PREPARATION OF THE MEETING OF THE IC OF TUNIS on October 31st, in November 1st and 2nd, 2014

An informal meeting of the present members of the IC in Ottawa, on the occasion of the Social Forum of the Peoples of Canada, is kept on August 24th, 2014, from 6 pm till 8:30 pm, in Montreal, in Alternatives Montreal office.
A meeting of the IC had been previewed but had not been held, for lack of solidarity fund. Therefore, few members of the IC moved, approximately about fifteen ,Canada (Alternatives Montreal, Alterinter), the United States (Social US Forum), of Tunisia (CRLDHT, Committee of the FSM on 2015), of Morocco (FMAS, Committee from the Maghreb), of France ( CRID), as well as two participants by Internet (NGID, Finland and MMF South Africa)

The participants exchanged their appreciations and their information on the recent events of the process. The Social Forum of the Peoples of Canada which was a very important and founding event. Other events were presented The Forum Magheb of the migrations in Monastir in Tunisia; the World Forum Peace and Disarmament of Sarajevo; the University of the International Solidarity by the CRID in Rennes, France; the University of the European social movements led by ATTAC in Paris; the world Forum on the energy in Brasilia. Social US polycentric Forum in preparation was presented.
This information on the process allowed to underline the importance of a revival of the IC.

During this meeting, the discussions concerned the preparation of the next meeting of the IC. This report will so allow to contribute to a discussion in the list of the IC to prepare this meeting.
Four points were approached:
- The preparation of the IC in Tunis;
- The preparation of the WSF on 2015 in Tunis;
- The debate in the IC on the situation and the evolution of the WSF;
- The secretariat of the IC.
Ten proposals were moved forward to prepare this meeting.
Another discussion concerned the possibility of a WSF in Montreal in 2016 or 2017. This question will be discussed within the social movements in Canada and will be presented to the next IC in Tunis.
The preparation of the IC in Tunis

The answers to the proposal of the Tunisian Steering committee to hold in Tunis the meeting of International council , on October 31st, November 1st and 2nd, 2014, was widely accepted. One member only of the IC indicated that the date did not suit to her.
Points put for the agenda were reminded : preparation of the WSF of Tunis; debate on the situation and the evolution of the WSF; organization of the IC and the secretariat.
First proposal: confirm the meeting of the IC in Tunis and discuss of the agenda in the list of the IC..
Several members of the IC specified that their presence depended on the existence of the solidarity fund for the meeting of the IC. The solidarity fund allows to finance the accommodation and to contribute to 40 % of the financing of tickets for those who cannot assume them. For Tunis, the Tunisian committee announced that it will take care of the expenses of accommodation and meal. It remains to contribute at the expense of transportation.
The proposal is to prepare the solidarity fund from now on. Let us ask all the organizations which cannot assume the financing of their tickets to indicate their request on the basis of the 40 % of tickets. Let us ask all the organizations of the IC which can indicate their contribution (on the basis of 500 Euros on average by organization)
The second proposal: prepare on the list of the IC the solidarity fund for the IC of Tunis at the end of October. Ask to all the organizations of the IC for their need and for their possible contribution. Prepare a successful internet connection for those who will not be in Tunis.
Preparation of the WSF of Tunis from 24 till 28 March 2015 and the IC of March 29th and 30th, 2015

The Steering committee (Tunisian, Maghreb and African) will present the state of the preparation of the WSF on 2015 for Tunis from 24 till 28 March 2015 and of the IC, March 29th and 30th, 2015.
The IC will have to make a commitment to assure the international participation on the preparation of the WSF on 2015.
It is suggested creating an international list of support for the preparation of the WSF of Tunis. This list will include all the members of the IC and all the people, the volunteers accepted by the steering committee, who can be useful in this preparation. This list will be organized at first by Hamouda and Romdhane for the steering committee
The third proposal: implementation of an international list of support for the preparation of the WSF on 2015 of Tunis, including the members of the IC.

It is planned to open commissions to the members of the IC who wish to participate in their activities and discussions. For that purpose, the reports of commissions will be translated into several languages and broadcasted to the members of commissions. At the moment, they are especially in Arabic. Romdhane will make sure of streaming the meetings. A support of the IC for the commission of methodology is already asked.
We shall plan a meeting of all the commissions at the time of the meeting of the IC at the end of October.
The fourth proposal: associate the members of the IC who wish to participate in the commissions. Plan a meeting of every commission at the time of the IC of the end of October.

