Presentacion iniciativa 34 en enero 19 

Hacia una red global de ciudades y espacios santuario o solidarias

·       El 2, 3 y 4 de noviembre de 2018 se celebró en la ciudad de México el 8vo Fororo Social Mundial de las Migraciones.

·       Dicho Foro en el que participaron poco más de 1,500 delegados de más de 70 países fue concebido como un parteaguas en la dinámica del Foro Social Mundial, al incorporar actividades e iniciativas pre y post Foro (es decir, concibiéndolo como un proceso, apoyandos en actualizaciones  por sus propios promotores de las fechas  acciones de iniciativas de un Calendario de futuros en FSMM18 

·       Una de las 40 iniciativas emergidas en el 8vo FSMM fue impulsar la creación de una

red global de ciudades y espacios santuario o solidarios”.(iniciativa 34)  

·       Su objetivo fue y sigue siendo ir más allá de las limitaciones del Pacto Global en materia migratoria derivadas de su carácter no vinculante y de la persistencia, en algunos de sus principales postulados, de la doctrina de seguridad nacional.  

·       Para ello resulta fundamental visibilizar las causas de la problemática y las verdaderas implicaciones de la migración.

·       El trasfondo de esta iniciativa 34 es avanzar hacia una estrategia de resistencia activa en la tentativa de construir otro Pacto Global posible que, entre otras cosas, posibilite: a) contener el avance de la ultraderecha y el neofascismo, y b) construir opciones transterritoriales asentadas en espacios locales (santuario o solidarios) que ataquen la problemática en origen/destino con una visión progresista.     

Revertir el discurso antiinmigrante y sus implicaciones

·       Deconstruir el discurso que criminaliza al migrante e irresponsablemente lo identifica como enemigo público.

·       Desmitificar los fundamentos de dicho discurso o narrativa, que esconden la realidad y promueven el fascismo social, el racismo, el oportunismo político, el autoritarismo y la militarización.

·       Promover un discurso alternativo de corte progresista, que modifique el escenario sociopolítico en el que actualmente se despliegan las contiendas electorales y que permita a la izquierda pasar, de la defensiva en relación con el tema migratorio, a la contraofensiva.

·       Evidenciar una realidad: las contribuciones de los migrantes a las sociedades de acogida y las causas de fondo de los problemas que las afectan (laborales, servicios públicos, seguridad social, criminalidad, entre otras), incluyendo a los países de origen y tránsito.

¿Qué son las ciudades santuario o solidarias?

·       Ciudades que reconocen a los migrantes como personas con derechos humanos plenos, independientemente de su estatus migratorio y que promueven legislaciones locales en consonancia con este principio (actualmente hay cerca de 200 ciudades y condados en Estados Unidos y 100 en el Reino Unido, además de muchas más en otros países y regiones del mundo).

·       Ciudades que promueven un discurso, una narrativa desmitificadora acerca de la movilidad humana.

·       Ciudades que contribuyen a forjar una identidad multicultural, que respeta la diversidad étnica, de género y religiosa.

·       Ciudades que impulsan una solidaridad institucional basada en una alianza estratégica entre organizaciones sociales y gobiernos progresistas.

¿Por qué impulsar una red global de ciudades y espacios santuario o solidarios?

·       Porque visibilizaría, promovería y fortalecería la contraofensiva que, en la teoría y en la práctica, están realizando las ciudades y espacios santuario o solidarios a nivel global, estableciendo canales de comunicación entre ellos y construyendo un tejido alternativo para contener las causas de la migración forzada y atacar los problemas que aquejan al capitalismo contemporáneo.

·       Porque convoca a unificar y expandir los esfuerzos de lucha, desde las resistencias territoriales hasta la búsqueda de los fundamentos mismos de un mundo intersolidario, interconectado, socialmente más justo e igualitario.

