiated groups formed inside the GF to prepare visible panels, which were not assemblies, and the purpose to build online thematic space chats moderated by the GF was not formulated. The panel preparation groups were not thought of as subspace moderators or assembly facilitators.  8/ INVITATION TO MEETING PROPOSED BY GF IN THOSE SUBSPACES

As another way of facilitating the space, GF can INVITE meetings IN the subspace, online meetings ( before or after the WSF2022 event ) or hybrid in-person meetings ( during the event in CDMX) inviting primarily those who have come in those sub spaces .

Those meetings are held “In” the subspace and are not meetings “of” the subspace, During those meetings, participants can share their expectations and intentions and proposals for participation in WSF2022 and identify proximities with other participants with whom they would be interested to dialogue further and maybe build articulations

 

9: PROFILE OF GF AS FACILITATOR IN THOSE MEETINGS IN SUBSPACES

There can be guidelines discussed in the GF, common to those  inviting meetings in subspaces

The GF team, acting as moderating group, could have a low profile and just remember to participants  having come in the meeting that 1/ the meeting is a part of the open space, and is not a self-organized meeting. 2 What can get out of the meeting are a better information for all, about each other views intentions proposals, and the possibility of identifying possibility future articulations- 3/ The participants present can define a meeting conducting group, and circulate a report in the name of the organization(s) doing it

 

10 COORDINATION OF MODERATING/ FACILITATING TEAMS OF THE SUB SPACES

GF could structure a list of facilitating teams in each sub space and propose on line meetings where they can tune and  exchange about the guidelines and how to facilitate the spaces chats and the meetings that they will convene.

 

11: DISTINGUISHING “MEETINGS” IN SUB SPACES AND SELF ORGANIZED “ASSEMBLIES”

Proposal  in this text  is to call these meeting in subspaces “meetings called by GF in the subspace xxx”,  and keep the word “assembly” associated with the imaginary of a self-organized assembly with a pre-announced common purpose

It also possible to call both  assemblies and distinguish them with an adjective “GF facilitated thematic, regional, generic actor assembly” , distinguished from “self-organized assembly on xxx”

 

12/ ELEMENTS ON THE CHRONOLOGICAL PLANNING of those SUBSPACE MEETINGS IN WSF2022 EVENT

These meetings, in a thematic subspace or a region subspace or an actors subspace, can be quite relevant,when  proposed on line a few days before the start of the event, or In hybrid way on May 2.

They also could be night meeting ( may be on the 5th in face to face and hybrid modality) and online 2 weeks after the event

In the days 3 4 5 of may; the focus would be on self-organized activities and assemblies

These are just first elements, not getting into the consideration of scheduling the hours and implementing the online interactive access taking into account time zones etc

 1/ ASAMBLEAS AUTOORGANIZADAS, INCLUYENDO LAS MÁS GRANDES

De hecho, hay muchos grupos que vienen en el espacio del FSM 2022 que proponen diálogos más enfocados, con un propósito común específico propuesto, y la perspectiva de hacer declaraciones con una agenda común para la acción, comprometiéndose conjuntamente quienes los redactarán y/o firmarán.

Estos grupos pueden utilizar los formatos de actividad/asamblea autoorganizada (ver anuncios recientes https://wsf2022.org/actividades-recientes-anuncios/ y la lista de asambleas en el fsm 2021 https://join.wsforum.net/assemblies-activities ) y el formato de iniciativa de acción (https://join.wsforum.net/initiatives ) para desarrollar la construcción de coaliciones ambiciosas, con el propósito común de construir una agenda común, ya sea con un enfoque temático, o un enfoque regional, o un enfoque de actor genérico,. También puede haber amplias coaliciones de movimientos transtemáticos, transregionales y transactores, que se pueden asociar con la idea de un "sujeto global"

Estas son las asambleas autoorganizadas, donde les participantes acuden porque están interesadas ​​por el propósito anunciado por el grupo que las organiza y el posible resultado anunciado

