A / Starting with physical events

This text is to convey the experience of efforts to make the WSF process welcoming to those who cannot travel to the events and to develop online participation in self-organized activities within the framework of the WSF demonstrations, called extension of the events forums.

From 2001 to 2007 The process of the annual WSF world events was intense. There was a monthly newsletter circulated to a large number of participants from the Brazilian WSF secretariat. There was a social forum event every year, with two or three face-to-face meetings of the CI-WSF each year, and some face-to-face preparation seminars that brought together up to 100 people.

The online communication from the facilitating group of the next world event was to send invitations to meetings or stories of these seminars, and instructions to register for the coming event (in each event a different event-specific registration system was developed, although with similar features)

In these years there was not much reflection outside the framework of events: What is possible or relevant to do outside the physical place of an event, or outside the moment of an event? What form can the FSM process have?

Two decades later, with new tools and new practices, these questions have more answers

B / The global week of action 2008 / a decentralized WSF 2008 in space

The frequency of world events was one of the main topics of discussion in the international council. A growing part of organizations on the council were advocating for a two-year frequency. In this perspective, it was agreed in 2007 that in 2008 there would be no edition of the forum, but rather that a series of organizations, broader than the international council, made a call to participate in a “week of global action” in January 2008.

In July 2007, the CI-WSF communication commission was entrusted, with a budget, with the task of preparing a website to collect and display in the different places of the planet the announcements of local activities / actions around the world.

Since the vast majority of these “actions” were in fact dialogue “activities”, this week of global action can be considered as the first decentralized edition of the WSF, the website was called WSF 2008.org.

In the last three weeks in January 2008, 800 announcements of activities / located in 80 countries appeared on the website, which were manifestations of the same WSF process, although there was not much capacity for exchanges between these various places. there were several initiatives to organize exchanges between these local activities, or to invite distant panelists, using teleconferencing tools.

C / The notion of Extension of forum events- the right to participate

After this experience in 2008, it was agreed that it was not possible to close this possibility of organizing local activities on the occasion of the WSF events. In September 2008 at the IC in Copenhagen an invitation was made from the IC for “ remote participation” in the WSF 2009 in Belem. The word “extension” was used, it was about “extending” WSF events to online participation and local participation. It thus differed from the “expansion” of the WSF, which was the diffusion of the WSF process in parts of the world where it was not known.

In Belem 2009 and Dakar2011, the extension of the event was a project of the communication commission, then in Tunes2013 and 2015 and in Montreal, 2016 the extension was in charge of a group or a specific commission

It is worth noting the experience of the extension of the WSF Mexico in 2010 in the zócalo . A group of Mexican volunteers managed to set up a dozen tele-activities in a store between participants in Mexico and various interlocutors in other countries.

D / Modalities of remote participation in a physical central event

1 / At the beginning, in the extension of FSM Belem 2009 it was more about teleactivities or videoconferences between a "telecentre" installed at the event site, equipped with internet and video projectors, where participants in the face-to-face event came to discuss with groups from their cities in the world. These tele-activities were registered as activities in the event program.

Online activities can be conceived organized from a group of organizations and where behind each virtual participant there would be a physical room with a group of X people. This format, which is a generalization of teleactivity, has been little practiced to date.

E / The success of the extension of the event rests on a series of factors

 1 / Facilitation: communicate showing the possibilities of extension to various categories of participants: delegates at events, organizers of central activities, local organizers, and invite them to announce their specific intentions in terms of extension, described above and also invite volunteers who want contribute.

Communication is inclusive: all those who consider themselves participants in the process have the possibility of expressing it by organizing local activities and assigning delegates to the central event.

F / Extension dynamics: decentralization in space and time

After WSF Montreal 2016, a “dynamic of extension” disconnected from a particular event was explored

It is a manifestation of the WSF process different from an event. It allows groups that have already been included as a participant in an event and have an account on the website of this event, to express their participation in the forum process more permanently between events and to develop some intercommunications. In the extension dynamics, participants announce local activities and open them to remote participation, so that other participants informed of these activities by facilitating the dynamics, can come and exchange in these activities.