The IC has to take care of the international mobilization for the WSF in Tunis on 2015. The mobilization of the movements by big region must be prepared and followed. Regions to be taken into account are: the Maghreb/ Machrek and the Middle East; western and east Africa; Southern and central Africa; Latin America; North America; Europe; Indian Asia; Chinese Asia ; South-East Asia.

The fifth proposal: program an international mobilization by big regions.

The IC has to mobilize directly and mobilize all the members to help the steering committee to combine the financing necessary for the holding of the WSF 2015 in Tunis. It is an absolutely priority to share.

Debate on the situation and the evolution of the WSF

Several members of the IC (in particular Gina, Chico and Guiseppe) underlined the absolute necessity of leading a strategic debate on the situation and the necessary evolution of the process of the WSF.

The IC of Tunis in the end of October, 2014 will make proposals for the organization of this debate in three stages: before and during the IC of Tunis in the end of October, 2014; from November, 2014 till March, 2015, in the preparation of the WSF, during the WSF, and during the IC of March 29th and 30th, 2015 which will enclose WSF 2015; after the IC of March, 2015 until date to fix to close this stage of the debate
Seventh proposal: launch from now on the debate on the list of the IC and organize the debate in the IC of Tunis in October, 2014 and in the IC of Tunis of March 29th and 30th, 2015
The debate on the situation and the evolution of the process includes all the political and organizational aspects. It is suggested leading in this a specific work on the reorganization and the organization of the IC.
Eighth proposal: within the framework of the general debate, organize the discussion about the reorganization and the organization of the IC by highlighting all the proposals which correspond to this question
The secretariat of the IC

The secretariat of the IC can and must be operational from now on and evolve according to the discussion about the future of the process of the WSF.
During the IC of Tunis at the end of October, it is necessary to take back and to specify the list of the tasks of the secretariat and their localization. It will also be necessary to specify what means the transfer of the secretariat to the organizing committee of the WSF with the sustainability of the tasks to be assumed.
We can start from a list of five task:
- Follow-up of lists and site of the WSF and the IC
- Support for the preparation of the World Social Forum
- Work of the commissions of the IC and the information on the IC
- Follow-up of the events of the process
- Active memory of the WSF process.

Ninth proposal: define the tasks of the secretariat, their localization and the priorities according to the strategic choices and the necessary financing
The first task, and the priority, is to assure the follow-up of lists and site of the WSF. This task will be assumed by the Tunisian and Maghreb committee.
The tasks of the secretariat of supporting the preparation of the WSF were described in the third, fourth and fifth proposals
The tasks of the secretariat for the strategic debate and the commissions of the IC depend on the debate which will be led on the situation and on the organization and the reorganization of the IC.
Tenth proposal: assure the follow-up of lists and site of the WSF starting from the lessons learned by the Brazilian secretariat and from the relay taken by the committee from the Maghreb. To set up a follow-up of the events of the process and to start an active memory of the WSF

PREPARACIÓN DE LA REUNIÓN DEL CI DE TÚNEZ el 31 de octubre, 1 y 2 de noviembre

Una reunión informal de los actuales miembros de la IC en Ottawa, con motivo del Foro Social de los Pueblos de Canadá, se celebro el 24 de agosto de 2014, desde las 6 pm hasta las 8:30 pm, en Montreal, en la oficina de Alternativas en Montreal .
Una reunión del CI había sido propuesta pero no se había celebrado, por falta de fondo de solidaridad. Por lo tanto, algunos miembros del CI vinieron, aproximadamente unos quince , Canadá (Montreal Alternativas, Alterinter), Estados Unidos (Foro Social de los EE.UU.), de Túnez (CRLDHT, Comité de la FSM en 2015), de Marruecos (FMAS, Comité de el Magreb), de Francia (CRID), así como dos participantes por Internet (NGID, Finlandia y MMF Sudáfrica)

Los participantes intercambiaron sus apreciaciones y su información sobre los últimos eventos del proceso. El Foro Social de los Pueblos de Canadá, que fue un evento muy importante y fundador. Otros eventos se mencionaron el Foro Maghebi de migraciones en Monastir en Túnez; el Foro Mundial de la Paz y el Desarme de Sarajevo; la Universidad de la Solidaridad Internacional por el CRID en Rennes, Francia; la Universidad de los movimientos sociales europeos liderados por ATTAC en París; El Foro Mundial sobre la energía en Brasilia. Se presentó l. ForoSocia policéntrico de los EE.UU en preparación.
Esta información sobre el proceso, permitió subrayar la importancia de un renacimiento del CI.

