Bardo attack. The opening march will take on tuesday. French and Arab

Reframing the World Social Forum March

We are writing to express our alarm at the position adopted by the 
Preparatory Commission in its comunique regarding the tragic events 
at Tunisia's Bardo national museum. In particular, its announcement that 
the opening World Social Forum march will come under the theme of 
"Peoples of the world united against terrorism". We are 
seriously concerned that the Preparatory Commission 
may be facilitating the usurpation of the World Social Forum by 
the "war on terror" agenda.

Progressives around the globe view the World Social Forum as 
an alternative space in which they can critically reflect upon and 
challenge dominant narratives of state, capitalist and imperialist power 
that keep peoples from imagining and achieving "another world". The 
first principle of the original WSF charter is to bring together civil 
society organizations "that are opposed to neoliberalism and to 
domination of the world by capital and any form of imperialism". For the 
past 15 years, the discourses, policies and practices of the "war on 
terror" have played a key role in (re)producing the various hierarchies 
(of socio-economic status, of citizenship, of sovereignty, etc) that 
perpetuate capitalist and imperialist power. We believe the role 
of progressives should always be to express empathy and solidarity with 
innocent victims of crime, regardless of the perpetrator, whether states 
or non-state actors. We also believe there are times when "civil 
society" may find it in their strategic interests to work with 
governments to achieve certain aims. However, in a context in which 
clarity is lacking and where it is difficult to access accurate 
information, it is incumbent upon progressives to challenge official 
narratives and propose emancipatory alternatives.
The global justice movement cannot allow itself to be used for a 
domestic and geopolitical agenda that seeks to manipulate the emotions 
of the public to justify a further militarization of Tunisian society 
(and the world) in a way that only benefits 
the security/military-industrial-complex. It also enables the 
entrenchment of racialized counter-terror practices that marginalize 
whole communities, criminalize dissent and, most importantly, divert 
attention away from the most pressing social, economic and political 
issues that were at the heart of the uprisings in Tunisia and elsewhere 
in the world.
We believe the raison d'être of the WSF is to speak truth to power, not 
to collude with power. In light of this, we hope the WSF Preparatory 
Commission statement will be redrafted to take our concerns into 
consideration in a cooperative and consultative fashion.

Nous écrivons pour exprimer notre grave préoccupation quand à la 
position adoptée par le Comité d’organisation du FSM dans leur 
communiqué relative au événements tragiques qui ont eu lieu au musée 
national du Bardo a Tunis, et particulièrement leur décision que la 
marche d’ouverture du Forum Social Mondial sera sous le thème ‘’ Les 
peuples du monde contre le terrorisme ‘’. Nous nous inquiétons 
sérieusement du fait que cette position prise par le comité 
d’organisation puisse faciliter l’usurpation et cooptation du forum 
social mondial par l’agenda de la « guerre contre le terrorisme ».


Les progressistes a travers le monde considèrent le forum social mondial 
comme un espace alternatif dans lequel ils/elles peuvent exercer une 
réflexion critique et défier les narratives dominantes de l’état et du 
pouvoir capitaliste et impérialiste qui les empêchent d’imaginer et 
réaliser un « autre monde ». Le premier principe de la charte originale 
du FSM stipule que le forum rassemble des organisations de la société 
civile « qui s’opposent au néolibéralisme et à la domination du monde 
par le capital et toute forme d’impérialisme ». Dans les 15 dernières 
années, les discours, les politiques et les pratiques de la « guerre 
contre le terrorisme » ont joué un rôle majeur dans la (re)-production 
de diverses hiérarchies (qui concernent le statut socio-économique, la 
citoyenneté, la souveraineté, etc.) qui perpétue la domination 
capitaliste et impérialiste. Nous pensons que le rôle des progressistes 
est d’exprimer sans cesse l’empathie et la solidarité avec les victimes 
innocentes du crime, quelque soit l’auteur : des états ou des acteurs 
non-étatiques. Nous estimons aussi qu’il y a des instances où la 
« société civile » pourrait juger qu’il est dans leur intérêts 
stratégiques de coopérer avec des gouvernements pour réaliser certains 
objectives. Cependant, dans un contexte caractérisé par le manque de 
clarté et la difficulté d’accéder à une information fiable, il incombe 
aux progressistes de contester les narratives officielles et de proposer 
des alternatives émancipatrices.

Le mouvement altermondialiste pour la justice mondiale ne peut pas se 
permettre d’être utilisé pour un agenda domestique et géopolitique qui 
cherche à manipuler les émotions des publics afin de justifier davantage 
de militarisation de la société tunisienne (et d’autres sociétés à 
travers le monde) au seul profit du complexe militaro-industriel et 
sécuritaire. Cet agenda rend également possible l’ancrage des pratiques 
racialisées de la lutte anti-terroriste qui marginalisent des 
communautés entières et criminalisent la dissidence et qui surtout 
divertissent l’attention des questions sociales, économiques et 
politiques les plus pressantes qui étaient et restent au cœur des 
soulèvements en Tunisie et ailleurs dans le monde.