Las “asambleas generales”, siendo más grandes que otras en la visión de sus promotores, a las que se hace referencia en la propuesta de Tord y Vasna, también son autoorganizadas, y GF las tratará equitativamente con otras asambleas autoorganizadas similares el día 5

 

2/ DÍA 6 DE MAYO : PLENARIO DE ASAMBLEAS Y ACCIÓN SQUARE AGORA

Estas grandes asambleas son diferentes del PLENARIO DE ASAMBLEA QUE se anuncia el día 6en el método propuesta de ruta lógica https://wsf2022.org/notas-19feb22 , que será una secuencia de informes de asambleas.

Una flexibilidad podría ser que iniciativas transversales amplias se formulen en la noche de 5 a 6 como un seguimiento transversal de alguna asamblea mayor, y se hagan visibles en este plenario de asambleas, en la medida en que respeten algunos criterios públicos definidos en el GF ( como ser firmado por más de un cierto número de organizaciones que también estarían entre los firmantes de las declaraciones derivadas de las diversas asambleas del día 5)

Se invita a que esas declaraciones de agenda común, producidas en las diversas asambleas, se formulen como iniciativas y sean una alimentación política significativa. , junto a otras iniciativas, en la Plaza para la acción Ágora, realizado como momento final del FSM 2022 . Allí, muchas organizaciones tendrán la oportunidad de ponerse en contacto con los promotores de iniciativas a las que estén interesadas en unirse y apoyar 2022, el “espacio abierto de encuentros entre quienes piensan y actúan por otro mundo posible”

3/ ESPACIO ABIERTO FSM 2022  Y SUBESPACIOS

Centrémonos ahora en cómo GF está construyendo y proporcionando colectivamente el espacio abierto común del FSM 2022, el “espacio abierto de encuentros entre quienes piensan y actúan por otro mundo posible” 

Este espacio no es, como tal, un espacio deliberativo según el principio 6 del FSM. En el espíritu del FSM, no existe tal cosa como una "reunión general del espacio abierto del FSM", y no hay una agenda/obligación de convergencia general "implícita" que estaría como “flotando” sobre el espacio abierto del FSM, con el argumento de que los participantes, respetando los principios del FSM, comparten valores genéricos y objetivos descritos en varios principios (1 4 8 10 12 ..)

Dicho esto, GF tiene la capacidad de sostener varios "subespacios abiertos", que son parte de la implementación logística y política  del espacio abierto genérico del FSM.

Estos subespacios o espacios parciales pueden existir en modalidad física (encuentro presencial), en modalidad digital (grupos de chats permanentes en redes sociales, encuentro en línea), y en modalidad híbrida combinando los dos primeros

 

4/ DISCUTIENDO UNA ESTRUCTURA : LISTADO POSIBLE  DE SUBESPACIOS DIGITALES E HÍBRIDOS 

GF puede discutir una estructura (una palabra que se usa en la propuesta de Tord y Vasna), que es una lista para estos subespacios.

Los 10 ejes temáticos proporcionan una estructura de tales 10 subespacios temáticos. De manera similar, se puede discutir una lista de regiones  del mundo en el GF

 

5/  SUBESPACIOS FÍSICOS Y DIGITALES PARA ACTORES GENÉRICOS

También se puede discutir una lista de actores genéricos amplios, con diversas expresiones políticas entre ellos, como las mujeres, los pueblos indígenas, los sindicatos, etc. Se hace referencia a ellos en el actual Eje 10 ¿habrá un solo espacio subtemático que los abarque a todos? o habrá una lista de, digamos, 10 actores genéricos definida. Esto puede discutirse

 Una manifestación de un subespacio de actores puede ser un espacio físico, asignado permanentemente durante los 6 días del evento a una amplia categoría de actores. Alli pueden auto-organizar una secuencia de ACTIVIDADES Y REUNIONES, bajo el cuidado más o menos distante del GF, verificando que el conjunto de organizaciónes presentes sea lo suficientemente amplio como para tener frenos y contrapesos para la diversidad

 

6/ INVITACIÓN A VENIR EN SUBESPACIOS DIGITALES

GF puede proponer a los participantes que se declaren interesados ​​en una temática; o en una región del mundo; o en un actor genérico, y venir en subespacios digitales (salas de chat en redes sociales moderadas por equipos de GF).