Durante esta reunión, las discusiones tocaron la preparación de la próxima reunión del CI. Este informe permitirá contribuir a una discusión en la lista del CI para preparar esta reunión.
Cuatro puntos fueron abordados:
- La preparación del CI en Túnez;
- La preparación del FSM en 2015 en Túnez;
- El debate en el CI sobre la situación y la evolución del FSM;
- La Secretaría del CI.
Diez propuestas están hechas para preparar esta reunión.
Otra discusión se refería a la posibilidad de un Foro Social Mundial en Montreal en el año 2016 o 2017. Esta cuestión será discutida dentro de los movimientos sociales en Canadá y será presentada al próximo CI en Túnez.
La preparación del CI en Túnez

Las respuestas a la propuesta del comité orgnizador de Túnez para celebrar en Túnez la reunión del Consejo Internacional, el 31 de octubre, 1 y 2 de noviembre de 2014, fue ampliamente aceptada. Un miembro sólo del CI indico que la fecha no le convenia.
Los puntos puestos a la orden del día fueron recordados: la preparación del Foro Social Mundial de Túnez; debatir sobre la situación y la evolución del FSM; organización del CI y de la secretaría.
Primera propuesta: confirmar la reunión del CI en Túnez y discutir de la agenda en la lista del CI ..
Varios miembros del CI especificaran que su presencia depende de la existencia del fondo de solidaridad para la reunión del, CI. El fondo de solidaridad permite financiar la vivienda y contribuir a un 40% de la financiación de los boletos para los que no puedan asumirlos. Para Túnez, el comité de Túnez anunció que se hará cargo de los gastos de alojamiento y comida. Queda por contribuir a gastos de transporte.
La propuesta consiste en preparar el fondo de solidaridad a partir de ahora. Pidamos a todas las organizaciones que no pueden asumir la financiación de sus boletos para indicar su solicitud sobre la base del 40% de los billetes. Pidamos a todas las organizaciones del CI que pueden indicar su contribución (sobre la base de 500 euros en promedio por organización)
La segunda propuesta: preparar en la lista del CI el Fondo de Solidaridad para el CI de Túnez a finales de octubre. Preguntar a todas las organizaciones del CI para su necesidad y su posible contribución. Preparar una connexion internet con éxito para aquellos que no estaran en Túnez.
Preparación de la FSM de Túnez del 24 al 28 Marzo 2015 y el IC del 29 y 30 de marzo, 2015

El comité de dirección (Túnez, el Magreb y África) presentará el estado de la preparación del FSM en 2015 para Túnez del 24 al 28 Marzo de 2015 y del CI, 29 y 30 de marzo de 2015.
El CI tendrá que hacer un compromiso para asegurar la participación internacional en la preparación del Foro Social Mundial en 2015.
Se sugiere la creación de una lista internacional de apoyo para la preparación del Foro Social Mundial de Túnez. Esta lista incluirá todos los miembros del CI y todo la gente, los voluntarios, aceptados por el comité de dirección, que pueden ser útil en esta preparación. Esta lista estará organizada en un principio por Hamouda y Romdhane para el comité directivo
La tercera propuesta: la implementacion de una lista internacional de apoyo para la preparación del FSM en 2015 de Túnez, incluyendo a los miembros del CI

Está prevista la apertura de las comisiones a los miembros del CI que deseen participar en sus actividades y discusiones. A tal efecto, los informes de las comisiones serán traducidos a varios idiomas y difundidos a los miembros de las comisiones. Por el momento, son sobre todo en árabe. Romdhane se asegurará de hacer streaming de las reuniones. Un apoyo del CI para la comisión de metodología ya se pidio.
Vamos a organizar una reunión de todas las comisiones en el momento de la reunión del CI a finales de octubre.
La cuarta propuesta: asociar los miembros de la IC que deseen participar en las comisiones. Planear una reunión de todas las comisiones en el momento de la IC a finales de Octubre.

