SUMMARY OF WORKING GROUP MEETING ABOUT THE FUTURE OF THE WSF

Tunisia - Monastir – July 16, 2012

I. Considerations

 

We are at a new moment, which is expressed in the presence of new actors and new problematics, new movements with new social practices There is a new climate, different from the beginnings of the WSF.

A main concern in the last period has been how to make more adequate the present structure of the WSF to this new reality and its democratic needs. There have been many criticisms of the current structures of the Forum and the way they work. They are considered more as representative bodies and not as spaces for participation. The committees work involve few people, the working groups work for specific things, the Liaison Group has not worked as expected.

 

There has been a frequent lack of democracy and transparency in the decision-making process. (In relation to the meeting of some IC members with the government). It seems that these are taken only by some friends. Although there are explanations for this, we need transparency in the process of taking decisions.

The WSF is marked by a contradictory process. People who participate do it in volunteer time. How can we make them responsible if there is no mandate to make them accountable?  This could occur if the WSF becomes an organization, and that is impossible, because it is against the very meaning of the WSF.

 

We must recognize that we have not developed a new culture that can handle all these inconsistencies. And we need to look for the best ways forward in the commitment and voluntary participation because this has been and is the new – innovatory - way of functioning of the WSF.

 

 

II. Positions

 

Any structure of the WSF is meaningless unless it is to serve something. A structure does not work without some basic principles

 

-Objectives: What purpose do we want the WSF structures to serve?

 

-Decentralization: Recovering past experience, and see what worked out. For example, the Polycentric Forums, for some, were a good experience. When we stopped them, we lost solidarity. Also, Thematic Forums are a contribution.


-Diversity of  struggles and actors 

 


III. Experiences that provide a basis for defining  objectives, processes, decentralization and new presences

 

•There has been progress in creating some instances, which could be a kind of network operation, with committees, working groups, local, national, regional, and global.

 

•We have to criticize such instances because their weak performance. But also we should recover the positive achievements, check whether now there is continuity with previous experiences. This cumulative analysis will allow us to see where progress has been made and what the shortcomings of the process are. This should also allow us to see what worked and what did not and where to direct our efforts.

 

•It is this kind of network, established with/in the different activities of the WSF which should feed into the process of decentralization and also give visibility to diverse social actors.

 

To advance on this:

  • We urgently require documentation of these  regional, national and local processes and to build/feed the memory of the Forum. There have been several previous attempts, and it is important not to lose the cumulative sense of our history. We are what we are because we also have a history.
  • It is urgent to think of new forms of participation/representation, in territorial or sectoral terms.  We need to build a pyramid bottom-up as well as top-down if we are to have a more representative body.
  • This is not just a matter of moving from representation to participation, but of asking ourselves what representation means.
  • A cross-cutting frame could be developed, between regions and sectors, seeking to have feedback from below. This would mean a more energetic and inclusive structure.

 

 

IV. Recommendations 

 

The immediate ones:

  • Need to audit those who are members of the IC and those who are not (what would be the criteria for this audit, was not discussed).
  • Need for transparency in the practices and decisions.
  • Need to stop the Liaison Group because it has not fulfilled its function.  We need to  appoint ad hoc commissions to prepare IC meetings. 

 

The big questions:

How are we to continue? How can we contribute to improve the situation described? How much time; till when? How can we build the basic principles; how can we begin to implement transparency and democratic practices? How can we find or invent a more democratic way of working together?

How can we handle contradictions in the future?

 

The initial steps:

We need to do an evaluation, both external and internal. To evaluate what has been the process, what has been happening and not only in the structure. In  addition we need to recover what have been advances of other proposals  (eg:  Cosatu proposal on role of IC), not necessarily to follow but to recover the cumulative perspective and extract what is most appropriate to the present time.

 

To consider, in all this process, which is the role of the IC?  What we mean by saying that the IC should be a facilitator? Is its role to strengthen/connect the struggles of social movements/social organizations? How?

 

We need a connection between the old that has served well and new that is being introduced.


  • -Expanding the IC to make it more democratic?
  • -Catalysing political debate about the contents and practices that a democratic body should have? 
  • -And this includes ourselves and our practices in the IC. It seems that we are afraid to speak directly about ourselves.
  • -The idea of addressing the WSF structures was proposed at the last IC and nothing happened.  Whenever we face problems we create a new working group to analyze why the WG is not working and so ad infinitum?
  • -In that sense, it is better to downgrade the working groups? But to take the discussion to the plenary does not motivate either; it feels like an external reflection.
  • -This is why the importance of new mechanisms. One possibility could be to discuss in plenary during 2-3 hours and then, based in the discussion, a working group could work out a  proposal to the plenary.

RESUMEN DE LA REUNIÓN DEL GRUPO DE TRABAJO SOBRE EL FUTURO DEL FSM.

I. Consideraciones

 

Estamos en un nuevo momento, que se expresa en la presencia de nuevos actores y nueva  problemáticas,  nuevos movimientos, un nuevo clima, diferente al de los inicios del FSM.

 

Una preocupación central de este periodo es como adecuar las estructuras del FSM a la nueva realidad y las nuevas necesidades democráticas.

 

Se han dado muchas críticas a las estructuras actuales del FSM y a la forma de trabajo. Para much@s, las estructuras actuales no funcionan, actúan mas como representación que como espacios de participación. Las comisiones funcionan con unas cuantas personas, los grupos de trabajo funcionan mejor para cosas puntuales, el Grupo de enlace no ha funcionado como se esperaba.

