PROPOSAL FOR AN "IC MEMBERSHIP APPLICATION STATEMENT"

THIS APPLICATION STATEMENT IS A DRAFT  TAKING  STOCK OF EXCHANGES ON CRITERIA  and  input made in april 2021 http://openfsm.net/projects/wsfic_fsmci/ktm24-input1.j/#@8  and further discussions

The application statement document woudl have to be complemented with answers and possible comments and circulated in IC with the signature of IC proposed representatives. It has 9 sections :

 

1 OUR AGREEMENT ON MISSION AND OPERATION OF IC  

We, as organization or facilitating committee of a social forum or assembly willing to join IC WSF,  understand  and agree that : 

A/ IC is a facilitating body for” WSF” which is an intercommunication process held in an open space, in which organizations and facilitation committee of social processes  come freely, accepting or better endorsing the WSF principles for reference for their participation and contributions

B/ IC is a core meeting place between facilitating committees for autonomous “social processes”, forums or assemblies that come in IC to co facilitate "WSF" and are also thus forming, on a volunteer basis, a "WSF family of process" or a "global WSF process"

These processes have direct inspiration from WSF principles, in case of social forum processes of national, regional, world, or world thematic scale. 

These processes have  indirect inspiration from WSF principles, in the case of social assemblies , that can be deliberative as a whole contrary to social forums

C/ The scope of discussions and decisions about facilitating WSF itself are : 

- the formats and moments of participation in WSF process, their implementation in time and space, and the invitation narrative "why and how participate" in its various manifestations

- the formulation of WSF principles that describe WSF as permanent intercommunication process held in open space,that also describe generic values and goals of participants in WSF, which position this open space . Organizations come freely in that space, accepting or endorsing those principles, under other participants review  

D/ Those facilitation decisions are taken through an accountable protocol of consensus or consent between all IC members (and this is why the membership in IC needs to be monitored with protocols and criteria so the consensus or consent can be manifested between its members). This protocol mastered in IC through practice and experience 

E/ IC member organizations are welcome to express themselves politically if they so wish on any topic, using the format of a statement signed by a series of organizations that agree to sign it, open or not to signatories that are not IC members. IC as such is not a body with political expression.

2 OUR AGREEMENT ON IC GENERIC FACILITATION TASKS 

In connection with point 1A and 1B, we understand and agree  that IC is taking up  the following list of facilitation  tasks ( this is the Casablanca formulation taken as a working basis  (download)) 

• Discuss political geopolitical context in order to contextualize wsf process
• Sustain Methodological discussion on how to organize events , sustain processes and initiatives
• Facilitate dialogue between local and global struggles and alternatives
• Facilitate linkage between regional forums processes
• Identify tasks/issues about concretely facilitating wsf process and launch/review work of open contributive groups addressing those tasks/issues
• Spread knowledge on wsf charter and process
• Develop and promote use of appropriate Communication tools for informing WSF participants about IC work and decisions  and for stimulating their own expression about what they do in the WSF process
• Define date and place and format of WSF events
• Monitor and contribute to Practical organization of wsf events 
• Finance IC activities/meetings/operation
• Monitor financing of WSF events

3/ ABOUT OUR ORGANICITY AND RELATION TO WSF PRINCIPLES 

We, as organization or as facilitating committee of a social forum or social assembly  process willing to join IC,  understand ana agree that  we need to  : 

A/ give evidence of our existence  and action  in the recent past  through web presence, media report presence, and give indication on our decision and representation protocols   

B/ clarify our relation with the WSF principles : accepting them/ endorsing  them and willing to popularize them as a reference when outreaching for participation in WSF process

4/ ABOUT OUR INTERNATIONAL DIMENSIONS AND PARTICIPATIONS IN WSF PROCESS

We, as organization or as facilitating committee of a social forum or social assembly  process willing to join IC,  understand and agree that we need to give evidence of :  

A/ Our proactive participation  in some past WSF events ( i-e co organizing activities, or contributing to facilitation)  

B/ Our international "presence" in several countries, which may not be requiring branches in several countries

C/ Our understanding and arguments about how our inclusion would fit with the need for geographical and diversity balance in IC, as effective facilitating body of WSF, and not being a representation of WSF participants

5/  OUR TIME AND RESOURCE COMMITMENT FOR CONTRIBUTION TO IC OPERATION  AND TASKS

We, as organization or as facilitating committee of a social forum or social assembly  process willing to join IC,   understand  and agree that : 

A/  We are to participate in some IC commission and announce intention for this  and  give evidence of our possibly previous  participation  (inasmuch  commissions are open to non member) 

B/ We commit to attending regularly IC meetings and contributing time and ressources for its tasks   ( beyond the time of our representatives in IC) . Time  and resources  to facilitation tasks of some commission or others  tasks that appear in the discussions and decisions of such meetings or are needed for operation of IC 

C/ We commit to sharing in IC once a year a public report on “our contribution to WSF process/event facilitation”

6/  OUR TWO RECOMMENDING ENTITIES

7  AS FACILITATING GROUP OF A PROCESS CONSIDERED IN THE WSF GLOBAL FAMILY  (if be the case) 

We, as a  facilitating committee of a social forum process or of a social assembly  process willing to join IC,  we understand and agree that we need to present the following information : 

A1/ A review and comment of the direct inspiration from WSF and its principles in the reference principles  and document  for our social forum process   

A2/ A review and comment of the indirect inspiration  from  WSF  and its principles  in  reference principles  and document for our social assembly process  

A3/ A document whereby we assert that the social process we facilitate/impulse is  part of the WSF global family / WSF global process, a notion affirmed in Tunis Consensus 2022 

B/ The record of activity of our committee since the last past event held in time in the process we facilitate, and towards the next event, with a description of this last event.

C/ A presentation about  diversity and inclusion protocols in our committee

D/ A presentation about the reality of direct participations in WSF process/event from organizations participating in our process,  thus contributing to "meshing from below" the various processes in Global WSF family

8 AS CONTRIBUTOR IN PERSONAL CAPACITY  FROM A PAST WSF EVENT ORGANIZING COMMITTEE ( If be the case)

As one of two member of past WSF event organizing committee, now in personal capacity as advisers, we understand and agree that 

A/ we adapt the way we give information on   points 3 4 6  to our particular situation
B/ we need to publish in a IC/ WSF related website,  a public notice  that we are contributors In IC  in personal capacity in relation with this past WSF committee, and comment possible reactions to this notice.

9/  ABOUT OUR APPLICATION PROCESS IN IC  

We, as a  facilitating committee of a social forum or social assembly  process willing to join IC, understand that our application requires

A/  A proactive preparation and sending of documents that we can entrust to the IC member organizations recommending us 

B/ A moment of discussion  and decision about relevance of our membership in an IC meeting

USE OF THIS DOCUMENT IN A YEARLY REPORT BY AN ALREADY INCLUDED IC MEMBER ENTITY

It can be decided  in IC  that :

A/  Once each calendar  year,  the representatives of each organization /entity  already member of IC will  circulate in IC, when suitable for them , a report on the contribution in IC from their organisation/committee. 

B/  This report will covering, in a relevantly adapted way, the 8 points of the document above, and particularly point 5, and can also include some  suggestions for operations and tasks of IC in the coming period