El CI tiene que hacerse cargo de la movilización internacional para el FSM en Túnez en 2015, la movilización de los movimientos por gran región debe prepararse y seguirse. Regiones a tener en cuenta son: el Magreb / Mashreq y el Medio Oriente; África occidental y el este; Sur y centro de África; América Latina; América del norte; Europa; Asia indiana; Asia china; Asia Sur-Oriental.
La movilización se conectará con los eventos del proceso ver la pagina calendario FSM
La quinta propuesta: programar una movilización internacional por regiones grandes.

9.
El IC tiene que movilizar directamente y movilizar a todos los miembros para ayudar al comité de dirección para combinar la financiación necesaria para la celebración del Foro Social Mundial 2015 en Túnez. Es una absoluta prioridad a compartir.

Debate sobre la situación y la evolución del FSM

Varios miembros del CI (en particular, Gina, Chico y Guiseppe) subrayaron la necesidad absoluta de conducir un debate estratégico sobre la situación y la evolución necesaria del proceso del FSM.

El CI de Túnez, en el final de octubre de 2014 presentará propuestas para la organización de este debate en tres etapas: antes y durante el CI de Túnez, en el final de octubre de 2014; desde noviembre de 2014 hasta marzo de 2015, en la preparación del Foro Social Mundial, durante el Foro Social Mundial, y durante el CI del 29 y 30 de marzo de 2015, que encerrara el FSM 2015; después de l CI de marzo de 2015 hasta la fecha para fijar para cerrar esta etapa del debate
Séptima propuesta: poner en marcha a partir de ahora el debate sobre la lista de la IC y organizar el debate en el IC de Túnez en octubre de 2014 y en el IC de Túnez del 29 y 30 de marzo, 2015
El debate sobre la situación y la evolución del proceso incluye todos los aspectos políticos y organizativos. Se sugiere llevar en este un trabajo específico sobre la reorganizacion y la organización del CI.
Octava propuesta: en el marco del debate general, organizar la discusión acerca de la reorganización y la organización del CI, poniendo de relieve todas las propuestas que corresponden a esta pregunta
La secretaría del CI

La secretaría del CI puede y debe estar en funcionamiento a partir de ahora y evolucionar de acuerdo con la discusión sobre el futuro del proceso del FSM.
Durante el CI de Túnez a finales de octubre, es necesario tomar una mirada y especificar la lista de las tareas de la secretaría y su localización. También será necesario especificar lo que significa el traslado de la secretaría del comité organizador del FSM con la sostenibilidad de las tareas que habrá que asumir.
Podemos partir de una lista de cinco tareas:
- Seguimiento de las listas y el sitio del FSM y del CI
- Apoyo a la preparación del Foro Social Mundial
- El trabajo de las comisiones del CI y la información sobre el CI
- Seguimiento de los eventos del proceso
- memoria activa del proceso del FSM.

Novena propuesta: se definen las funciones de la secretaría, su localización y las prioridades en función de las decisiones estratégicas y la financiación necesaria
La primera tarea, y la prioridad, es asegurar el seguimiento de las listas y el sitio del FSM. Esta tarea será asumida por el comité de Túnez y el Magreb.
Las tareas de la secretaría de apoyo a la preparación del FSM fueron descritos en la tercera, cuarta y quinta propuestas
Las tareas de la secretaría para el debate estratégico y las comisiones del CI dependen del debate que se llevara sobre la situación y sobre la organización y la reorganización del CI
Décima propuesta: asegurar el seguimiento de las listas y el sitio del FSM a partir de las lecciones aprendidas por la secretaría brasileña y del relé tomada por el comité del Magreb. Para configurar un seguimiento de los eventos del proceso y comenzar una memoria activa del FSM
PREPARATION DE LA REUNION DU CONSEIL INTERNATIONAL DE TUNIS

Une réunion informelle des membres du CI présents à Ottawa, à l'occasion du Forum Social des Peuples du Canada, s'est tenue le 24 août 2014, de 18H à 20H30, à Montréal, dans les locaux de Alternatives Montréal.
Une réunion du CI avait été envisagée mais n'avait pas été retenue, faute de moyens pour financer le fond de solidarité. De ce fait, peu de membres du CI se sont déplacés, environ une quinzaine du Canada (Alternatives Montréal, Alterinter), des Etats-Unis (US Social Forum), de Tunisie (CRLDHT, Comité du FSM 2015), du Maroc (FMAS, Comité Maghrébin), de France (CRID), ainsi que deux participants par Internet (NGID, Finlande et MMF Afrique du Sud)