 

Ha habido en muchos momentos falta de democracia y transparencia en relación a las decisiones. Parecería que estas se toman solo entre los más amigos. Es necesario buscar transparencia en las prácticas y las decisiones.

 

El FSM arrastra un proceso contradictorio. La gente que participa lo hace en tiempo voluntario. Como hacerlos entonces responsables? Si no hay mandato para exigirles rendir cuentas. Y esto solo podría darse si el FSM se vuelve una organización, y eso seria trágico, iría contra el sentido mismo del FSM.

 

Pues, siendo estas las condiciones, tenemos, hay que ver cual es la mejor forma de avanzar en el compromiso y participación voluntaria pues esta ha sido la forma novedosa del funcionamiento del FSM.  Y es necesario reconocer que no tenemos una nueva cultura política que responda a estas incongruencias y eso es un reto..

 

 

II. Posicionamientos

 

  • Cualquier estructura del FSM no tiene sentido si no es para servir a algo. Una estructura no trabaja sin algunos principios básicos
  • -objetivos: para que debe ser el FSM, que queremos de la estructura= para que nos sirve¬/-‘
  • -descentralización- asumir seriamente un proceso de descentralización, recuperando experiencias anteriores, y ver cuales sin funcionaron (por ejemplo  los Foros Policéntricos fueron para algunos una buena experiencia: al suspenderlos, perdimos solidaridad. También los Foros temáticos son un aporte.
  • -Diversidad de luchas y de y actores-as. 

 

 

III Avances que dan una base de arranque para objetivos, procesos de descentralización y nuevas presencias

 

Se ha avanzado en crear instancias, que puede ser una especie de red de funcionamiento,  con las comisiones, grupos de trabajo, grupos locales, regionales, y globales. Además de criticar estas instancias por su débil funcionamiento, es importante recuperar también lo que hemos acumulado como positivo. Ver si existe o no continuidad con las experiencias previas...  Podemos evidenciar en este análisis acumulativo  cuales han sido los avances y cuales las carencias del proceso. Esto nos debe permitir ver lo que ha funcionado y lo que no y hacia donde dirigir nuestros esfuerzos.


-Es sobre esta red, establecida en las diferentes expresiones del FSM la que debe alimentar el proceso de descentralización.  Ello también alimentará la visibilidad de más actores y actoras.

 

Para avanzar en esto

Urge una documentación de los procesos regionales, nacionales y locales. Construir-alimentar la memoria del Foro. Ha habido varios intentos previos, y es importante no perder el sentido acumulativo de nuestra historia. Somos lo que somos porque también cargamos una historia

 

Pensar en nuevas formas de participación/representación: territorial, sectorial?. Necesidad de construir una pirámide, de abajo hacia arriba, y de arriba hacia abajo, hacia un cuerpo mas representativo

 

No es solo movernos de representación  a participación, sino preguntarnos quien representa y si tiene participación, y viceversa….???

 

Se podría desarrollar una estructura cruzada (crosscrossing frame) entre territorios y sectores, buscando tener opinión desde la base…. Lo que implica una estructura más energética e inclusiva.

 

 

IV. Recomendaciones (aportadas, no necesariamente consensuadas)

 

Las inmediatas

  • Necesidad de auditar quienes son miembros del CI y quienes no (cuales serian los criterios para esta auditoria, no se discutió)
  • Necesidad de transparencia en las prácticas y en las decisiones.
  • Que deje de funcionar el Grupo de enlace porque no ha cumplido su función. Que se nombren comisiones ad hoc para la preparación de los CI.

Las grandes preguntas:

  • Como seguimos? Como mejoramos la situación descrita ? Que plazo nos damos ? Como nos damos los principios básicos+ como implementamos transparencia y practicas democráticas ? como nos damos o inventamos una forma mas democrática de trabajar juntos?
  • Como manejaremos las contradicciones en el futuro?
  • Cuales conceptos y prácticas deberíamos revisar, como la de representación.

Las iniciales respuestas

Necesitamos hacer una evaluación, tanto externa como interna. Hacer una evaluación de lo que ha sido el proceso, lo que ha pasado, no solo de las estructuras. Recuperar además lo que han sido avances, (Ej. Propuesta de Cosatu sobre rol del CI), no para seguirlo igual pero para recuperar el sentido acumulativo y extraer lo mas adecuado al momento actual.

 

Responder en este proceso cual es el rol del CI. Que queremos decir cuando afirmamos que el CI debe ser facilitador?  Su rol  es el de reforzar/conectar  las luchas de los movimientos sociales/organizaciones sociales? Como?

 

Necesitamos una articulación/conexión entre lo viejo que ha servido y lo nuevo que se esta incorporando

 

  • -Expandir el CI para hacerlo mas democrático?
  • -Propiciando un debate político sobre los contenidos y prácticas de una instancia democrática.
  • -Y allí también nos incluimos desde nuestras prácticas en el CI.  Parecería que tenemos miedo de hablar directamente sobre nosotr@s; este punto de revisión de las estructuras esta en la agenda desde el anterior CI y no se había abordado.
  • -Cada vez que nos enfrentamos a problemas creamos un nuevo grupo de trabajo para que analice porque el GT no esta funcionando y así,  puede ser indefinidamente.
  • - en ese sentido, sería mejor relativizar los grupos de trabajo?  Pero llevarlo a la plenaria tampoco motiva, se siente como reflexión ajena.
  • -De allí la importancia de ver nuevos mecanismos. Una posibilidad podría ser discutir en la plenaria, 2-3 horas y  luego, en base a esa discusión, que el grupo de trabajo trabaje una propuesta a la plenaria.
