I find your previous work on this and this email already challenge the first point you make. On the order of names we can throw dies maybe? 

On the term "horizontalism": with or without the -ism i definitely agree with you, but i also agree with Francine who mentioned, if i remember correctly, how terms are often so difficult to remove from or to introduce into a conversation... What could a useful term be to replace horizontalism? The "open space culture" has been often associated with the innovative original culture largely popularised by the WSF. Could that not be a way of putting the long standing dilemma expressed by the sentence? 

So the sentence could read: Do we find the our current understanding and practice of the "open space culture" need rethinking and/or reformulation in light of WSF's history? 

As for Jasper's very interesting and useful comments i hope they will be considered the beginning of a longer conversation on both the nature of this document and, more importantly, on "where to go from here".