It is a kind of a WSF demonstration decentralized in space and time , stimulated and made visible from a facilitating group. This group can be an evolution of an event facilitating group which gives it a second life in the WSF facilitating community.

There can be several extension dynamics coexisting, and a local activity can be placed in more than one, there is no competition but addition.

G / Increasingly Online Participation Experience

It is noteworthy that the acceleration of the use of tools for the virtual collective encounter with the 2020 pandemic has made perceptions and practices regarding online participation evolve. It is increasingly easy to find a connection, video projectors or screens, powerful telephones, etc. There are more people handling these possibilities.

This does not mean that extending an event requires a willingness, a concern for those who could not come be it for time, money, visa etc.

Solidarity can also be fostered to finance internet data where it is expensive

H / The virtual forum 2021: a decentralized format, where online participation and participation are confused

In the virtual forum all the activities are online, there are no physical local activities, which are more of the decentralized forum like 2008, and there are no physical central activities, since there is no center.

This virtual WSF experience is thus different from the extension of a central forum event.

1 / difference between event centralized in time and space (activities in Mexico have more weight) and decentralized event in space (local activities without hierarchy). The central physical event in Mexico can be "extended" according to the accumulated experience, but it will remain centralized. It is not during this event that organizations have space to show through locally organized activities their participation and / or locally involve people who will not travel to the event in Mexico.

2 / difference between mostly face-to-face event, where central Mexican participants or international “delegates” present in Mexico have more weights than those who participate remotely, and 100% online event, where participants have the same capacity for self-organization and participation in everything the world (if digital inequality is put aside)

3 / The standard format of the activities is also different: "online activities and local activities open to distant participation" in the virtual forum, "central face-to-face activities open to distant participation" in the extended central forum.

4 / The people who are in the central event in Mexico have many direct requests in person and it will not be natural for them to come participate in these same days in online activities of a tele-activity type unless they have a particular motivation. This induces to differentiate several periods in the mixed event (see next point).

It should be noted that in the experience of the virtual forum 2021, the facilitating group was not given the task of exploring a virtual post event, that is, a framework with decentralization of activities in time and space.

The moment between two WSF events can be considered as an extension dynamic (point G) with a facilitating collective, where acts of participation and some collective forms such as a march or as an agora of futures can take place at a given moment without there being any a concentration of activity in a few days.  

From the discussion about an international facilitating group and its tasks, the vision of a facilitation of such a moment in 2021 can emerge before entering the internationally active preparation phase of the 2022 event.

J / Considerations on the mixed event format for 2022

The shocking experience of the virtual forum has led to the shared opinion that the format of the event in Mexico will be “mixed”. But more precisely how would this mixed format be, since it is not reduced to an extended event format?

The annex compares in more detail the differences between these three forms 1 decentralized event in space - 2 100% virtual event and 3 extended central event

A perspective for the mixed Mexico 2022 event can be to combine 3 ways in 3 different moments that have a total duration of 25 days spread over 2 or three months

It is possible to conceive moments combining decentralization in space and virtuality (form 1 + 2) and that are long (ten days or more), since there are no costs linked to the duration when everyone is in their usual place of life)

Extended Core Event 3 is not compatible with having a lot of online activities, which would have to be at another time

This proposal is provocative, so that we are not going to comfortably think that a “mixed event” is reduced to an “extended central event”. It involves a moment of extended physical event, but is not limited to it.

In any case, a recommendation is to start a working group or an extension commission of the centralized Mexico 2022 moment.

The first proposed moment would be like the end of the event preparation phase , which can be decentralized in time with similar acts of participation that allows to show how far they have come in a virtual way, and motivate those who go to the central event in Mexico CDMX to commit themselves as delegates and extenders for those who do not go, and specify points to discuss in person in various self-organized articulation dynamics

The second moment is the central and face-to-face part, where remote participants

The third moment is to organize, articulate according to the possibilities opened by agreements in the first two moments and document the discussions (see the text on forum and action)