Les participants ont échangé leurs appréciations et leurs informations sur les événements récents du processus. Le Forum Social des Peuples du Canada qui a été un événement très important et fondateur. D'autres événements ont été présentés Le Forum Magheb des migrations à Monastir en Tunisie ; le Forum Mondial Paix et Désarmement de Sarajevo ; l'Université de la Solidarité Internationale animée par le CRID à Rennes en France ; l'Université des mouvements sociaux européens animée par ATTAC à Paris ; Le Forum mondial sur l'énergie à Brasilia. Le US Social Forum polycentrique en préparation a été présenté.
Ces informations sur le processus ont permis de souligner l'importance d'un renouveau du Conseil International.

Au cours de cette réunion, les discussions ont porté sur la préparation de la prochaine réunion du CI. Ce compte rendu permettra ainsi de contribuer à une discussion sur la liste du CI pour préparer cette réunion.
Quatre points ont été abordés :
- la préparation du CI à Tunis ;
- la préparation du FSM 2015 de Tunis ;
- le débat au CI sur la situation et l'évolution du FSM ;
- le secrétariat du CI.
Dix propositions ont été avancées pour préparer cette réunion.
Une autre discussion a porté sur la possibilité d'un FSM à Montréal en 2016 ou 2017. Cette question sera discutée entre les mouvements sociaux au Canada et sera présentée au prochain CI à Tunis.
La préparation du CI de Tunis

Les réponses à la proposition du Comité d'organisation tunisien de tenir à Tunis la réunion du Conseil International, les 31 octobre, 1er et 2 novembre 2014, a été largement acceptée. Une seule membre du CI a indiqué que la date ne lui convenait pas.
Les points mis en avant pour l'ordre du jour ont été rappelé : préparation du FSM de Tunis ; débat sur la situation et l'évolution du FSM ; organisation du CI et secrétariat.
Première proposition : confirmer la réunion du CI à Tunis et discuter de l'ordre du jour sur la liste du CI.

Plusieurs membres du CI ont précisé que leur présence dépendait de l’existence d’un fond de solidarité pour la réunion du CI. Le Fond de solidarité permet de financer l'hébergement et de contribuer à 40 % du financement des billets pour ceux qui ne peuvent les assumer. Pour Tunis, le comité tunisien a annoncé qu'il prendra en charge les frais d'hébergement et de repas. Il reste à contribuer aux frais de transports.
La proposition est de préparer le fond de solidarité dès maintenant. Demandons à toutes les organisations qui ne peuvent assumer le financement de leurs billets d'indiquer leur demande sur la base de 40 % des billets les moins chers. Demandons à toutes les organisations du CI qui le peuvent d'indiquer leur contribution (sur la base de 500 Euros en moyenne par organisation)
Deuxième proposition : préparer sur la liste du CI le fond de solidarité pour le CI de Tunis fin octobre. Demander à toutes les organisations du CI leur besoin et leur contribution possible. Préparer une liaison internet performante pour ceux qui ne seront pas à Tunis.
Préparation du FSM de Tunis du 24 au 28 mars 2015 et du CI du 29 et 30 mars 2015

Le Comité d'organisation (tunisien, maghrébin et africain) présentera l'état de la préparation du FSM 2015 à Tunis du 24 au 28 mars 2015 et du CI du 29 et 30 mars 2015.
Le CI devra s'engager pour assurer la participation internationale à la préparation du FSM 2015.
Il est proposé de créer une liste internationale de soutien à la préparation du FSM de Tunis. Cette liste comprendra l'ensemble des membres du CI et toutes les personnes, volontaires et acceptées par le comité d'organisation, qui peuvent être utiles dans cette préparation. Cette liste sera dans un premier temps mise en place par Hamouda et Romdhane pour le comité d'organisation.
Troisième proposition : mise en place d'une liste internationale de soutien à la préparation du FSM 2015 de Tunis, comprenant les membres du CI.

