A seminar titled "Towards Right to Life with Dignity: Dalit issues and challenges in Nepal"

The seminar had started few minutes ago.

The anchor, Amrit,of the seminar introducing the speakers of the seminar.

All the speakers who are going to speak in the seminar are requested to join the seminar.

Amrit: We asked many Civil Society members to discuss & raise awareness about Dalit issues.

Amrit: we worked together from different organizations to discuss about various perspectives about Dalit Issues.

Hem is giving a short historical evolution of the various aspects of Dalit issues.

Hem is describing the actual socio-economic condition of the Dalits in Nepal.

He also described the actual percentage of representation in Cabinet in Nepal.

Hem is describing how the Dalits are excluded from different public resources & the basic human rights.

Raj Kumar: Hem is presenting development indicators of Nepal and linking them into Dalit, which is far below than national average in Nepal.

The first Martyrs in Peoples war was a Dalit Boy.

Hem is stating the various movements & historical achievements of the campaign to make Nepal an untouchable free state.

The implementation part to resist untouchability in Nepal is yet difficult & the achievements are still yet to achieve.

Raj Kumar : In SAARC:

 

• Dalit issues should be collectively recognized and addressed in the SAARC.

• Formation of Joint Dalit Forum in SAARC as a state mechanism to respond Dalit issues immediately. 

• SAARC should make a policy and principle of compensation to Dalit as they are imposed into historical injustice and structural exclusion by the state and non - state institutions.

• United Nation should pass a special resolution to respond 300 million Dalits of South Asia.

• Proportional representation with additional rights and compensations to Dalits in all State Mechanism should be proportional budget allocation for the Dalit up-liftment.

• Modality of Federalism, Electoral System and Forms of Governance of State must be Dalit friendly.

• Appropriate scientific land reforms with prime rights to Dalit that should be sufficient for living.

• Traditional/Indigenous Occupation of Dalits should be Modernized and industrialized with prime and pattern rights to their occupation.

• Constitutional Dalit Commission and effective social and political mechanism to end caste-based discrimination and untouchability and guarantee the Compulsory Education and health as well as  social,  and cultural rights.

• Caste-based discrimination and untouchability should be treated as crime against humanity and perpetrator must be punished with the compensation to victims.

• Scrap all existing discriminatory laws, regulations, directives that are contradict to international human rights treaties.

• Ensure citizenship rights of all Dalits recognizing their identity.

Mr. Hem concluded his speech by discussing the concept paper of the seminar.

Hem’s speech also contained the agenda of the movement to stop untouchability issues & discrimination against Dalits.

Mr. Rajkumar is expressing his solidarity with us who are at the same position in Bangladesh.

Rajkumar: It is a matter of human rights; it's not the different people but the people with same identity in South Asia or the people whose human rights had been denied.

He urged SAARC & the respective states to accept the agenda to facilitate the human rights of the people whose human rights had been denied.

In the context of Dalit movement we should not forget Chamar movement of Sirah and Saptari.

Binod asked for a United Nations to go for a resolution to make sure the human rights of the people who had been excluded from the enjoyment of the basic human rights.

Binod had highlighted the Chamar movement of Sirah and Saptari in this context.

Now Achintya is expressing his solidarity from Bangladesh.

He is expressing the problem arising when the excluded & marginalized people arrange some social movement.

He is expressing the context of the Bangladesh, where in some parts of Bangladesh there are some Dalits who are facing some problems & from being contained from the enjoyment of some basic constituitional & human rights.

Untouchability and caste based discrimination should be one of the SAARC democracy and Social charter.

Mr. Gopal had added for the organizers of the seminars to add some new demands to ratify the rights charter by the respective countries.