Nous estimons que la raison d’être du FSM est de parler le langage de la 
vérité aux puissants et détenteurs du pouvoir. Dans cette optique, nous 
espérons que nos préoccupations seront prises  en considération et que 
le Comité d’organisation reformulera le communiqué d’une manière 
consultative.

    نود عبر هذه الرسالة التعبير عن سخطنا و دق ناقوس الخطر من موقف اللجنة
    التحضيرية إتجاه الأحداث المأساوية في المتحف الوطني في تونس باردو قبل
    يومين. و على وجه الخصوص، نشجب و نستنكر بشدة بيان اللجنة المتعلق
    بافتتاح المنتدى الاجتماعي العالمي بمسيرة تحت شعار "شعوب العالم متحدة
    لمكافحة الإرهاب". نحن قلقون جدا من إحتمال أن تؤدي تصرفات اللجنة
    ".التحضيرية  الى تدجين المنتدى الاجتماعي العالمي و تحويله إلى أداة
    في خدمة القوى الإمبريالية في حربها  "على الإرهاب

    التقدميون في جميع أنحاء العالم يعتبرون المنتدى الاجتماعي العالمي
    مساحة بديلة للتفكير النقدي تمكنهم من تفكيك الروايات السائدة للدولة و
    سلطة رأس المال, التي طالما أبقت الشعوب تحت وطأة النظام العالمي
    الغاشم السائد, و حاولت حرمانها من إمكانية تخيل و تحقيق "عالم آخر".
    ينص المبدأ الأول من الميثاق الأصلي للمنتدى الاجتماعي العالمي على حشد
    مكونات المجتمع المدني "التي تعارض الليبرالية الجديدة وهيمنة رأس
    المال أو أي شكل من أشكال الإمبريالية على العالم." على مدى السنوات ال
    15 الماضية، لعبت خطابات و سياسات و ممارسات دعاة "الحرب على الإرهاب"
    دورا رئيسيا في (إعادة) إنتاج مختلف البنيات الهرمية (المتعلقة
    بالمنزلة الاجتماعية والاقتصادية للأفراد و الشعوب، والمواطنة، و
    السيادة، الخ) والتي تسهر على إدامة النظام العالمي الرأسمالي الإمبريالي.

    نحن نعتقد أن دور التقدميين يكون دائما التعبير عن التعاطف والتضامن مع
    ضحايا الإجرام الأبرياء حيثما كانوا و بغض النظر عن مرتكبي الجريمة،
    سواء كانوا دولا و حكومات أو جهات غير حكومية. كما نعتقد أيضا أنه في
    بعض الحالات قد يتشارك "المجتمع المدني” و الحكومات في نفس المصالح
    الاستراتيجية للعمل على إنجاز و تحقيق أهداف معينة. ومع ذلك، في سياق
    يفتقر للوضوح و يتميز بصعوبة الوصول إلى معلومات دقيقة، فإنه يتعين على
    التقدميين إخضاع الروايات الرسمية  للنقد الجدٌي و طرح الأسئلة الصعبة و
    محاولة توفير البدائل التحررية.

      لا يمكن لحركة العدالة العالمية أن تسمح لنفسها بأن تُستخدم كأداة
    لتحقيق الأجندات المحلية أو الجيوسياسية التي تسعى للتلاعب بعواطف
    الجماهير لتبرير مزيد من عسكرة المجتمع التونسي (والعالم) بطريقة تعود
    بالفائدة على المجمع الصناعي العسكري/الأمني . كما تعمل هذه الأجندات
    على ترسيخ الممارسات العنصرية لمكافحة الإرهاب  التي طالما همشت
    مجتمعات بأكملها، و جرَمت حركات المعارضة الشرعية و لفتت الأنظار بعيدا
    عن القضايا الاجتماعية والاقتصادية والسياسية الأكثر إلحاحا والتي كانت
    في قلب الانتفاضات في تونس وأماكن أخرى في العالم.

      نحن نعتقد أن الغرض من المنتدى الاجتماعي العالمي هو قول كلمة الحق
    عند السلطان الجائر، وليس التواطؤ معه . في ضوء ذلك، نأمل من اللجنة
    التحضيرية للمنتدى الاجتماعي العالمي  أن
    تأخذ اهتماماتنا وإنشغالاتنا بعين الاعتبار و تعيد صياغة البيان بطريقة
    تعاونية واستشارية.