Il est prévu d'ouvrir les commissions aux membres du CI qui souhaitent y participer. Pour cela, les comptes rendus des commissions seront traduits en plusieurs langues et diffusés aux membres des commissions. Pour l'instant, ils sont surtout en arabe. Romdhane s'assurera de cette diffusion. Un appui du CI à la commission méthodologie est déjà demandé.
On prévoira une réunion de toutes les commissions au moment de la réunion du CI fin octobre.
Quatrième proposition : associer les membres du CI qui le souhaitent aux travaux des commissions. Prévoir une réunion de chaque commission au moment du CI de fin octobre.

Le CI doit prendre en charge la mobilisation internationale pour le FSM 2015 de Tunis. La mobilisation des mouvements par grande région devra être préparée et suivie. Les régions à prendre en compte sont : Maghreb ; Machrek et Moyen-Orient ; Afrique de l'Ouest et de l'Est ; Afrique Australe et centrale ; Amérique Latine ; Amérique du Nord ; Europe ; Asie indienne ; Asie chinoise ; Asie du sud-est.
La mobilisation s'appuiera sur les événements liés au processus voir la page: calendrier FSM

Le CI doit se mobiliser et mobiliser tous ses membres pour aider le comité d’organisation à réunir les financements nécessaires à la tenue du FSM 2015 à Tunis. C’est une action absolument prioritaire.
Sixième proposition : mobiliser le CI et ses membres pour rechercher les financements nécessaires à la tenue du FSM 2015 à Tunis.
Débat sur la situation et l'évolution du FSM

Plusieurs membres du CI (notamment Gina, Chico et Guiseppe) ont souligné la nécessité absolue de mener un débat stratégique sur la situation et l'évolution nécessaire du processus des FSM.
Ce débat peut commencer dès maintenant sur la liste du CI et sur la liste ouverte à cet effet après le CI de Casablanca. http://openfsm.net/projects/newci/newci-general-page et la liste couriel http://openfsm.net/projects/newci/lists/newci-discussion
Le CI de Tunis fin octobre 2014 fera des propositions pour l'organisation de ce débat en trois étapes : avant et pendant le CI de Tunis fin octobre 2014 ; de novembre 2014 à mars 2015, dans la préparation du FSM, pendant le FSM, et pendant le CI des 29 et 30 mars 2015 qui clôturera le FS 2015 ; après le CI de mars 2015 jusqu'à une date à fixer de clôture de cette étape du débat
Septième proposition : lancer dès maintenant le débat sur la liste du CI et organiser le débat au CI de Tunis en octobre 2015 et au CI de Tunis du 29 et 30 mars2015

Le débat sur la situation et l'évolution du processus comprend tous les aspects politiques et organisationnels. Il est proposé de mener dans ce cadre un travail spécifique sur la recomposition et l'organisation du Conseil International.
Huitième proposition : dans le cadre du débat général, organiser la discussion sur la recomposition et l'organisation du CI en mettant en évidence toutes les propositions qui correspondent à cette question
Le secrétariat du CI

Le secrétariat du CI peut et doit être opérationnel dès maintenant et évoluer en fonction de la discussion sur l'avenir du processus des FSM.
Au cours du CI de Tunis fin octobre, il faut reprendre et préciser la liste des tâches du secrétariat et leurs localisations. Il faudra aussi préciser ce que signifie le transfert du secrétariat au comité organisateur du FSM avec la pérennité des tâches à assurer.
On peut partir d'une liste de cinq tâches :
- suivi des listes et du site du FSM et du CI
- soutien à la préparation du Forum Social Mondial
- travail des commissions du CI et informations sur le CI
- suivi des événements du processus
- mémoire active du processus FSM

Neuvième proposition : définir les tâches du secrétariat, leur localisation, leur prise en charge et les priorités en fonction des choix stratégiques et des financements nécessaires
La première tâche, et la priorité, est d'assurer le suivi des listes et du site du FSM. Cette tâche a été confiée au comité tunisien et maghrébin.
Les tâches du secrétariat de soutien à la préparation du FSM ont été décrites dans les troisième, quatrième et cinquième propositions
Les tâches du secrétariat pour le débat stratégique et les commissions du CI dépendent du débat qui sera mené sur la situation et sur l'organisation et la recomposition du CI.
Dixième proposition : assurer le suivi des listes et du site du FSM à partir des leçons tirées par le secrétariat brésilien et du relais pris par le comité maghrébin.