Así se están formando subespacios digitales que forman parte del espacio abierto global del FSM2022. Son subespacios para diálogos en la diversidad y el respeto, sin una agenda de convergencia “implícita”, más allá de este propósito básico.

 

7/ LINEAMIENTOS PARA LA MODERACIÓN DE SUBESPACIOS DIGITALES

Se pueden definir una serie de lineamientos para la moderación/facilitación de los chats permanentes por ejemplo) .-1/ Circular la información del GF a los participantes y las pautas para el uso del subespacio - 2/ Ver que la información circulada por los participantes está claramente relacionada con la participación en el FSM y que las conversaciones bilaterales iniciadas continúan fuera del subespacio

Nota: En FSM 2021 la opción fue encomendar a grupos de iniciativa propia, formados dentro del GF, para preparar “paneles” visibles, que no eran asambleas, y no se formuló el propósito de construir chats de subespacios temáticos en línea, moderados por el GF. 

Los grupos de preparación del panel no fueron pensados ​​como moderadores del subespacio o facilitadores de una asamblea. Las asambleas se auto-organizaron con el criterio de que debia haber 5 organizaciones ver https://join.wsforum.net/assemblies-activities

 

 8/ INVITACIÓN A REUNIÓN PROPUESTA POR GF EN ESOS SUBESPACIOS

Durante esos encuentros, los participantes pueden compartir sus expectativas e intenciones y propuestas de participación en el FSM 2022 e identificar proximidades con otros participantes, con los que estarían interesados ​​en dialogar. más y tal vez construir articulaciones

 

9: PERFIL DEL GF COMO FACILITADOR EN ESAS REUNIONES  EN SUBESPACIOS

10 COORDINACIÓN DE EQUIPOS MODERADORES/FACILITADORES DE LOS SUB ESPACIOS

GF podría estructurar una lista de equipos facilitadores en cada subespacio y proponer reuniones en línea donde puedan sintonizar e intercambiar sobre los lineamientos de  cómo facilitar los espacios chats y las reuniones que convocarán.

 

11: DISTINGUIR "REUNIONES" EN SUBESPACIOS Y "ASAMBLEAS" AUTOORGANIZADAS La

La propuesta  practicada en este texto es llamar a estas reuniones en subespacios "reuniones convocadas por  el  GF en el subespacio xxx", y mantener  la palabra "asamblea" asociada con el imaginario de una asamblea  auto organizada con un propósito común preanunciado

También es posible  llamar ambas nociones asambleas, y distinguirlas con  un adjetivo “asamblea  facilitada por GF;de actores genéricos, regional, temática”, que se distingue de “asamblea autoorganizada el xxx”

 

12/ ELEMENTOS EN LA PLANIFICACIÓN CRONOLÓGICA de esos ENCUENTROS SUBESPACIALES EN EL EVENTO FSM 2022

Estos encuentros en un subespacio temático, o un subespacio región o un subespacio actores pueden ser bastante relevantes, cuando se proponen en línea unos días antes del inicio del evento, o de manera híbrida el 2 de mayo

También podrán ser de encuentro nocturno (puede ser el día 5  presencial e híbrida) y online 2 semanas después del evento

En los días 3, 4, 5 de Mayo; el enfoque estaría en las actividades y asambleas autoorganizadas.

Estos son solo primeros elementos, sin entrar en la consideración de programar las horas teniendo en cuenta las zonas horarias se implementar el acceso interactivo en línea , etc.