                                                                                                           

Propuesta (enero19)

·       Que en la ciudad de Madrid se realice en la segunda semana de abril de 2019 el lanzamiento de esta iniciativa, con el respaldo de varias  endidades participante en el proceso FSMM, el sindicalismo independiente (CCOO y UGT en España),una amplia gama de ONGs (Rumiñahui +), el acompañamiento de El Vaticano, academia progresista, la Vía Campesina, redes de ciudades existentes y gobiernos progresistas, organismos supranacionales como la OIT y la Secretaría General Iberoamericana) y algunas Fundaciones: Open Society, Rosa Luxemburgo y Friedrich Ebert, entre otras.

Initiative presentation 34 on January 19

Towards a global network of cities and sanctuary or solidarity spaces

· On November 2, 3 and 4, 2018, the 8th World Social Forum on Migration was held in Mexico City.

· This Forum - in which just over 1,500 delegates from more than 70 countries participated - was conceived as a watershed in the dynamics of the World Social Forum, incorporating pre and post Forum activities and initiatives (that is, conceiving it as a process, support in updates by their own promoters of the dates actions of initiatives of a Futures Calendar in WSFM18

· One of the 40 initiatives that emerged in the 8th WSFF was to promote the creation of a

"Global network of cities and sanctuary or solidarity spaces" (initiative 34)

· Its objective was and still is to go beyond the limitations of the Global Compact in migratory matters derived from its non-binding character and the persistence, in some of its main postulates, of the doctrine of national security.

· For this, it is fundamental to make visible the causes of the problem and the true implications of migration.

· The background of this initiative34 is to move towards a strategy of active resistance in the attempt to build another possible Global Compact that, among other things, makes it possible to: a) contain the advance of the extreme right and neofascism, and b) build trans-territorial settled options in local spaces (sanctuary or solidarity) that attack the problematic in origin / destination with a progressive vision.

Reverse anti-immigrant discourse and its implications

· Deconstruct the discourse that criminalizes the migrant and irresponsibly identifies him as a public enemy.

· Demystify the foundations of such discourse or narrative, which hide reality and promote social fascism, racism, political opportunism, authoritarianism and militarization.

· Promote an alternative progressive discourse that modifies the socio-political scenario in which electoral contests are currently deployed and which allows the left to pass, from the defensive in relation to the migratory issue, to the counter-offensive.

· Evidence a reality: the contributions of migrants to host societies and the root causes of the problems that affect them (labor, public services, social security, crime, among others), including countries of origin and transit.

What are sanctuary or solidarity cities?

· Cities that recognize migrants as persons with full human rights, regardless of their immigration status and who promote local legislation in line with this principle (there are currently about 200 cities and counties in the United States and 100 in the United Kingdom, in addition to many more in other countries and regions of the world).

· Cities that promote a discourse, a demystifying narrative about human mobility.

· Cities that contribute to forge a multicultural identity that respects ethnic, gender and religious diversity.

· Cities that promote an institutional solidarity based on a strategic alliance between social organizations and progressive governments.

Why promote a global network of cities and sanctuary or solidarity spaces?

· Because it would make visible, promote and strengthen the counter-offensive that, in theory and in practice, cities and sanctuary or solidarity spaces are doing globally, establishing channels of communication between them and building an alternative fabric to contain the causes of migration forced and attack the problems that afflict contemporary capitalism.

· Because it calls for unifying and expanding the efforts of struggle, from territorial resistance to the search for the very foundations of an inter-solidarity, interconnected, socially more just and egalitarian world.                                                                                         

Proposal (January19)

· That in the city of Madrid the launching of this initiative takes place in the second week of April 2019, with the endorsement of several participating entities in the FSMM process, independent trade unionism (CCOO and UGT in Spain), a wide range of NGOs (Rumiñahui +), accompaniment of the Vatican, progressive academy, Via Campesina, networks of existing cities and progressive governments, supranational organizations such as the ILO and the Ibero-American General Secretariat) and some Foundations: Open Society, Rosa Luxemburg and Friedrich Ebert , among other.
